The ideal candidate will have technical acumen to understand architecture and integration efforts from multiple database technologies and provide oversight across SDLC phases of report and extract development using Waterfall, Agile, and Hybrid methodologies. • Project Planning & Execution o Develop and maintain detailed project plans, schedules, and resource allocations for reporting initiatives. o Define clear milestones: requirements sign-off, data mapping, ETL or ELT build, report development, quality testing, and production cutover. • Requirements & Stakeholder Management o Facilitate workshops with business units to elicit reporting requirements and KPI definitions. o Document functional specifications, data mapping for source and target, data dictionaries, including data quality and data integrity within the acceptance criteria; manage change control when scope shifts. o Engage with cross-functional teams, including quality, to ensure alignment of requirements and DW, DL, and ODS systems design. o Develop a deep understanding of the RRC DW, DL, and ODS systems processes and operational challenges. o Experience initiating and completing business intelligence (BI) reports and dashboards, data warehousing and/or analytical projects with minimal guidance o Simplify complex issues and deliver clear and concise information to all level of technical and business users within RRC. o Negotiate with business users to define project scope for development and deployment of new reports and extracts, from the pre-determined mainframe reports and extract scope. Schedule and deliverables must follow a strict path as it must be coordinated with other efforts. The estimation of technical efforts and identification of risks must be known and tracked for each effort. o Foster and maintain strong relationships with business users and IT Technical staff. • Technical Oversight o Coordinate with data architects and engineers on ETL design (IDMC, SQL, SSIS, SSRS, Azure Data Factory, Mulesoft, GoAnywhere, and the Scheduling Tool) and data modeling (snowflake/star schemas, Slowly Changing Dimensions, Normalizations, cubes, dashboards, etc.). o Oversee report/dashboard development in Power BI, and possibly SSRS, ensuring performance tuning and security (row-level). The Business Analyst is responsible for collecting and documenting business and technical requirements from various business and technical teams and provides written functional requirements for various technology teams. The primary responsibilities of this role include working with stakeholders across business and technical teams to discover and document requirements, build and manage the product backlog, and successfully participate and lead agile projects through their respective life cycles. The Business Analyst must be comfortable managing and driving the requirements-gathering phase of technology projects and creating the necessary deliverables to support development and quality assurance efforts. The Business Analyst will also be needed to sometimes provide second-tier technology applications support and application reporting. Collaborate with technology teams to gather, document and analyze business requirements related to data integration and transformation needs Support the design and validation of ETL workflows, ensuring data accuracy, quality and business alignment Work closely with developers and quality analysts to translate business needs into technical specifications Work with the Business to identify requirements and think critically about what will make it successful; write user stories that effectively communicate the Business’ requirements and that are easily consumed by software development teams. REQUIRED QUALIFICATIONS 7+ years of prior experience as a Business Analyst or other IT role, such as support or development. BA / BS in IT, statistics, computer science, mathematics, information management, business or a related field or equivalent experience. Hands on experience with ETL tools such as Informatica, Microsoft SSIS Moderate to Advanced SQL knowledge Skilled at defining and documenting business and functional requirements for ongoing system enhancement initiatives in agile software development environments. Experience writing clear acceptance criteria to a testable level. Firm understanding of relational databases, database structures and design, and data management. Experience leading or participating in all Agile meetings including sprint planning, sprint grooming, review, demo, stand-up, and retrospective sessions. Experience in all phases of product, software, and testing lifecycles. Microsoft Office experience: Word for documentation, Excel for data handling, Visio for process explanation, PowerPoint for presentation and Outlook for email. Any experience with AzureDevops would be great Strong investigative, analytical skills. Interpersonal communication skills with the ability to work independently or as part of a team with both the Business and technology staff. PREFERRED QUALIFICATIONS 1+ years of programming experience in any language, i.e., Python, Java, JavaScript, C, C++ 3+ years of experience on a business team interfacing with IT. 3+ years of experience in healthcare. Ability to become a Subject Matter Expert on various healthcare, insurance, pension, and/or payroll technology systems. Experience working on different project types, such as off-the-shelf, new development, enhancements projects. General knowledge of databases, applications, system interfaces, and operating systems. Experience creating reports for business users, especially via SSRS or similar tools. Knowledgeable in SDLC, Agile and/or Waterfall methodologies.
