Job Description Overview The Senior Outreach Specialist serves and supports the community by providing information, direction, and awareness of City programs, services, and projects. Educates, develops, coordinates, and implements community outreach programs and ensures the professional training of fellow Outreach Specialists. Senior Outreach Specialist will function as an integral part of the team, requiring a high degree of confidentiality and resourcefulness. The Senior Outreach Specialist will perform critical outreach to Dallas’s diverse stakeholders, such as interfacing with the public and Dallas officials, establishing relationships with organizations and agencies internal and external to the City of Dallas, and creating relationships with various coalitions to help support and strengthen communication across Dallas. Essential Functions 1 Responsible for educating, developing, coordinating, and implementing community outreach programs to ensure increased referrals, awareness and visibility of services available. 2 Responsible for building public awareness of and support for programs. 3 Assists in the training and development of fellow outreach specialists. 4 Coordinates, facilitates, and implements services and programs of a specific department to ensure the needs of the community are being met; educates and communicates services to potential community members ensuring understanding of services and programs. 5 Ensures that members of the community receive one-on-one assistance. 6 Monitors other Outreach Specialists providing services and coordinates various events to support and engage the community, maximize program awareness, and foster relationships to provide assistance. 7 Ensures citizens are offered information and resources available to citizens in the community; attends meetings, networks within the community, provides phone outreach activities, and develops community relationships. 8 Acts as a liaison to various social service organizations by maximizing awareness of the community service offerings available; serves as a liaison for customer issues with City services or utilities; coordinates various community-focused events designed to engage social service providers and encourage a sense of pride and responsibility in the community. 9 Provides direction, oversight, and skill in the development of newsletters, PowerPoint presentations, press releases, social media content, handouts, letters, and flyers to convey information; makes public presentations and represents the City of Dallas to residents, businesses, churches, schools, environmental groups, neighborhood associations, and other departments. 10 Coordinates, oversees, and supports various community-focused events designed to engage social service providers and encourage a sense of pride and responsibility in the community; serves on specific committees and assists in setting goals and objectives. 11 Educates the community on City services and provides extensive outreach activities to communicate and inform. 12 Performs any and all other work as needed or assigned. Knowledge, Skills and Abilities 1 Knowledge of various geographical areas of the city of Dallas and their social problems. 2 Knowledge of Dallas departments, policies, and procedures. 3 Knowledge of Customer Service and community liaison. 4 Ability to promote effective outreach programs. 5 Ability to educate and inform citizens of Dallas programs. 6 Ability to promote Dallas programs and raise awareness through networking and partnerships. 7 Ability to lead meetings and facilitate transparency within the City of Dallas. 8 Ability to support and assist other personnel performing public outreach. 9 Ability to provide a lead support or guidance to volunteers and interns if needed for the department. 10 Communicating effectively verbally and in writing. 11 Establishing and maintaining effective working relationships. Minimum Qualifications Experience Two (2) years of administrative experience in any of the following areas: Event planning Community outreach Advertising/Media Public service, or customer service. Education Bachelor’s degree or higher in any field. Equivalencies High school diploma or GED plus six (6) years of the required related experience will meet the education and experience requirements. Associate degree in any field plus four (4) years of the required related experience will meet the education and experience requirements. Licenses and Certifications Valid driver's license with good driving record. Salary Range $55,424.72 - $65,066.17 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications. This role ensures all onboarding activities are compliant, efficient, and aligned with organizational priorities. The Lead is responsible for process improvement, technology review, and recommending enhancements to both onboarding processes and supporting systems. As the primary escalation point for complex onboarding matters, the Lead collaborates with HR leadership, hiring managers, and other departments to deliver a seamless and positive onboarding experience for new hires. Essential Functions 1 Supervise, mentor, and develop the onboarding team—including Onboarding Partners and Onboarding Assistants—through coaching, training, performance management, and efficient workload distribution among the team to ensure service level agreements (SLAs) are met 2 Assess and optimize onboarding processes, implementing best practices and continuous improvements to enhance efficiency, compliance, and the new hire experience 3 Serve as the primary escalation point for complex onboarding issues, resolving challenges and ensuring adherence to policies and employment regulations 4 Collaborate with HR leadership, hiring managers, and other departments to align onboarding with organizational goals and workforce needs 5 Ensure all onboarding activities are compliant with organizational policies, employment laws, and regulatory requirements: oversee and ensure the accurate and compliant processing of all pre-employment requirements and conduct audits for legal compliance and accuracy. Analyze background check results using conviction matrices and job specifications, conduct thorough risk assessments, and make final decisions that protect and support the City’s best interests. Proactively escalate complex cases and provide guidance to stakeholders as needed 6 Lead the continuous review and updating of conviction matrices to ensure legal compliance and organizational relevance, collaborating closely with the HR Partner Manager and Legal Department to drive policy improvements 7 Coordinate and support hiring events, ensuring effective execution and a positive candidate experience 8 Distribute and analyze weekly hire reports, providing actionable insights and recommendations to leadership 9 Collect and act on feedback from new hires and hiring managers to improve onboarding processes and outcomes 10 Develop and deliver onboarding-related training to team members and stakeholders, creating resources and programs as needed 11 Prepare and assemble new hire materials, oversee HRIS data entry, and ensure timely completion of all onboarding steps 12 Perform other related duties as assigned 13 Lead or participate in the selection, implementation, and integration of onboarding technology solutions (e.g., HRIS, digital onboarding platforms, e-learning tools) 14 Coordinate with IT and HRIS teams to ensure onboarding systems are optimized for efficiency, compliance, and user experience 15 Monitor the effectiveness of implemented technologies and processes, soliciting feedback from team members and new hires to make data-driven recommendations for process and technology improvements to HR leadership.
