The HRIS Specialist supports the Human Capital and Talent Management (HCTM) Systems Management Division by managing the lifecycle of USAID’s HR information systems and tools. This position merges human capital expertise with technology project management to deliver systems that improve HR operational effectiveness, employee experience, and compliance with federal regulations. The incumbent acts as a subject matter expert (SME) for HR IT solutions, driving modernization and ensuring systems meet evolving agency and workforce needs. Responsibilities: HR Technology Project Leadership (50–65%) Lead or support HRIS project planning, development, implementation, and evaluation to align with agency priorities and operational needs. Coordinate and manage complex, enterprise-wide HR technology projects involving custom or shared-service platforms. Document and validate business requirements, assess feasibility, develop technical specifications, and ensure appropriate testing and user acceptance protocols. Collaborate with internal stakeholders (e.g., Bureau for Management, M/CFO, OIG) and external providers (e.g., OPM, USDA, State Dept) to ensure system functionality and interoperability. Identify and propose system enhancements to improve usability, compliance, and employee self-service capabilities. Develop recurring and ad hoc reports using HR data to support decision-making and operational planning. System Support, Administration & Configuration (20–40%) Provide Tier 3 support for escalated technical and functional HRIS issues, ensuring timely troubleshooting and resolution. Configure and maintain HRIS reference tables, dashboards, automated feeds, and system integrations. Maintain system user guides, job aids, and standard operating procedures (SOPs). Train and guide Tier 1 and Tier 2 support staff in HR technology operations and issue resolution. Ensure all systems comply with federal IT security standards and privacy regulations. Policy Development & Strategic Analysis (10–15%) Develop policy and guidance for system use, data governance, and access protocols. Analyze legislative and policy changes for HR technology impact and lead required system or process updates. Represent HCTM in interagency workgroups, vendor forums, and Agency task forces to advocate for USAID HRIS needs and share best practices. Monitor emerging technologies and recommend strategic improvements to USAID’s HR technology environment. Location: Remote, must be willing and able to be on-site in VA on a regular basis Education: Bachelor’s degree in Human Resources, Information Systems, Business Administration, or related field. Experience: At least 7–10 years of experience in federal HR, HR technology, or HRIS program management. Demonstrated experience supporting HRIS implementations, customizations, and reporting. Familiarity with federal HR systems and regulations (e.g., OPM, FISMA, FAM, 5 CFR) Expertise in HR platforms (e.g., HRConnect, PeopleSoft, ServiceNow, Avue, EmpowHR). Strong skills in data analysis, reporting, and system configuration. Understanding of system interoperability, data feeds, and automated reporting tools. Strong collaboration and stakeholder engagement experience across cross-functional teams. Ability to communicate technical concepts to non-technical audiences. Skilled in preparing and delivering presentations and briefings to senior leadership. Preferred Qualifications: PMP, CAPM, or other project management certification. The CPU Quality Assurance (QA) Specialist serves as a senior-level Human Resources Specialist within the Human Capital Services Center (HCSC) at USAID. The incumbent is responsible for leading the quality assurance, data accuracy, and program evaluation processes for HR personnel actions affecting Civil Service (CS) and Foreign Service (FS) employees. This role ensures that all personnel actions comply with applicable federal laws, OPM guidance, Title 5 CFR, and internal Agency policies. The incumbent provides expert-level analytical reporting, drives process improvements, and supports special project execution within HCTM. Responsibilities: Quality Assurance Management & Compliance Oversight (60%) Lead matrix teams of HR Specialists, Analysts, and Assistants to conduct comprehensive monthly quality reviews of electronic Official Personnel Folders (eOPFs). Analyze the accuracy, timeliness, and regulatory compliance of personnel actions across direct hire, Foreign Service, and SES categories. Identify systemic errors, document deficiencies, and develop quality assurance standards and corrective actions to ensure adherence to federal processing guidelines. Write and maintain improved SOPs, job aids, and procedural manuals to enhance HR action processing and QA workflows. Resolve complex data discrepancies, recommend policy modifications, and draft novel solutions to long-standing systemic HR issues. Support audit readiness by verifying compliance with USAID’s HR regulatory framework and performance cycle requirements. Analytical Reporting & Data Management (20%) Serve as the program lead for data reporting tools, including SINQ, Mismatch Data reports, and custom HR datasets. Develop databases and data collection strategies to monitor HR processing performance and SLA compliance. Perform statistical analysis to detect patterns, trends, and root causes of discrepancies in HR actions. Provide data-driven recommendations to improve performance and eliminate recurring issues in personnel processing. System Monitoring & Service Tracking (10%) Monitor and evaluate processing workflows within systems such as ServiceNow and Getting to Post (G2P).
