Responsibilities: • Lead the development of technical and management proposal content supporting DHA, VA, and other federal healthcare opportunities. • Develop technical approaches, management and staffing plans, executive summaries, and mission-aligned past performance narratives. • Partner with Business Development and Capture teams to design customer-centric solutions aligned with DHA operational priorities and mission objectives. • Conduct structured SME interviews with engineering, clinical IT, security, and operations teams to gather and validate proposal content. • Translate complex technical architectures, cloud environments, DevSecOps models, interoperability frameworks, and health data platforms into evaluator-friendly narratives. • Analyze solicitations and DHA requirements to support opportunity shaping, technical strategy development, and mission-focused win themes. • Coordinate closely with proposal managers, volume leads, and graphic designers to ensure technical content is visually clear and operationally relevant. • Participate in proposal kickoffs, color team reviews, and status meetings to support disciplined proposal execution under federal deadlines. • Support proposal development activities across all phases to ensure compliant, compelling, and timely submissions. • Contribute to various projects and initiatives as assigned, demonstrating adaptability and a collaborative mindset.
