Job Overview The Director of Enterprise Applications will work closely with Chugach Government Solutions stakeholders, business process owners and Digital Solutions leadership team to effectively translate business strategy and objectives into technological capability through a portfolio of enterprise application products. The Director drives strategy and manages resources to ensure best-in-class solutions that are of high quality, cost-effective, innovative, and sustainable. Work Model: Remote Responsibilities Essential Duties & Job Functions: Strategic leadership: Develop and implement a comprehensive strategy for enterprise applications that supports our organization’s business goals and objectives. Own, maintain and promote awareness of the application strategic roadmap with measurable business outcomes and OKRs. Leadership of digital transformation efforts: Identify opportunities for innovation and improvement, while overseeing ongoing implementation of multiple, overlapping large application initiatives. Team leadership and development: Leads and develops a team of Product Managers across multiple enterprise application products. Establishes consistent product management standards (vision, discovery, roadmaps, OKRs, lifecycle and adoption metrics), coaching PMs to deliver measurable outcomes and improved stakeholder satisfaction. Business engagement: Develop productive relationships with business leaders across our organization to influence how applications can enable new sources of value. Conduct regular surveys of stakeholders’ satisfaction with applications, publish the results and, where necessary, implement action plans to improve satisfaction. Portfolio management: Oversee the management of our enterprise applications portfolio, ensuring it meets current and future business requirements. Define product vision, success metrics, and value realization for enterprise application products; ensure roadmaps tie to measurable business outcomes. Identify opportunities for system modernization, integration, automation and rationalization. Facilitate and govern quarterly portfolio prioritization with business stakeholders. Own the final ranked backlog after input and constraint analysis. Operational excellence: Safeguard the reliability, availability and performance of our enterprise applications. Implement best practices for application life cycle management, including development, deployment, maintenance and support. Serve as executive incident leader for critical application outages. Establish and track reliability SLIs/SLOs and continuous improvement targets (e.g., incident reduction, MTTR, release success rates). Vendor management: Establish and maintain strong relationships with key vendors and partners. Maintain deep awareness of strategic vendors’ roadmaps and align them to CGS priorities. Risk management and compliance: Work with our internal governance team to ensure enterprise applications comply with all relevant laws, regulations and industry standards. Oversee risk management processes to identify, assess and mitigate risks associated with applications, integrations, and data platforms. Budget management: Develop and own the budget for enterprise applications including licensing, services, and staffing, ensuring optimal allocation of resources and cost-effectiveness. Accountable For: Ensuring applications and data flows support DFARS/NIST 800-171/CMMC requirements and are audit-ready for government contracting environments. Following CGS, LLC safety practices and workplace conduct standards. Maintaining compliance with CGS policies, procedures, and operational protocols. Performing additional duties as required Job Requirements Mandatory: Bachelor’s degree in computer science, information technology, business administration or a related field. Minimum of 10 years’ experience in IT, with at least five years’ experience leading multiple cross-functional teams across a portfolio of enterprise applications. Proven track record of leading digital transformation initiatives and implementing large-scale IT projects. Extensive experience with ERP, CRM, DW and other business-critical applications. Demonstrated success in vendor and stakeholder management. Ability to pass any employment background checks and/or drug testing. Valid state Driver’s License with acceptable driving record pertinent to the position. Preferred: A master’s degree or MBA is highly preferred. Prior experience within a government contractor or federal acquisition environment. Experience building or scaling product management practices in enterprise environments. Knowledge of ISO 9001, NIST SP 800-171, CMMC, or other compliance frameworks related to IT controls. Familiarity with federal cost accounting standards and budgeting in a project-driven organization. Expertise in BOS acquisition strategy, requirements interpretation, and solution development is essential, along with exceptional leadership, organizational, and communication skills. The ability to manage multiple concurrent proposals in a fast-paced, deadline-driven environment is critical. Work model: Remote Responsibilities Essential Duties & Job Functions: Leads assigned technical staff according to company policies and business development department procedures. Manages all phases of the proposal development process, starting with proposal assignment to contract award. Manages multiple proposals, sources sought/request for information responses, and other business development task and projects concurrently. Exercises appropriate judgment and decision-making regarding proposal development, handling of classified or confidential information, and working with team members outside of Business Development. Experience specific to base operations support, collecting and creating content that describes maintenance for many federal government agencies. Experience managing a large body of previously written proposals for the purpose of being best practices and material to new RFP’s. Analyzes and interprets Requests for Proposals and provides consistent guidance to proposal team members, including technical, capture, cost, subject matter experts, and subcontractors. Determines the appearance, format, style, and standards of the proposal during the proposal planning phase. Develops and manages proposal outlines throughout the entire proposal development process based on coordination with the Capture Manager and Cost Team. Develops and manages proposal milestones and deadlines regarding writing, editing, cost, review, production, and submission via the proposal schedule. Develops and manages proposal worksheets, templates, and boilerplates during the proposal planning phase for writers, editors, and subject matter experts. Coordinates with business development and other corporate staff to identify subject matter experts. Assigns writing and editing tasks to appropriate staff, including Proposal Writers, consultants, subject matter experts, subcontracts, and the Proposal Manager. Communicates proposal development strategies, plans, and expectations to all proposal team members. Tracks all proposal team writing, editing, cost development, and graphics development. Leads regular strategy and status meetings to develop concepts for proposal content and track action items. Assigns and follow-up on action items with the proposal team. Performs comparison analysis between RFP and Amendments. Performs detailed, comprehensive compliance analysis between RFP requirements and proposal deliverables. Writes technical narrative based on interviews with subject matter experts, project administrators, and previously created documents. Formats documents in Microsoft Word, Excel, PowerPoint, and Publisher, and Adobe InDesign and Acrobat according to RFP requirements. Edits for grammar, accuracy, organization, and spelling according to style guides and manuals. Coordinates and provides timely submission of all official proposal documentation. Performs appropriate post-proposal submission duties to close-out the proposal, including archiving of boilerplate and past performance information. Travels to off-site locations. Bachelor degree in Communications, Journalism, English, or a technical/engineering bachelor’s degree. Related experience may substitute for the degree requirement on a year for year basis. Seven (7) years of experience working on all phases of multi-volume proposals to the federal government. Three (3) years’ experience in a position requiring writing and editing; Intermediate proficiency in Microsoft Word; beginning proficiency in Microsoft Excel and Power Point. Successfully pass background check and/drug test required on the contract. Must be able to obtain and maintain a U.S. government Top Secret security clearance. Working Conditions: This position is primarily performed in an office setting with standard lighting, heating, and ventilation. Salary Range: $128,000.00 - $138,000.00 This position is contingent upon contract award.
