Oversee and coordinate contractor staff and manage grants-related activities, ensuring quality and compliance. | Bachelor's degree in a business-related field, 5+ years managing direct reports, 10+ years with grants experience, proficiency with Microsoft tools. | Position Title: Program Manager (Part-Time) Role Summary The Program Manager provides off-site oversight to contractor staff performing grants management support services for FHWA's Cooperative Agreements and Non-State Grant Awards Division. This role is responsible for overall management of the task order, including quality assurance for products delivered and availability of resources to complete requirements. The Program Manager serves as the primary contact for order management, modifications, and performance issues while leading staff to meet expectations. Key Responsibilities • Coordinate employee work schedules, timesheets, leave requests, resolve grievances, and take disciplinary actions as needed. • Lead staff to meet performance expectations and continuously improve quality throughout the period of performance. • Communicate regularly with the Contracting Officer's Representative (COR) and HACG-30 Team Leader to discuss contract/order activities, progress, workload, and potential issues along with proposed resolutions. • Provide required progress reports; monitor staff workload and performance to ensure expectations are met. • Ensure work trackers and status reports are completed timely and accurately, with up-to-date status information. • Respond promptly to questions or concerns from the COR or Team Leader. • Facilitate onboarding of new contractor staff and ensure all applicable forms and requirements are completed in a timely manner. • Meet with customer and Contractor personnel to discuss and review task requirements, performance, and deliverables. • Fulfill all order reporting requirements. • Demonstrate excellent verbal, presentation, writing, and customer service skills, along with strong leadership abilities including personnel management and project/task management to accomplish order requirements. Required Qualifications • Bachelor's degree in a business-related field. • At least 5 years of experience successfully managing several direct reports. • At least 10 years of experience with direct and relatable competitive grants. Preferred Qualifications • Experience managing Federal grants and cooperative agreements. Tools / Systems • Proficient with Microsoft technologies such as Lists, SharePoint, and Outlook. • Note: Transitioning to Google products by the end of FY26. Work Location & Hours • Off-site at the Contractor's facility. • Provide sufficient coverage during FHWA's official business hours: 8:00 AM - 4:30 PM ET. • Staff working hours: 7:00 AM - 6:00 PM local time.
Create culturally sensitive visual communications and materials for Navajo and Indigenous audiences, managing schedules and quality control of visual content production. | Bachelor's degree or equivalent experience, 2+ years in communications or graphic design, proficiency in design software, ability to produce culturally appropriate visual content, and strong project coordination skills. | Overview The Graphic Designer (Communications Specialist) supports the program office, project team, and stakeholders by creating visually compelling materials for project deliverables, ensuring cultural relevance for Navajo and Indigenous audiences. This role focuses on internal and external communications through visual content, aligning with branding and quality standards to meet project objectives. Responsibilities Support the planning and scheduling of project communication activities, ensuring timely delivery of culturally sensitive visual deliverables for Navajo and Indigenous audiences. Gather, analyze, and compose technical information to inform the development of visual content, ensuring the use of proper program and technical terminology relevant to community planning and Indigenous contexts. Conduct research to support visual communication efforts, verifying accuracy and cultural appropriateness of designs for stakeholder workshops and public meetings. Interpret and review documentation, determining graphics needs for communications, reports, presentations, and other project deliverables, including posters, infographics, charts, and maps. Establish schedules for visual content production and conduct quality assurance / control inspections at specific intervals to ensure standards are met. Collaborate with the project team to create data visualizations and layouts that present complex data clearly, respecting Indigenous cultural contexts and project branding. Incorporate stakeholder feedback to refine designs, ensuring accessibility and cultural sensitivity for diverse audiences under tight deadlines. Qualifications Bachelor's degree in graphic design, visual arts, communications, or a related field; equivalent experience may be considered. Minimum of 2 years of related experience in communications, graphic design, or content development, preferably for community-based or public-sector projects. Experience gathering, analyzing, and composing technical information to inform visual content, with attention to proper program and technical terminology. Demonstrated ability to support internal and external communications, including planning and scheduling visual communication activities. Proficiency in design software (e.g., Adobe Creative Suite: Photoshop, Illustrator, InDesign) and familiarity with document production processes. Ability to conduct quality assurance / control inspections and manage visual content production schedules. Strong visual communication skills, with experience creating culturally sensitive designs for diverse audiences, preferably Indigenous or tribal communities.
