General Summary The Land Reuse Community Programs Project Manager II will play a critical role in implementing the newly approved Land-Based Projects (LBP) policy and advancing other Land Reuse programs. This position will work closely with the Land Reuse Manager to design and execute the multi-step rollout of LBP initiatives, including creating and implementing processes and procedures, coordinating with City partners to curate project areas, and developing supporting plans for communications and IT systems. Key responsibilities include leading application creation and management, establishing pre-approval matrices, defining parcel categorization (Neighborhood Lot vs. Side Lot vs. LBP), and ensuring LBP integration into DLBA systems such as Salesforce, Jadas, and the DLBA website. The Project Manager II will also engage internal and external stakeholders, support policy-driven decision-making, and assist in building operational frameworks for new pilots and projects. This role requires strong project management skills, strategic thinking, and the ability to collaborate across departments and with external partners to successfully implement land-based policy programs that advance DLBA’s mission of returning vacant land to productive use. Additional oversight of the daily operations of Create-a-project Program and the Neighborhood Lot Endorsement Program. ESSENTIAL DUTIES AND RESPONSIBILITIES • Develop and implement processes and procedures to support the rollout of the newly approved LandBased Projects policy • Coordinate with City partners to identify and curate LBPeligible areas and establish preapproval matrices for project sites • Define parcel categorization standards (Neighborhood Lot vs. Side Lot vs. LBP) and ensure consistent application across programs • Lead the creation and management of LBP application workflows, including intake, review, and approval processes • Collaborate with IT teams to integrate LBP categorization and workflows into DLBA systems • Develop and execute a communications plan to inform internal teams, external stakeholders, and community partners about LBP initiatives • Engage internal and external stakeholders to ensure alignment and support for LBP implementation and related land reuse goals • Provide project management support for multistep LBP implementation, including timelines, deliverables, and reporting • Review and process applications for Land Reuse programs, including CreateaProject, Neighborhood Lot Endorser, and LBP sites, ensuring compliance with eligibility requirements and project guidelines • Support the preparation of vacant lots for sale by coordinating activities such as clearing delinquent taxes and demolition liens, securing approvals, preparing deal sheets, and resolving data errors • Assess properties for listing potential and translate program guidelines into actionable steps for individual properties • Track and report on program performance, providing datadriven insights to inform policy decisions and strategic planning • Maintain accurate documentation and records related to program activities, applications, approvals, and compliance requirements • Serve as a liaison between DLBA departments, City of Detroit offices, residents, and external partners to advance land reuse goals and policy implementation • Perform other duties as assigned by the Manager QUALIFICATIONS (Knowledge, Skills, Abilities) • Indepth knowledge of Detroit communities and respect for diverse cultures/lifestyles. • Bachelor’s degree in urban planning, community development, public administration, business administration or a related field, or equivalent experience. Master’s Degree strongly preferred. • At least 24 years of experience in urban planning, community and economic development, real estate, project management, public administration or other related professions. • Real estate background and/or familiarity with zoning codes, a plus. • Strong ability to multitask, prioritize multiple projects simultaneously and work under tight deadlines. • Ability to maintain a close attention to detail while working at high volumes. • Strong verbal and written communication and presentation skills. • Ability to understand and carry out the terms and conditions of contractual agreements. • Ability to maintain records and prepare reports and correspondence related to the work. • A selfstarter with the ability to handle multiple projects at any given time. • Proficient in MS Office Suite of products (Word, Excel, PowerPoint, Access, Outlook). • Familiarity with Salesforce software, a plus. • Possession of valid Michigan driver’s license • Ability to travel to multiple sites throughout Detroit using personal vehicle
