Position Title: Program Manager (Part-Time) Role Summary The Program Manager provides off-site oversight to contractor staff performing grants management support services for FHWA's Cooperative Agreements and Non-State Grant Awards Division. This role is responsible for overall management of the task order, including quality assurance for products delivered and availability of resources to complete requirements. The Program Manager serves as the primary contact for order management, modifications, and performance issues while leading staff to meet expectations. Key Responsibilities • Coordinate employee work schedules, timesheets, leave requests, resolve grievances, and take disciplinary actions as needed. • Lead staff to meet performance expectations and continuously improve quality throughout the period of performance. • Communicate regularly with the Contracting Officer's Representative (COR) and HACG-30 Team Leader to discuss contract/order activities, progress, workload, and potential issues along with proposed resolutions. • Provide required progress reports; monitor staff workload and performance to ensure expectations are met. • Ensure work trackers and status reports are completed timely and accurately, with up-to-date status information. • Respond promptly to questions or concerns from the COR or Team Leader. • Facilitate onboarding of new contractor staff and ensure all applicable forms and requirements are completed in a timely manner. • Meet with customer and Contractor personnel to discuss and review task requirements, performance, and deliverables. • Fulfill all order reporting requirements. • Demonstrate excellent verbal, presentation, writing, and customer service skills, along with strong leadership abilities including personnel management and project/task management to accomplish order requirements. Required Qualifications • Bachelor's degree in a business-related field. • At least 5 years of experience successfully managing several direct reports. • At least 10 years of experience with direct and relatable competitive grants. Preferred Qualifications • Experience managing Federal grants and cooperative agreements. Tools / Systems • Proficient with Microsoft technologies such as Lists, SharePoint, and Outlook. • Note: Transitioning to Google products by the end of FY26. Work Location & Hours • Off-site at the Contractor's facility. • Provide sufficient coverage during FHWA's official business hours: 8:00 AM - 4:30 PM ET. • Staff working hours: 7:00 AM - 6:00 PM local time.
