Manage real estate development projects, coordinate with stakeholders, and ensure compliance with project and transaction processes. | Requires knowledge of real estate principles, project management skills, and ability to work with diverse communities, with a bachelor's degree or equivalent experience. | GENERAL JOB SUMMARY The Project Manager will manage and facilitate the disposition of property by the Detroit Land Bank Authority (DLBA) for real estate development projects, including: (1) projects consisting of small- and large-scale rehab or new construction for residential, mixed-use, commercial, or industrial/manufacturing uses; (2) land sales and transfer for urban agriculture, beautification, storm water management or green space; (3) large-scale sales of residential structures and vacant land pursuant to neighborhood redevelopment initiatives; and (4) marketed properties. ESSENTIAL DUTIES AND RESPONSIBILITIES • Manage real estate development projects, from application intake and review, to transaction processing, to compliance monitoring • Assess and determine the financial feasibility of new real estate opportunities and prospective purchasers • Assist in identifying land assembly opportunities for development • Coordinate with other DLBA departments on public real estate listings • Process and present applications for DLBA’s publicly listed properties • Review of project and architectural plans • Prepare for and present organizational objectives and projects at community meetings • Interface with applicants and stakeholders on a consistent basis to advance application processing and project management • Coordinate and execute closings on real estate transactions and other special projects • Enter, track, and report components of approval processes and real estate transactions into Salesforce database and maintain accuracy • Monitor construction and/or implementation progress to ensure compliance consistent with the terms of agreements • Maintain coordination with City Economic Development Offices (Office of Jobs and Economic Growth, Planning & Development Department, Housing and Revitalization Department, and Detroit Economic Growth Corporation) and work collaboratively with the Department of Neighborhoods • Ensure compliance with DLBA economic development procedures and guidelines; ensure that economic development goals and objectives are achieved • Perform other duties as assigned by the Director and Manager QUALIFICATIONS (Knowledge, Skills, Abilities) • Bachelor's in public administration, urban planning, community development, business administration, finance, or relevant field • An equivalent combination of education and experience may substitute for the minimum qualifications on a yearforyear basis • Indepth knowledge of Detroit communities and respect for diverse cultures/lifestyles • Ability to work cooperatively and effectively with outside organizations and stakeholders • Ability to work independently following guidelines, organize time effectively, and set work priorities • Ability to work well in a fastpaced and demanding environment • Must be able to work well under pressure and meet deadlines • Strong written and verbal communication, negotiation, and presentation skills • Understanding of real estate principles • Detailoriented and organized work habits • Ability to act and operate independently • Excellent time management skills, ability to multitask, and attention to detail is required • High level of customer service orientation • Skilled in tracking information and providing reports on results • Highly proficient with the following software: Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) • Must possess a dependable vehicle and a current and valid license to drive in the state of Michigan

Implement and manage land reuse programs, develop processes, coordinate with stakeholders, and ensure system integration. | Extensive experience in urban planning, community development, real estate, or related fields, with strong project management and communication skills. | General Summary The Land Reuse Community Programs Project Manager II will play a critical role in implementing the newly approved Land-Based Projects (LBP) policy and advancing other Land Reuse programs. This position will work closely with the Land Reuse Manager to design and execute the multi-step rollout of LBP initiatives, including creating and implementing processes and procedures, coordinating with City partners to curate project areas, and developing supporting plans for communications and IT systems. Key responsibilities include leading application creation and management, establishing pre-approval matrices, defining parcel categorization (Neighborhood Lot vs. Side Lot vs. LBP), and ensuring LBP integration into DLBA systems such as Salesforce, Jadas, and the DLBA website. The Project Manager II will also engage internal and external stakeholders, support policy-driven decision-making, and assist in building operational frameworks for new pilots and projects. This role requires strong project management skills, strategic thinking, and the ability to collaborate across departments and with external partners to successfully implement land-based policy programs that advance DLBA’s mission of returning vacant land to productive use. Additional oversight of the daily operations of Create-a-project Program and the Neighborhood Lot Endorsement Program. ESSENTIAL DUTIES AND RESPONSIBILITIES • Develop and implement processes and procedures to support the rollout of the newly approved LandBased Projects policy • Coordinate with City partners to identify and curate LBPeligible areas and establish preapproval matrices for project sites • Define parcel categorization standards (Neighborhood Lot vs. Side Lot vs. LBP) and ensure consistent application across programs • Lead the creation and management of LBP application workflows, including intake, review, and approval processes • Collaborate with IT teams to integrate LBP categorization and workflows into DLBA systems • Develop and execute a communications plan to inform internal teams, external stakeholders, and community partners about LBP initiatives • Engage internal and external stakeholders to ensure alignment and support for LBP implementation and related land reuse goals • Provide project management support for multistep LBP implementation, including timelines, deliverables, and reporting • Review and process applications for Land Reuse programs, including CreateaProject, Neighborhood Lot Endorser, and LBP sites, ensuring compliance with eligibility requirements and project guidelines • Support the preparation of vacant lots for sale by coordinating activities such as clearing delinquent taxes and demolition liens, securing approvals, preparing deal sheets, and resolving data errors • Assess properties for listing potential and translate program guidelines into actionable steps for individual properties • Track and report on program performance, providing datadriven insights to inform policy decisions and strategic planning • Maintain accurate documentation and records related to program activities, applications, approvals, and compliance requirements • Serve as a liaison between DLBA departments, City of Detroit offices, residents, and external partners to advance land reuse goals and policy implementation • Perform other duties as assigned by the Manager QUALIFICATIONS (Knowledge, Skills, Abilities) • Indepth knowledge of Detroit communities and respect for diverse cultures/lifestyles. • Bachelor’s degree in urban planning, community development, public administration, business administration or a related field, or equivalent experience. Master’s Degree strongly preferred. • At least 24 years of experience in urban planning, community and economic development, real estate, project management, public administration or other related professions. • Real estate background and/or familiarity with zoning codes, a plus. • Strong ability to multitask, prioritize multiple projects simultaneously and work under tight deadlines. • Ability to maintain a close attention to detail while working at high volumes. • Strong verbal and written communication and presentation skills. • Ability to understand and carry out the terms and conditions of contractual agreements. • Ability to maintain records and prepare reports and correspondence related to the work. • A selfstarter with the ability to handle multiple projects at any given time. • Proficient in MS Office Suite of products (Word, Excel, PowerPoint, Access, Outlook). • Familiarity with Salesforce software, a plus. • Possession of valid Michigan driver’s license • Ability to travel to multiple sites throughout Detroit using personal vehicle
