Manage IT financial planning, oversee strategic funding initiatives, lead project financial controls, and develop the IT finance team. | Minimum 5 years in senior IT financial management, experience with PMO environments, and relevant certifications or advanced degrees. | POSITION SUMMARY: We are seeking an experienced IT Manager to join our IT Program Management Office (IT PMO), reporting directly to the IT Director of the PMO. This role will serve as the critical link between IT and Finance, overseeing financial operations for the IT portfolio. The successful candidate will partner with Financial Support to lead the annual budgeting process for both project and non-project costs, manage strategic funding initiatives through our Business Transformation Office (BTO), and provide leadership to a team of financial analysts supporting project cost accounting. They will also own Staffing and Resource Allocation processes in IT. This position offers a unique opportunity to drive financial discipline within IT while supporting strategic growth initiatives through effective financial management and leadership. Oversees Travel and Entertainment (T&E) and Procurement (pCard) programs. Establishes and monitors the expense reporting and approval process in ERP systems. Administers the issuance of new cards, changes to existing card holder limits and MCC code permissions. Manages the process for turning off cards held by terminated employees. Oversees the Card Program Audit function, establishing audit rules and reviewing flagged expense transactions. Ensures compliance with the Company's expense policies and takes action to notify appropriate personnel when misuse is suspected. Manages relationships with third parties including banks, card issuers, check print and mail service providers, and supply chain finance partners. Ensures service level agreements are met and addresses any performance issues with third party providers. Collaborates with third parties on process improvements and new service offerings. Ensures all procedures are followed and remain in compliance with established SOX controls. Implements and performs quality management and measurement processes related to payment completeness, accuracy, timeliness and transparency as required. Collaborates with other department personnel to determine root cause of process errors and associated process improvement solutions. Designs, establishes, and monitors team performance metrics. Assists with preparing departmental presentations for quarterly business reviews as required. Provides support for internal and external audits as required. PRINCIPLE RESPONSIBILITIES: • Serve as a strategic finance partner to the Company’s IT Department, understanding business objectives, providing financial guidance, and supporting strategic initiatives. • Identify opportunities to enhance financial processes through automation and system improvements, ensuring alignment with the Company's financial goals. • Oversee and drive IT cost optimization initiatives, including cloud cost management, software license optimization, and infrastructure efficiency improvements. • Oversee project-based financial analysis and modeling, supporting reporting of operational and capital spend, and assisting in business case preparation. • Lead the annual budgeting and monthly forecasting processes for the IT department, providing analysis of key assumptions and related financial implications. • Lead, mentor, and guide a team of finance professionals, fostering a collaborative and high-performing environment within the External Reporting Department. • Performs risk assessments to design an effective control environment, and effectively performs internal controls oversight. • Coordinates and manages external and internal auditor information requests. • Drafts and updates the Company’s internal accounting policies and procedures, particularly around accounting for internal-use-software and software-as-a-service, and ensures the policies are applied appropriately. • Performs other job-related duties as assigned or apparent. QUALIFICATIONS: • Experience working with Oracle and Essbase, or similar general ledger systems, reporting tools and database tools. • Experience in IT budgeting, forecasting, and cost optimization methodologies. • Strong financial analysis and modeling skills. • Experience leading a mid-sized team of between 3 to 10 individuals. • Strong systems skills, including Excel (VBA), data visualization, reporting and database skills. The Republic Services Polymer Center is the nation’s first integrated plastics recycling facility. This innovative site processes rigid plastics from our recycling centers, producing recycled materials that promote true bottle-to-bottle circularity. We also formed Blue Polymers, a joint venture with Ravago, to develop facilities that will further process plastic material from our Polymer Centers to help meet the growing demand for sustainable packaging.
