Working under the direction of the Program Director, this role ensures the smooth implementation of program services, operational workflows, and quality monitoring. Contributes to financial oversight, staff support, and compliance activities while fostering a client-centered and performance-driven culture. I. Major Responsibilities: 1. Supports all aspects of program functioning and management at the direction of the Program Director. 2. Implements and monitors systems that support financial health, including budgeting and billing practices. 3. Assists in day-to-day clinical operations, including service delivery coordination and quality assurance. 4. Ensures program model of care is implemented consistently 5. Collaborates with Program Director and supervisors on program improvement initiatives. 6. Participates in and provides staff development and onboarding activities. 7. Assists with preparing reports, audits, and regulatory documentation as required. 8. Promotes positive internal communication and a culture of accountability. 9. Completes required documentation, activities, and fulfills requirements for grants, contracts, and projects as assigned. Liaises with relevant stakeholders. 10. Provides after-hours and on-call support to program as assigned. 11. Provides clinical consultation and support to staff. 12. Provides crisis intervention as needed. 13. Master’s degree in Clinical Social Work, Mental Health Counseling, or Marriage and Family Therapy; or a Doctoral degree in Psychology. 2. Assistant Program Director I: LCSW; Candidates who are eligible for independent licensure of LICSW, LMHC, LMFT, or Licensed Psychologist AND who have completed 1 year of post-masters clinical work experience may be considered. 3. Assistant Program Director II: Independent licensure in behavioral health in Massachusetts (Licensed Psychologist, LICSW, LMHC, or LMFT). 4. Early Intervention candidates may be credentialed in alternative disciplines as permitted within the Early Intervention model; providing such credentials meet standards of the discipline to bill services and provide supervision to clinical staff. Experience/Skills: Required: 1. Direct clinical experience in mental health and/or substance use treatment settings. 2. Experience supervising clinical staff in behavioral health programs. 3. Demonstrated strength in written and verbal communication. 4. Strong organizational skills; able to lead in a fast-paced and dynamic work environment. 5. Possession of a valid U.S. driver’s license and reliable transportation for travel across program sites. 6. Knowledge of behavioral health services, performance specifications, regulatory requirements, and clinical best practices. Preferred: 1. The Patient Care Tech III (PCT III) brings an additional skill set to the table. PCTs that are performing unit secretary duties, telemetry monitoring, remote video monitoring, or are working in the Step-Down Unit, ED, Dialysis, Hospital at Home, or ICU are eligible for this level. I. Major Responsibilities: 1. Provides clear, timely communication to the RN regarding observations and changes seen in patients. Examples, but not limited to changes in skin condition, vital signs, and/or mental status. 2. Provides constant observation of high-risk patients as assigned by the Resource Nurse or designee. 3. Participates in the development and maintenance of a safe environment. Works to utilize interventions to de-escalate patients and if unsuccessful participates in restraints in accordance with training and education as directed. 4. Phlebotomy in certain locations. 10. Demonstrates sensitivity and responsiveness to patients’ needs by acting as a source of information and approaches all interactions with the intention of building positive rapport and relationships. 11. Performs other selected unit specific procedures such as battery changes for telemetry units, checking status of unit equipment, cleaning equipment between patients and proper storage of supplies. 12. Assists RN/Licensed Independent Practitioner with treatments and procedures by preparing patient; obtaining and setting up equipment and supplies, such as intravenous and hemodynamic lines, and utilize sterile technique when indicated. Help in positioning the patient and providing the patient with emotional support. Clean up equipment and supplies following the treatment and/or procedure. 13. Observes, measures, records oral food and fluid intake. Sets up full strength tube feeding solutions and refills tube feeding bags as directed. Empties and records output, as approved, from a variety of sources, e.g., Foley catheter, ostomy appliances and drainage systems. Performs ostomy care on established ostomate patients as directed. 14. Answers telephone using appropriate telephone etiquette. Takes and relays messages. Utilizes intra-department communication systems, such as pagers and intercom. 15. Replenishes patient and unit supplies and equipment. 