Job Summary King County Housing Authority has an extraordinary opportunity for a highly skilled technology leader to join our IT Department as the Assistant Vice President of Applications and Innovation. The Assistant Vice President of Applications and Innovation is a strategic technology leader responsible for shaping KCHA's enterprise application ecosystem, data strategy, and digital innovation agenda. This role oversees modernization of critical business platforms, leads data governance and analytics initiatives, and drives the adoption of emerging technologies that enhance organizational performance and service delivery. As a key member of the IT leadership team, the AVP provides thought leadership, guides cross-functional teams, and partners closely with executive and departmental stakeholders to translate business needs into scalable technology and data solutions that advance KCHA's mission. This position is open until filled; however, to ensure consideration applications should be submitted by February 26, 2026, at 4:30 p.m. Essential Functions Leads cross-functional teams in application development, data governance, analytics, and emerging technologies to drive enterprise-wide modernization and innovation. Defines and executes the vision and strategy for application platforms, data management, and digital transformation aligned with organizational objectives Identify and integrate emerging technologies (AI, cloud, automation) to drive innovation and operational efficiency and Chair the Technology Advisory Council (TAC).Oversees the full lifecycle management of development, productivity, content management, customer-facing, and analytics platforms, ensuring reliability, performance, and user satisfaction. Develops and implements comprehensive data governance frameworks, policies, and standards; promotes data-driven decision-making and fosters data literacy across the organization. Lead the organization's enterprise data strategy, governance, and stewardship efforts, and co-chair the Data Security Governance Oversight Committee (DSGOT) Guides technical strategy, roadmapping, and secure development practices using Agile and other modern methodologies. Manages budgeting, vendor relationships, acquisition of software and services, and operational oversight of application support, software development, integration, and database administration. Recruits, mentors, and develops high-performing teams; leads workforce planning, staff development, and performance evaluations to foster a culture of collaboration and continuous improvement. Collaborates with executive leadership, department heads, and operational teams to translate business needs into technology and data solutions; represents the organization in external partnerships, data forums, and technology communities. Qualifications and Competencies Required Qualifications: Bachelor's degree in information technology, computer science, data science, business administration, or related field AND Extensive experience in progressive IT application development, data management, leadership, and/or modernization initiatives OR An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position. Required Knowledge, Skills and Abilities: Comprehensive knowledge of related industry, organization and department policies, practices, and procedures; related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws including: Processing governance frameworks, data policies, and compliance documentation. Preparing and analyzing technical reports and strategic plans, interpreting analytics dashboards and performance metrics. Developing and reviewing budgets, vendor contracts, and acquisition documents. Using enterprise software platforms (databases, analytics tools, content management systems). Utilizing Agile development environments and project management software with general knowledge of administering cloud services (Microsoft Azure, AWS). Strategic thinking skills, aligning technology/security initiatives with business goals. Leadership and change management expertise in cross-functional teams, stakeholder engagement, and advanced communication. Adept in project management and organizational transformation, data-driven decision-making, and fostering a culture of collaboration and continuous improvement. Ability to analyze quantitative data for strategic decision-making. Ability to establish and maintain effective working relationships with staff, executive and senior leadership, legal representatives, and the general public. Proficiency with MS Office to include Word, Excel, Outlook, and database software. Special Requirements: Consent to and pass a driver's and criminal records background check. Must possess a valid driver's license to regularly travel between work sites as required or have an alternative reliable mode of transportation. Must have an acceptable driving record at time of appointment and throughout employment. Certified ScrumMaster (CSM) or PMI Agile Certified Practitioner (PMI-ACP) within two years of hire. Certified Data Management Professional (CDMP) - Practitioner within two years of hire. Agile and modern software development methodologies, data governance frameworks, data security, leadership, change management, team development, cloud computing, analytics, and emerging technologies training within two years of hire. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market Salary is negotiable. Work Environment: After initial onboarding, this role will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila will still be required on occasion. Some local travel may be required to support KCHA business needs.
