Organizational Context Background Spotlight Initiative is the United Nations high-impact initiative to end violence against women and girls. Launched in September 2017 with €500 million in seed funding from the European Union, the initiative is aimed at eliminating all forms of violence against women and girls, as well as harmful practices. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative follows a human rights-based approach and takes into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and upholds the principle of “leaving no one behind”. This work is embedded in the broader normative framework of the sustainable development goals and builds on decades of work, existing initiatives, and accelerated momentum. Spotlight Initiative seeks to intensity the focus and accelerates progress on eliminating violence against women and girls, as well as harmful practices, through “dedicated large-scale resources, comprehensive design and focus, and evidence-based programmatic theory of change”. Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls globally. It adopts a comprehensive approach to violence, implementing interventions under 4 outcome areas: laws, policies and institutions; violence prevention; response (provision of quality services and addressing impunity); and support to the women’s movement and civil society organizations. The Initiative is supported by a Secretariat to ensure coherence, alignment, quality, and strong technical support for a programme with regional specificities. The Spotlight Secretariat’s technical unit is specifically accountable for the technical quality and coherence of the Initiative. It responds to requests from the Initiative’s Strategic and Operational Committee for support and assistance to: provide key technical support and guidance in development of country programmes: collaborate with and provide support to technical officers of UN Agencies at country and regional levels to guarantee the technical quality and coherence of the Initiative, regularly brief and consult all relevant UN Agencies, serve as a liaison to civil society at the global level to build partnerships and ensure inclusion, ensure timely deployment of technical capacity to country programmes as needed, initiate and support regional programming where there is no regional structure, make the linkages between programming and policy outputs, provide on-going monitoring support for quality assurance, coordinate the evaluation of programmes, and ensure public information, communication and visibility for the Initiative and Conduct analysis and management of the Initiative’s knowledge. Under the supervision of the Communications Lead for the Spotlight Initiative, (Communications Specialist, EVAW), the Digital Editor is responsible conceptualizing, developing, writing, editing and acquiring written and visual content for the global Spotlight Initiative website, digital campaigns and platforms. The Editor will also copy-edit written products, publications and other content as required by the Secretariat. The Digital Editor ensures that the content is: • accurate, appropriate, timely and engaging • conforms to journalistic standards and Spotlight Initiative branding • provides regional balance across the Initiative’s programme countries • is well coordinated with that of core UN Agencies working on the Spotlight Initiative: UN Women, UNDP, UNFPA and UNICEF III. Scope of Work Functions: • Plan, research, write, edit and publish stories and content for Spotlight Initiative channels: • Work closely with Spotlight Initiative teams and communications focal points in country and regional programmes to develop human interest stories. • Develop and regularly update content for the website. • Foster relationships with key stakeholders, including various UN agencies, implementing partners, and civil society partners to promote collaboration and knowledge sharing • Develop and maintain digital content editorial calendar. • Produce or copyedit innovative and engaging copy for all digital content and campaigns, including the newsletter. • Work closely with the Public Information Officer and Social Media Content and Video Editor to create scripts and other content for social media and ensure integration between the website and social media channels. • Copy, edit and review all social media content for syntax and UN Editorial consistency. • Produce and edit written content for the Spotlight Initiative Secretariat as needed, including Annual Reports, Impact Reports and Report Summaries. • Contribute to the drafting of scripts, op-eds, speeches and video messages for Spotlight Initiative events, leadership and UN Global Advocates. Adapt editorial approach to meet emerging needs of the Secretariat as Spotlight Initiative enters its second phase of programming to ensure the continuing relevance of the Initiative. • 2. Build communications capacity: • Manage, develop and deliver storytelling training and workshops to build capacity within the team, country programmes and broader community. Work collaboratively with inter-agency colleagues to ensure relevant content is shared and amplified. • 3. Maintain, monitor and administer Spotlight Initiative website: • Evaluate and test website functionalities and match user requirements to ensure consistent product quality and performance. • Monitor and review Spotlight Initiative web pages — including regional and country pages — to ensure adherence to the Global Communications and Visibility Strategy, web-writing guidelines and web user manual. • Scan all content published on website to ensure quality and consistency with web-writing guidelines and the UN Editorial Manual. • Liaise with developers to identify and correct bugs, system and security issues. • Frequently update and optimize Web User Manual. 