Job Overview Emerging Tech is seeking a seasoned Program Manager with direct experience supporting the Department of Veterans Affairs (VA), particularly the Veterans Health Administration (VHA), including familiarity with Electronic Health Record Modernization (EHRM) initiatives and related clinical, technical, and governance environments. This role will lead and manage complex IT and mission-focused programs, serve as a trusted advisor to VA stakeholders, and support business development and capture activities to grow Emerging Tech’s rapidly growing VA portfolio. The ideal candidate brings at least 10 years of program management experience, a strong IT background, familiarity with federal governance processes, and a demonstrated ability to manage both delivery and client relationships in a federal government contracting environment. Responsibilities Serve as the primary Program Manager for VA/VHA engagements, ensuring successful delivery on cost, schedule, scope, and quality. Lead cross-functional teams in Agile and hybrid delivery environments. Develop and maintain program plans, schedules, risk registers, and performance dashboards. Manage relationships with teaming partners and technology vendors. Interface regularly with Contracting Officer Representatives (CORs), Program Offices, and senior VA leadership. Build and maintain trusted relationships with VA and VHA stakeholders. Facilitate meetings, briefings, and governance reviews. Translate mission needs into clear technical and program requirements. Qualifications and Skills Minimum 10 years of program management experience in federal IT or mission environments, including at least five years supporting the VA. Demonstrated experience managing a VA-focused program or portfolio of projects with 20+ staff, coordinating technical, clinical, and operational stakeholders. Extensive experience with VHA operations, systems, or initiatives. Demonstrated familiarity with VA EHRM, health IT modernization, or related clinical/technical environments. Strong understanding of federal acquisition, governance, and compliance. Experience leading technical teams in cloud, cybersecurity, data, or application environments. Demonstrated experience managing complex, multi-stakeholder programs. Excellent written and verbal communication skills; comfortable briefing senior leaders. PMP certification (required). Ability to obtain and maintain a Public Trust clearance. U.S. citizenship or eligibility to work on federal contracts. The Agile Project Manager will provide program-level support across Agile delivery teams, helping drive operational excellence, coordination, and continuous process improvement.
