The COTS Integration Engineer will own the configuration, integration, and vendor coordination for the Behavioral Health Lab (BHL) Touch application within the VA Data Collection Tool (DCT) program. This role serves as the technical owner for BHL Touch, its supporting APIs, the Onboarding Application, single sign-on/identity integration (SSOe/ID.me), and user permissions, ensuring the forms-based COTS solution remains properly configured, secure, and integrated with VA-authorized identity and access systems. This position supports an active VA program and requires ongoing coordination with COTS vendors, VA program and security staff, and other contractors, with strong ownership of system configuration and identity integration and responsiveness to vendor-driven changes and program requirements affecting BHL Touch, the Onboarding Application, and related permission structures. The COTS Integration Engineer serves as the technical owner of BHL Touch, managing its configuration within the broader application stack, including the data access layer, business logic, and data models, to ensure the solution operates reliably and meets evolving program requirements. The engineer leads integration of BHL Touch and the Onboarding Application with supporting APIs, applying deep systems integration expertise to configure and integrate COTS software via API in alignment with program and technical requirements, and manages the technical relationship between the forms-based COTS solution and connected systems to ensure data flows and business logic remain accurate as the platform evolves.
