You will be involved in projects with our Federal Programs Team and be a part of a growing organization that meets our clients' objectives and solves their challenges. Your Impact • Work as part of a team leading design projects, stakeholder interviews, existing conditions analysis, as well as presentations for Clients and other meetings as required. • Responsible for managing design process and provision of high value technical expertise for relevant projects as assigned by the Project leadership. • Coordinate with other team members and technical disciplines (Clients, Site Managers, Mechanical/ Architects/ Electrical/ Structural/ Civil Engineers and Planning staff) for all facets related to design program implementation and construction. Prepare and conduct design charrettes and review workshops. • Lead the development of construction documents for a wide range of Federal projects. • Conduct on-site observations and compliance checks, as well as facility condition assessments. • Review documents in various phases for design intent, material use and coordination. Who You Are Required Qualifications • BS in Civil Engineering or Architecture. • 10+ years of experience in architecture or engineering, including experience with AEP project delivery for USACE, NAVFAC, AFCEC and/or DoD client agencies. • PE or RA registration. • Due to client/project requirements, US Citizenship is required. • Ability to obtain a US Government issued Secret level Security Clearance. • In-depth understanding of national and local codes and ability to analyze and implement building and zoning codes, as well as specific agency requirements and design standards (UFCs, UFGS). • Advanced proficiency in relevant current software including Microsoft Office (Word, Excel, Project, PowerPoint, Access, and Outlook), Adobe Creative Suite (InDesign, Illustrator, Photoshop). • Demonstrated abilities in negotiation, representation and liaison with all Stakeholders. • Strong written and verbal communication skills. • Ability to perform efficiently and independently within the design budget and schedule, to produce high quality deliverables responding to client's program. • Availability for CONUS/OCONUS travel, which could include overnight stays. Your Impact • For assigned project(s), manage and analyze the collection, recording, and allocating of project costs and revenue, ensuring accurate project profit and loss calculations, and communicating project financial performance and profitability to project/program management. • Responsible for lifecycle project accounting from creating project accounts in Oracle, to tracking projects and project budget, validating invoicing, project close-out, and reconciling overall project payables and receivables to project budgets. • Perform detailed and involved accounting tasks related to managing project contract, billing events and billing transaction exceptions revenue for larger and/or multi-faceted complex projects. • Partner with the Project Manager and project team to establish the project budget, updating budgets, and making project accounting recommendations as needed when contract modifications or budget changes arise. • Generate project financial reports and visualization, evaluating the reports for accurate presentation of data and findings, including developing analysis on labor breakage, cost trending or other various project related financial reports to be escalated for review by the Project or Finance Management. • Monitor and analyze revenue and unbilled balances to ensure proper revenue recognition. • Authorize access to project accounts, and the transfer of expenses into and out of project-related accounts in compliance with established accounting practices and guidelines. • Maintain quality control standards and procedures for generating accurate and precise project-related financial records using Oracle, spreadsheets, and software. • For assigned projects, apply learned accounting expertise relating to project resources, labor and expenses, investigating project variances and submitting variance reports to management. • Verify contract and change order characteristics for projects that are large and /or of a higher level of complexity, including reading and interpreting contract language, method of compensation, modifications, purchase orders, and subcontract/consultant terms. • Monitor key indicators for managing and analyzing problem projects, keeping project managers and/or project accounting manager informed on any noted concerns. • Responsible for ensuring draft invoices from billing are accurate based on the contract requirements agreed upon with the client, identify any corrections needed, obtain Project Manager documentation and signature, finalize the invoice approval with the Project Manager/billing team and submits the invoice to the client. • Subcontract management and coordination with Contract Administrators. This includes evaluating subcontractor invoice submittals for accuracy, establishes and maintains purchase orders for subconsultants, and requests and follows up on subcontractor payment requests with Accounts Payable. • Identify and record unpaid contract billings, following up on any delinquent accounts receivable and/or unbilled costs. • Respond to requests for more detail from clients, investigate all project expenses not billed to clients, and create or approve all project-related billings to clients. • Attend or coordinate project-related meetings to inform the team regarding the current status of project financials, articulating problem projects and following up on any identified actions as discussed. • Create and submit government reports related to projects. • Compile information for internal and external auditors and formal audit responses as required. • Work with cross-functional finance teams (e.g. Billing, Accounts Payable, Accounts Receivable, Project Set-Up) in executing project work. • Comply with regulatory requirements pertaining to the data integrity, documentation, procedures, training, monitoring systems, and record compliance and retention. • Interact with regulatory agencies, subcontractors, and clients in a confident and professional manner. • Mentor and/or train other project accountants and/or interns as needed, including reviewing of billing and project budgets to perform QA/QC. • Remain current in latest project accounting principles and subject matter. • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures. • Perform additional responsibilities as required by business needs. Your Impact • Prepare, oversee, and review MV electrical collection designs and studies for solar and wind generating facilities, conforming to client specifications, national electrical codes, and best industry practices. • Coordinate, review and approve electrical infrastructure design plans for mid-level and complex projects, ensuring data integrity and work is compliant with all applicable codes, ordinances, and regulations. • Apply high-level electrical engineering techniques and processes to identify improvements for various infrastructure project phases involving more complex infrastructure engineering work including concept development, preliminary design, final design, procurement, construction, and operation. • Perform professional electrical engineering work and conduct more complex/comprehensive investigations and inspections of proposed and existing site conditions, resources, facilities, generating plant layout and BESS general arrangement, grounding design and lightning protection, to determine conformance with applicable rules, standards, and construction or operating permits. • Develop construction plans, specifications, and cost estimates; preparing construction safety and phasing plans, and updating infrastructure layout plans that require coordination with owners, other disciplines, sub-consultants, and clients. • Oversees the development and implementation of future-ready technologies, monitoring devices, building materials, cabling, conduit and trenching design strategies, electrical design requirements, and operating strategies to account for the safety and functionality or end-users, systems, and infrastructure. • Actively oversee from project inception to completion, the management of design and construction of electrical infrastructure projects, including rehabilitation and reconstruction, site development, grading, drainage, equipment layout, elevations, specifications, building materials, phasing, and construction safety plans. • Lead larger-scale electrical engineering projects ensuring contributors know what they are required to do and by when, preparing and overseeing relevant project budgets, monitoring external events, tracking hours and expenses, ensuring satisfactory performance, and supervising subcontractors, contract work, and employees. • Assist with engineering review of permit applications, engineering design plans and specifications, standby plans and engineering contracts, and periodic construction inspections, to ensure that they comply with applicable state and/or federal regulations and sound engineering practice and standards. • Meet with various public or private entities or individuals to discuss issues relating to a variety of electrical/engineering/construction challenges and programs. • Ensure technical reports and presentations explain research, findings, and recommendations to prevent, control, restore, or address electrical, design, and/or construction issues or opportunities. • Maintain a high level of quality and responsiveness to client requirements in alignment with Pickett’s standards. • Develop a client base for providing high level electrical engineering services including identifying additional business development opportunities. • Mentor staff to support their growth and professional development. • Remain current in latest electrical engineering techniques and practices. • Collaborates with professionals from a variety of disciplines, other engineers, planners, and infrastructure authorities on Federal, State, regional, and locally funded improvement and development projects, as well as proposal and business development opportunities. • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures. • Perform additional responsibilities as required by business needs.
