Come and join us — where payments meet purpose! | What we are looking for The Director, Product Enablement: Business Controls and Data plays a pivotal role in bridging the gap between product strategy, product development, and execution in a complex, highly regulated environment. This individual does not directly manage product lines; rather, they act as a “force multiplier,” building the systems, processes, and frameworks that enable product teams to execute efficiently, consistently, and with compliance rigor. This role ensures the seamless delivery of innovative products from concept to launch, working across stakeholders to implement, monitor, and evolve integrated processes while upholding robust business controls across the product portfolio and effective marketing and communication frameworks. The incumbent will lead a team and cross-functional committees and efforts, establishing best practices in product development and product management lifecycle management, risk identification and mitigation, and product brand positioning. Metrics (KPIs and KRIs) and data and analytics will be developed and integrated across appropriate aspects within the product development and product management disciplines. This role will work closely with and ensure operational continuity for the Director, Product Enablement: Governance and Go-To-Market Oversight .Collectively, these Product Enablement roles translate complex product and regulatory information into clear, actionable insights for diverse audiences, from internal teams to government officials, and ensure that product ideation, prioritization, and development go through a well-documented, understood, and disciplined process that has been created, deployed, and overseen by the Product Enablement team. The Director will oversee the team that acts as an internal consulting unit, which ensures product strategies and corresponding roadmaps, as well as eventual development and deployment plans, are not only created but also understood, adopted, and monitored against KPIs. | A day in the life Responsibilities of the Director, Product Enablement: Business Controls and Data include: Drive Product Planning and Roadmap Management • Deliver consolidated, data-driven reports for leadership on progress, dependencies, and risks; this involves consolidating information from Product teams on initiatives and providing Product teams with guidance and insights on lifecycle stage framework requirements, risks, governance, reporting, and escalation protocols, etc. • Establish clear cadences for roadmap alignment, ensuring goals and OKRs link directly to initiatives. Identify and eliminate operational bottlenecks that impede execution and delivery. Working with partners, identify and assist in the management of the product technology stack (e.g., Jira, Confluence, analytics tools) to generate data-driven insights that inform product strategy and decision-making. Communicate, Educate and Enable Product Management • Act as the central internal consultant regarding Product Management and Development disciplines, processes, and frameworks. • Assist in the design, develop, and document comprehensive product development frameworks (e.g., stage-gate) and related processes. • Use data-driven insights for continuous improvements in frameworks, metrics, processes, prioritization, and decision-making. Develop and maintain dashboards with active analytics across all product-related data to identify trends, migration of flows, and set thresholds for variances. Foster Cross-Functional Collaboration and Alignment • Partner with Product Management, Policy, Rules, Research, Corporate Strategy, Operations, IT, Government Relations and Regulatory Oversight and Member Relations to ensure new products meet regulatory standards and member needs. • Build and mentor a small, high-performing team to support ongoing enablement and operational excellence. • Ensure alignment between development and governing bylaws, policy frameworks, and risk standards. Provide concise, data-driven briefings on capabilities and performance tailored to government and regulatory audiences. • Design and establish a comprehensive framework for business controls, including risk identification, compliance, and quality assurance. Deploy control mechanisms like standardized checklists, risk registers, and audit trails. • Develop and maintain a product PRC while working closely with GRM. Define and implement relevant KPIs and KRIs, overseeing the regular review, reporting, and escalation of metrics across the portfolio for early awareness and remediation. |What you need to be successful • Undergraduate or graduate degree in Business, Economics, or a related discipline. • Minimum of ten (10) years of experience in Product Management, Product Operations, or Product Enablement within the payments/financial services sector, including a minimum of ten (10) years of experience in a people leadership role. • Proven success implementing scalable product frameworks and process improvements. • Experience within regulated sectors, such as financial services, payments, fintech, or government. • Demonstrated expertise in establishing and scaling product governance and operational systems. • Experience embedding regulatory and compliance controls directly into the product lifecycle. • Strong proficiency with data analytics and performance measurement, including defining and generating actional insights. • Exceptional written and verbal communication skills, including the ability to present