Job Summary The Joint Use Administrator is responsible for securing, negotiating, and managing agreements that authorize communications providers to attach facilities to poles owned by electric utilities, telecommunications companies, and municipalities. The role aligns legal, regulatory, engineering, construction, and financial requirements to enable timely network deployment while ensuring compliance with federal, state, and local rules (e.g., FCC pole attachment regulations, state commission rules, NESC), safeguarding safety and reliability, and optimizing cost, schedule, and risk. This role serves as the primary liaison among utilities, internal network engineering and construction teams, external attachers, and municipal authorities to drive end-to-end attachment lifecycle performance. Essential Duties and Responsibilities: The Essential Duties and Responsibilities listed below are a range of duties performed by the employee and not intended to reflect all duties performed. Regulatory Compliance & Governance • Ensure adherence to Federal Communications Commission (FCC) and state pole attachment regulations, local ordinances, franchise requirements, and National Electrical Safety Code (NESC) safety codes; track regulatory changes and embed them into templates and playbooks. • Develop, document, and update Standard Operating Procedures (SOPs) for all key attachment processes to ensure consistency, compliance, and efficiency. Agreements, Rates & Financial Alignment • Participate in negotiations of new pole attachment and joint use agreements, amendments, and renewals; align deal structures with deployment goals and capital plans. • Validate rental rate models (e.g., Federal Communications Commission (FCC) cable/telecom formulas or state-specific methodologies), evaluate carrying charges, allocate common space, and support budgeting and accruals for make-ready and recurring fees. Application Management & Issue Resolution • Create and maintain checklists of required application materials, track and communicate timelines for the application process, prepare and deploy collateral to address deviations from agreed-upon timelines. • Address clearance, capacity, safety, and cost allocation disputes; drive remediation plans, coordinate escalations with utilities and regulators, and document positions to support settlements. Cross‑Functional Execution, Reporting & Continuous Improvement • Interface with internal teams to synchronize scope, timelines, and budget; ensure contract terms align with field practices and build methods. • Produce dashboards on application cycle times, make-ready throughput, and compliance metrics, lead business reviews with utilities and internal stakeholders. • Continuously improve attachment workflows, digitize tracking and routing, and train internal teams and vendors on contract terms, safety standards, and documentation requirements. Other Duties • Performs other duties as required to support the business and evolving organization. Required Qualifications: • High school diploma or GED. • Minimum three (3) years managing pole attachment and joint use agreements. • Demonstrated expertise with Federal Communications Commission (FCC) pole attachment regulations, relevant state commission rules, local right-of-way (ROW) and franchise requirements, and National Electrical Safety Code (NESC). • Ability to participate in negotiations, manage contracts, and implement standard operating procedures. • Hands-on experience with attachment applications, utility portals, timeline management, and remediation plans for deviations. • Experience preventing and resolving disputes involving clearance, capacity, safety, cost allocation, and timeline escalations, including coordination with utilities and regulators. • Demonstrated ability to effectively communicate both orally and written. • Project management experience and the ability to manage priorities of projects in relation to resources, processes, timeliness, and the ability to multi-task in competing projects. • Ability to conduct formal meetings and make group and executive presentations and conduct training sessions. • Ability to communicate professionally with internal and external teams. Knowledge, Skills, and Abilities: • Ability to work independently and collaboratively in a fast-paced environment, applying sound judgment and strong reasoning skills across a variety of situations. • Ability to multi-task and collaborate effectively with other personnel to meet deadlines. • Strong verbal and written communication, attention to detail, and organizational skills. • Ability to work within critical deadlines. • Ability to adjust to rapidly changing priorities and schedules. • Ability to provide excellent customer service. • Ability to travel up to 25% of the time. Work Environment Work is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system.
