Lead strategic sourcing and procurement activities integrating cross-functional teams to support project lifecycles. | Requires 8-10 years relevant experience with strategic sourcing and procurement, preferably in construction or EPC environments. | I. Job Summary The Strategic Sourcing Manager - Construction, will be responsible to partner cross-functionally across engineering, project management, finance, supply chain, internal leadership and our suppliers to integrate the strategic sourcing process into the project lifecycle for WM's construction projects. The strategic sourcing process will be pointed at Goods and Services to support Engineering, Procurement, and Construction (EPC model) requirements project-by-project. II. Essential Duties and Responsibilities • Oversees and participates in the procurement of materials, components, and services, ensuring price value and stability, consistent quality, and expeditious delivery. • Guides, assists, and negotiates to satisfactory conclusion important or major purchasing contracts. • Process mapping and end-to-end roles and responsibilities to support integration of the strategic sourcing process and deliverables within the EPC model. Gain concurrence and buy-in from cross functional leaders. • Researches and develops competent suppliers of high quality components by overseeing and participating in the preparation of bids, proposals, or other informational requests. Evaluates requested materials and makes recommendations. • Reviews and evaluates the relations of purchasing personnel with existing suppliers. Recommends methods of communications, problem resolution, or proposal planning. Contacts suppliers regarding large or recurring material problems and resolves issues. • Oversees and participates in the general development of testing and evaluation techniques used to evaluate supplier material and supplier and operations quality. • Oversees and participates in the liaison with other departments regarding technical product changes and problems, required adjustments, future strategic objectives, etc. • Participates in the development and implementation of systems which measure, track, and analyze supplier and material effectiveness, price, and reliability. Works with other department managers to develop factors to be considered and results to be used. • Participates in the research, development, and design of long-range strategic objectives. Works with other departmental managers in the laying out and planning of potential future operational changes. • Participates in and coordinates internal programs, such as communications, vacation schedules, job analysis and evaluation, employee performance reviews, wage administration, etc. • Maintains currency with respect to technical and supervisory skills by attending training classes, special technical and administration courses, seminars, exhibits and trade shows as needed. III. Qualifications A. Required Qualifications • Bachelor's Degree (accredited), or in lieu of degree, • High School Diploma or GED (accredited) and 4 years of relevant work experience. • 8 to 10 years of relevant work experience (in addition to education requirement). B. Preferred Qualifications • Bachelor's Degree in Mechanical, Civil, Electrical or Industrial Engineering. • Registered Professional Engineer (P.E.) • Experience working in medium to large EPC firms or as a construction contractor. Direct project procurement experience is a plus. IV. Coordinate and support talent and learning programs, manage logistics, track metrics, and assist with communication and reporting. | Bachelor's degree or equivalent experience, 2 years in HR or talent management, strong organizational and communication skills, proficiency with Microsoft Office, and familiarity with HR platforms. | About the position Responsibilities • Provide day-to-day operational support to Talent & Development Managers to ensure consistent and timely delivery of talent initiatives across the organization. • Coordinate the logistics for core talent processes such as Talent Reviews, Succession Planning, and Performance Management. • Manage administrative tasks for learning and development programs, including enrollment, preparing materials, and sending communications. • Execute the scheduling and logistical administration of psychometric assessments, professional coaching engagements, and other developmental tools, ensuring accurate documentation and timely participant communication. • Collaborate with HR Centers of Excellence (COEs) to align local talent delivery strategies with enterprise-wide initiatives. • Respond to inquiries from employees and managers regarding talent and learning programs, escalating complex issues as needed. • Maintain accurate and up-to-date records of talent and learning activities, including program participation, development plans, performance data, and succession planning inputs. • Track and monitor key metrics related to talent initiatives, ensuring data integrity across systems and tools. • Generate reports and dashboards to assess program effectiveness, participation trends, and progress against development goals, enabling informed decision making. • Support data collection efforts for talent reviews and performance management activities. • Assist in preparing presentations and summaries that translate data insights into actionable recommendations. • Ensure confidentiality and proper handling of sensitive employee information in accordance with WM's data privacy standards. • Contribute to continuous improvement by identifying opportunities to streamline data tracking and reporting processes. • Organize and synthesize feedback gathered by Talent & Development Managers from participants, facilitators, and stakeholders to identify trends and inform enhancements to program content, delivery, and logistics. • Collaborate with Talent & Development Advisors to share best practices, challenges, and key items. • Assist in updating and distributing communication materials, user guides, and toolkits to promote program understanding and adoption, ensuring clarity, accuracy, and alignment with feedback. • Research and share best practices in employee engagement and talent development to support ongoing program refinement. • Maintain a repository of lessons learned, FAQs, and improvement ideas to support knowledge sharing and future planning. Requirements • Bachelor's Degree (accredited) in Human Resources, Business administration, or similar area of study. In lieu of degree, High School Diploma or GED (accredited) + 2 years of relevant work experience. • 2 years of related work experience in HR, Talent Management, or Learning & Development (in addition to education requirement). • Strong organizational and project coordination skills with the ability to execute day-to-day tasks with precision. • Excellent written and verbal communication skills; confident in facilitating discussions and presenting to diverse audiences. • Detail-oriented with a strong sense of accountability and follow-through. • Self-motivated and dependable, able to work independently while contributing to team goals. • Comfortable working in a fast-paced, collaborative, and matrixed environment. • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams); capable of creating polished materials and reports. • Familiarity with talent and learning systems, assessment tools, and HR platforms; experience with Oracle, SuccessFactors, LMS, or HRIS is a plus. • Demonstrated ability to build positive working relationships, listen actively, and collaborate across teams. • Passionate about employee growth and development; curious, resourceful, and eager to learn. • Creative thinker with a continuously improving mindset; able to support the development and communication of new ideas and solutions.