complex ideas clearly and persuasively. • Proven ability to lead and inspire cross-functional teams, fostering a collaborative and innovative environment. • Strong problem-solving orientation, capable of navigating ambiguity and driving clarity in fast-paced, evolving environments. • Eligibility to obtain and maintain a Government of Canada Reliability Status Clearance and can successfully complete enhanced background checks that may be carried out by Payments Canada. | Salary range • Based on qualifications and experience: $126,750 to $169,000. We ensure that our products are practical, efficient, and responsive to the challenges and opportunities they face. Reporting to the Director of Core Payments Product and working closely with the VP of Product, the Core Payment Product Manager will define and drive the strategic direction for the payments product portfolio, develop product roadmaps, lead initiative prioritization, and translate strategy into executable plans and outcomes. | A day in the life Your responsibilities as the Core Payment Product Manager will include but are not limited to: Strategy & Roadmap Leadership • Partner with the Director and VP of Product to shape the long-term product strategy for the payments portfolio, ensuring alignment with organizational goals, member needs, regulatory requirements and market trends. • Partner closely with Platform Product Managers (Retail Payments and Lynx) to co-develop an integrated product strategy that ensures alignment across retail, high-value, and batch settlement platforms, fostering a unified vision for Payments Canada’s product ecosystem. • Develop, maintain, and communicate a multi-year product roadmap (3-5 year horizon) and a near-term delivery plan (12-18 months), balancing innovation, operational stability, regulatory compliance, and member value. • Establish and apply a robust prioritization framework (e.g., value vs effort, risk, regulatory urgency, strategic fit) to determine which initiatives advance to the roadmap. • Translate strategic themes (e.g., payments modernization, batch settlement evolution, real-time, innovation) into tangible product initiatives, features, rule/standard updates, and platform enhancements. • Monitor product-portfolio health (features, streams, rules/standards, member adoption, regulatory changes) and recommend strategic adjustments as needed. Market, Member & Ecosystem Insight • Conduct and synthesize detailed market, competitive, and ecosystem analyses (domestic and international payments landscape) to inform product strategy. • Engage with member financial institutions, regulators, and ecosystem stakeholders to uncover emerging needs, pain points, opportunities, and regulatory shifts. • Serve as the strategic voice of the member: map customer/member journeys, define the “member problem”, quantify market sizing and opportunity, and shape business cases accordingly. Collaboration & Delivery Enablement • Work cross-functionally with product managers, operations, technology/engineering, risk, compliance, finance and member-facing teams to enable seamless execution of the road-map. • Support the development of business cases (financial modelling, P&L impact, cost/benefit), requirement documentation, prioritization decisions and governance with senior leadership. • Act as a product strategy advisor: facilitate executive briefings and board and senior-leadership updates, helping ensure transparency and alignment on the roadmap, risks, dependencies, and timelines. • Provide subject-matter expertise for major initiatives (e.g., settlement-stream enhancements, rule/standard updates) and ensure that strategic intent is maintained through to execution. | What you need to be successful • University degree (or college diploma) in Business, Engineering, Finance, Computer Science or related field. MBA or advanced degree preferred. • Minimum eight (8) years of experience in consulting, payments, transaction banking, fintech or related field, with at least three (3) years in product strategy, portfolio management or strategic planning roles. • Proven track record of defining and delivering product strategy, road-maps and prioritization frameworks; demonstrated ability to translate strategy into execution. • Strong understanding of payment systems (clearing, settlement, retail payments), ideally within the Canadian context (including familiarity with settlement streams, rule/standard frameworks, payment-platform operations). • Excellent strategic thinking, commercial acumen and ability to build financial business cases (P&L, ROI, cost-benefit). • Exceptional communication and presentation skills, including the ability to engage senior leadership, boards and external stakeholders. • Ability to gather and synthesize information in a concise and clear manner • Superior oral and written communication skills, with the ability to develop and deliver briefings and presentations for senior audiences • Experience in influencing decision-making based on data-based suggestions, applying critical thinking accordingly and inspiring teams to work towards a vision. • Ability to work independently as well as collaboratively • Occasional travel will be required. • Eligibility to successfully complete background checks that will be carried out by Payments Canada, including criminal, credit, identity, employment, and education checks. | You will really stand out with • Bilingualism is considered an asset. | Salary range • Based on qualifications and experience: $105,750 to $141,000.
