The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners. Responsibilities: Review and analyze program budgets, funding requests, and support budget execution and fund control processes. Analyze trends, operational needs, and resource requirements to recommend funding strategies and reprogramming recommendations by account and sector. Interpret appropriations, directives, and earmarks; prepare budget justifications and policy statements. Support budget formulation activities. Draft budget guidance, analytical memoranda, policy guidance, and leadership briefings. Coordinate with the State Department and other stakeholders on budgetary shifts. Provides high-level analytical reporting to ensure effective use of core operational resources. Location: Hybrid in Washington, DC. Flexibility to be on site as needed. Note: May require coordination with external agencies; No regular travel expected; May require work outside business hours; telework subject to approval; on-site presence expected. Bachelor’s degree in public administration, finance, economics, or related field preferred. 4+ years of relevant experience may be substituted for the education requirement. Minimum 5–7 years’ senior-level agency-wide budget analysis experience in the federal government (USAID/State/OMB preferred). Familiarity with federal budget systems (FACTSINFO, Phoenix, GLAAS, or similar) and expert proficiency in Microsoft Office, Google Workspace, and research tools. Strong analytical, negotiation, and communication skills. Proven ability to advise senior leadership on strategic budget and resource allocation.