4. Coordinate the translation of web content: • Coordinate in-house translation with French- and Spanish-speaking colleagues, as required. Monitor deadlines and delivery of translations for posting. • 5. Carries out any duties assigned by the Spotlight Initiative Global Communications Lead or the Technical Advisor. IV. Office/Unit/Project Description The United Nations Volunteers (UNV) programme is administered by UNDP and follows all UNDP rules and regulations. UNV is the UN system common service that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. UNV’s Management Services hold the responsibility for the strategic planning, managerial leadership, oversight, and quality control of an integrated platform of operational services ensuring timely, effective and efficient delivery according to corporate performance standards and in compliance with the UN Regulations and Rules and UNDP´s accountability framework. The Information and Communication Technology Section (ICTS) is responsible for the running operations of all ICT on-premises and cloud datacentres, cloud platforms and services, business applications, corporate websites, helpdesk, videoconferences, security services, hardware, software, network, and telecommunications services. This includes application system analysis, design, development and maintenance, local and global telecommunication networks, commercial hardware and software installation and operation (at both desktop and network levels), internet, and email. ICTS is also providing network and support services to other UN Agencies in UN Bonn Campus. ICTS is working in close collaboration with UNDP Information & Technology Management department. Scope of work A. Provide technical support to end-users of UNV systems and websites. • Monitor and respond to user needs, questions, and general inquiries using UNV’s corporate service desk platform (Salesforce) for the tier 2 and tier 3 service desk cases. Timely resolve and/or escalate to relevant members of the dev team or other ICTS team members the complex technical cases. • Coordinate with vendors based on existing Standard Operating Procedures. • Own end-to-end resolution of complex system errors and failures. • Provide prompt and accurate functional guidance to client queries. Liaise with relevant staff at other sections and regional offices of UNV for specific inputs as necessary. • Participate in development activities to gather skills to resolve issues if required hands-on at service desk tier 2 and tier 3 cases. • Ensure all systems-related tier 2 and tier 3 inquiries are correctly categorized in the Salesforce service desk platform. • Propose improvements and system reconfiguration based on incoming service desk inquiries. • Closely liaise with the Service Desk team (all tiers) and contribute to drafting knowledge articles and chatbot intents to increase the share of inquiries responded on the service desk tier 0 level (self-service and chatbots). B. Contribute to the development of new features in UNV systems and websites. • Contribute to the reinforcement of technical standards for integration, scalability, and security across all UNV systems. • Provide the roadmap for service desk platform enhancements, including AI-driven triage and predictive analytics. • Conduct architecture reviews and propose long-term system evolution strategies across UNV platforms (Drupal, React, .NET). • Develop and maintain application features and resolve bugs across multiple technology stacks, including Drupal (PHP), React, and .NET, while ensuring seamless integration with SQL databases and other application components. This hands-on role requires direct contribution to codebases and collaboration with cross-functional teams to deliver high-quality, scalable solutions. • Initiate automation projects to reduce manual interventions in recurring service desk cases. • Collaborate in pilot programs for chatbot enhancements and tier 0 self-service expansion. • Design and implement monitoring dashboards for real-time system health and user experience metrics. • Draft or revise SOPs and governance documents for ICTS operations and service desk workflows. Conduct technical investigations of critical production incidents. • Conduct testing of new functionalities, especially related to these related to the service desk cases; provide support with root cause analyses. • Contribute to the development and maintenance of custom monitoring scripts (in Python, dotNet etc) , ensuring recurring issues are tracked and addressed until permanently resolved. • Coordinate with UNV business owners and other sections. propose improvements and support in ongoing improvement and troubleshooting activities. • Engage with the Service desk team and support in drafting knowledge articles with a goal to decrease the number of escalated to tier 2 and tier 3 cases. • Provide technical support and guidance to UNV systems administrator users, ensuring smooth operation and timely resolution of system-related issues. • Facilitate clear and consistent communication with internal and external stakeholders, promoting collaboration and timely exchange of information across relevant platforms. C. Facilitate knowledge building and knowledge sharing • Prepare and conduct internal training sessions on emerging technologies and service desk best practices. • Maintain and contribute to ICTS service desk knowledge base. • Contribute to relevant knowledge and learning products development efforts, including for the standard user documentation and various user guides. • Share and disseminate synthesis of lessons learned and best practices directly linked to systems management. • Make sound contributions to knowledge networks and communities of practice. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. Institutional Arrangement The IPSA will work under the direct supervision of the Systems Development Specialist in ICTS. In the absence of the Systems Development Specialist, he/she will be required to assume additional responsibilities and provide backup for key services like UNV main website, Volunteer Reporting Application (VRA) Knowledge Portal and other Drupal applications to ensure continuity of projects and services.
