Job Summary The Technical Project Manager will serve as a central coordination point for operational release and change management activities across the R&D organization. Reporting to the Manager of Strategy & Operations for R&D, this role will partner closely with engineering, DevOps, and cloud operations leaders to manage, implement, and facilitate projects and processes that support reliable software delivery and operational excellence. This role is execution-focused and ideal for an intermediate-level project management professional who thrives in technical environments and enjoys coordinating cross-functional teams, facilitating operational processes, and driving organizational alignment. The individual will play a critical role in executing the release and change management vision established by R&D leadership. The ideal candidate will possess strong organizational and communication skills, experience working within software development organizations, and an understanding of cloud-based software delivery environments. Responsibilities • Release Planning and Coordination: Create and oversee a comprehensive divisional release calendar and schedule that conforms to the corporate standards for all products and services, facilitating feature activations and necessary maintenance activities. Effectively plan, coordinate, and communicate each phase of the release process to ensure stakeholder alignment throughout. • Cross-Functional Collaboration: Act as the primary liaison between technology teams (development, QA, DevOps) and operations teams (documentation, support, professional services, sales). Facilitate meetings and discussions to ensure all teams are prepared for key cross-functional initiatives. • Documentation and Client Communication: Work closely with the product and documentation teams to ensure all client-facing materials are prepared, accurate, and available in time for each release cycle. • Risk and Issue Management: Identify, assess, and mitigate risks related to the release process. Proactively address issues and bottlenecks to ensure releases are delivered on time and of high quality. • Process Improvement: Continuously evaluate and improve the release management process. Implement best practices and tools to increase efficiency, reduce errors, and accelerate the delivery of value to our clients. • Change Management Coordination: Coordinate and facilitate change management processes across development, DevOps, and cloud operations teams to ensure production changes are properly documented, reviewed, approved, and communicated. Partner with technical leadership to implement scalable workflows, manage change governance activities, and support operational risk reduction through consistent change management practices. Qualifications • Education and Experience: Bachelor’s degree in computer science, Business Administration, Information Technology, or a related field. A minimum of 5 years of experience in release management or similar role, preferably within a SaaS organization. • Technical Skills: Strong understanding of software development lifecycles (SDLC) and Agile methodologies. Experience with release management tools such as Jira, Harness, or similar platforms. Familiarity with cloud environments (e.g., AWS, Azure) and continuous integration/continuous deployment (CI/CD) practices. • Communication and Interpersonal Skills: Exceptional communication skills, both written and verbal. Ability to clearly articulate complex information to both technical and non-technical audiences. • Leadership and Organizational Skills: Proven ability to lead cross-functional teams, manage multiple priorities simultaneously, and drive projects to completion. • Problem-Solving: Strong analytical and problem-solving skills with a proactive and detail-oriented approach. Support operational activities of the Professional Services PMO including project setup, billing, compliance, and continuous improvement. | Bachelor's degree or equivalent experience, proficiency with Microsoft Office, and experience with project accounting or PMO functions preferred. | Description Candidates must be local to Troy, MI The Operations Analyst supports the operational activities of the Professional Services Project Management Office (PMO) within the Public Safety division. This role provides internal operational support for software implementation and delivery projects, ensuring accuracy, consistency, and compliance across project setup, financial processes, and lifecycle governance. The Operations Analyst maintains critical project data, supports billing and revenue processes, and contributes to operational quality and efficiency across the Professional Services organization. Responsibilities Project Setup and Lifecycle Administration • Create and update project records, contracts, and amendments within Tyler’s Professional Services Automation (PSA) solution. • Maintain professional services backlogs, forecasts, and resource‑aligned project data. • Ensure completeness and accuracy of project attributes, schedules, and system configurations across operational systems. • Maintain and update knowledge items, process documentation, and internal operational records within the PSA and supporting tools. Billing and Financial Operations • Validate project setup and billing schedules in Tyler’s billing/ERP system. • Initiate client billing in accordance with contract terms and revenue recognition policies. Process and document change orders, coordinating updates across the PSA, billing systems, and financial stakeholders. • Support accurate revenue recognition through ongoing audits, discrepancy resolution, and collaboration with Finance and Accounting teams. Governance, Auditing, and Compliance • Perform periodic project audits to ensure data integrity, billing readiness, operational compliance, and adherence to PMO standards. • Run contract audit reports, analyze exceptions, identify root causes, and coordinate corrective actions. • Administer the internal non‑bill process, ensuring all required documentation and approvals are completed. • Conduct project closeout activities, including validation of deliverables, documentation, and financial completion. Operational Support and Continuous Improvement • Serve as a resource for project managers and delivery teams regarding PSA workflows, system usage, project setup, and operational policies. • Support continuous improvement initiatives focused on operational efficiency, system utilization, process quality, and governance. • Assist in developing operational dashboards, metrics, and scheduled reporting as required by leadership. • Participate in PMO governance activities, internal controls, and compliance efforts. Knowledge, Skills, And Abilities • Solid understanding of project financial processes including billing, revenue recognition, and contract management. • High level of accuracy and attention to detail in data entry, validation, and documentation. • Analytical and problem‑solving ability sufficient to interpret data, investigate discrepancies, and recommend solutions. • Ability to manage multiple priorities and deadlines in a dynamic environment. • Effective written and verbal communication skills for collaboration across teams. • Ability to learn and navigate Professional Services Automation, billing, and operational systems. Qualifications • Bachelor’s degree in business or related field or equivalent work experience in project support role, business analysis, or administrative and client support. • Proficiency with Microsoft Office 365 tools, including Excel, Word, SharePoint, Outlook, and Teams. • Experience with project accounting, professional services operations, or PMO functions preferred. • Experience using PSA solutions, ERP systems, and/or billing platforms preferred. Working Relationships This position works closely with Project Managers, Professional Services leadership, Finance and Accounting, Sales Operations and Contract Management, and PMO stakeholders and internal delivery teams.