16. Keeps current with hospital and unit changes by reading communication boards and/or books, bulletin boards, posted notices and reads and responds to UMMHC e mails on a regular basis. The PCT III must fit into one of these specialties: Unit Secretary Functions as unit secretary assisting with patient admissions, transfers, and discharge procedures at least 5 shifts (40 hours) every 6 months. Has administrative responsibilities including, but not limited to, maintaining logs, organizing patient care charts for admission/discharge/transfer and maintenance of medical records. Enters data or retrieves medical information from the electronic medical record systems. Remote Video Monitoring Continuously observes multiple patients utilizing the remote video monitoring system. Emergency Department, Step Down Unit, ICU, Dialysis, and Hospital at Home. Telemetry Certified & Step-Down Unit - Harrington PCT IIIs are cross trained in phlebotomy and telemetry competencies, as well as the unit clerk position. Assigns appropriate ICD-CM (current edition) and CPT codes and modifiers as appropriate. Individual Departments, (Emergency Medicine, Trauma Center, Endoscopy Suite, PBCBO, HIM, etc.) will have unique procedures, processes and/or focus, so responsibilities and tasks can differ depending on departmental needs. However, many of the core tasks, required experience and qualifications are similar among all Coding Specialists. I. Major Responsibilities: 1. Performs analysis on medical record documentation to include review of tests/reports, and determines appropriate codes, as defined by coding guidelines and other recognized reference materials. 2. Abstracts and enters all codes and required demographic information into the UMMHC computer system, the hospital’s abstracting database, or onto encounter forms, where necessary. 3. Assists in resolving incomplete and missing chart documentation in order to expedite chart abstraction and billing. 4. May participate in improvement efforts and documentation training for medical and clinical staff as it relates to coding practices and guidelines. 5. May participate in quality assurance and performance measurement reviews and reporting. 6. Informs supervisor when backlog situations arise or necessary documents are either incorrect or are not being received in a timely manner. 7. Alerts management to any coding irregularities or trends contrary to policy/procedure so that corrective measures can be taken. 8. Maintains direct and ongoing communications with other coding and billing personnel to maximize overall effectiveness and efficiency of the operation. 9. Completes patient’s abstracts mandated by Federal and State regulatory agencies, Physician Peer Review, and hospital planning for optimal facility utilization (i.e. Determination of Need, Quality Assurance, research studies and Utilization Review Program). Individual Departments, (Emergency Medicine, Trauma Center, Endoscopy Suite, PBCBO, HIM, etc.) will have unique procedures, processes and/or focus, so responsibilities and tasks can differ depending on departmental needs. However, many of the core tasks, required experience and qualifications are similar among all Coding Specialists. I. Major Responsibilities: 1. Performs analysis on medical record documentation to include review of tests/reports, and determines appropriate codes, as defined by coding guidelines and other recognized reference materials. 2. Abstracts and enters all codes and required demographic information into the UMMHC computer system, the hospital’s abstracting database, or onto encounter forms, where necessary. 3. Assists in resolving incomplete and missing chart documentation in order to expedite chart abstraction and billing. 4. May participate in improvement efforts and documentation training for medical and clinical staff as it relates to coding practices and guidelines. 5. May participate in quality assurance and performance measurement reviews and reporting. 6. Informs supervisor when backlog situations arise or necessary documents are either incorrect or are not being received in a timely manner. 7. Alerts management to any coding irregularities or trends contrary to policy/procedure so that corrective measures can be taken. 8. Maintains direct and ongoing communications with other coding and billing personnel to maximize overall effectiveness and efficiency of the operation. 9. Completes patient’s abstracts mandated by Federal and State regulatory agencies, Physician Peer Review, and hospital planning for optimal facility utilization (i.e. Determination of Need, Quality Assurance, research studies and Utilization Review Program). Position Qualifications: License/Certification/Education: Required: 1. High School education, plus medical coding certification. Preferred: 1. Training in medical terminology from an accredited program. Recognized programs include: AHIMA, NHA, and AAPC. Experience/Skills: Required: 1. Three years of medical abstraction and coding experience or related work experience. 2. Knowledge of ICD-CM (current edition) and CPT, HCPCS coding systems, 3rd party payer requirements and federal/state guidelines and regulations pertaining to coding and billing practices. 3. Requires intermediate level computer skills with the ability to use standard office software applications, such as Microsoft Office Excel and Word. 4. Requires good interpersonal and communications skills and demonstrates professionalism when working with team members, management and other staff members. Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements. Department-specific competencies and their measurements will be developed and maintained in the individual departments. The competencies will be maintained and attached to the departmental job description. Responsible managers will review competencies with position incumbents. III. Maintain knowledge of current OSHA and CLIA regulations, and Harrington HealthCare System policies. 11.
