The Assistant Vice President of Infrastructure and Cybersecurity is responsible for shaping and delivering KCHA's enterprise infrastructure and cybersecurity vision. This role oversees the full lifecycle of the authority's network, cloud, datacenter, telecommunications, and cybersecurity programs-advancing resilience, operational excellence, and secure modernization across the organization. This position is open until filled; however, to ensure consideration applications should be submitted by February 26, 2026, at 4:30 p.m. Essential Functions Supervises and mentors a multidisciplinary team including infrastructure engineers and technology support staff Develops and executes enterprise-wide infrastructure and cybersecurity strategies for the organization. Leads the design, implementation, and lifecycle management of network, server, storage, and endpoint systems. Oversees cloud and data center operations to ensure high availability and performance. Directs telecommunications services and infrastructure modernization efforts. Leads cybersecurity operations, including threat detection, incident response, and compliance activities. Lead the organization's information security and data protection program; participate in agency-wide risk management committee; and co-chair the Data Security Governance Oversight Committee (DSGOT) Administers risk assessments, vulnerability management, and regulatory audits. Manages infrastructure and cybersecurity budgets, contracts, and vendor relationships. Supervises and mentors multidisciplinary teams, fostering collaboration and professional growth. Qualifications and Competencies Required Qualifications: Bachelor's degree in information technology, computer science, cybersecurity, or related field AND Extensive experience in IT infrastructure and cybersecurity OR An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position. Required Knowledge, Skills and Abilities: Comprehensive knowledge of related industry, organization and department policies, practices, and procedures; related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws including: Interpreting and applying cybersecurity frameworks (e.g., NIST, ISO 27001). Reviewing and analyzing technical documentation, audit reports, and risk assessments. Preparing and evaluating incident response reports and security event logs Developing and analyzing budgets, contracts, and vendor agreements. Creating and interpreting performance metrics, dashboards, and compliance documentation. Operating and managing advanced hardware (servers, firewalls, endpoint devices). Utilizing cybersecurity software (SIEM, vulnerability scanners, endpoint protection). Proficiency with managing enterprise IT infrastructure equipment (servers, network switches, storage arrays), overseeing telecommunications hardware, and overseeing cloud-based systems. Strategic thinking skills, aligning technology/security initiatives with business goals. Leadership and change management expertise in cross-functional teams, stakeholder engagement, and advanced communication. Adept in project management and organizational transformation, advanced problem-solving, and crisis management. Skill in applying statistical analysis to threat detection and vulnerability management, coupled with the ability to understand and apply financial principles for technology operations. Ability to establish and maintain effective working relationships with staff, executive and senior leadership, legal representatives, and the general public. Proficiency with MS Office to include Word, Excel, Outlook, and database software. Special Requirements: Consent to and pass a driver's and criminal records background check. Must possess a valid driver's license to regularly travel between work sites as required or have an alternative reliable mode of transportation. Project Management Certification: PMP or CAPM within two years of hire.
