Position will oversee the administration and operations of the assigned office. Work involves establishing program goals and objectives; developing program guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing budget requests; and coordinating program activities. Assigns and supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. To promote a strong environment, TVC maintains a telework policy. Telework is decided by the division and contingent on performance. Telework is not a contract of employment and if granted may be terminated at any time and for any reason without notice. Essential Duties and Responsibilities: Oversees the work and activities of staff within the assigned office. Reviews claims submitted by staff and checks for correct application of laws and procedures. Plans, implements, coordinates, monitors, and evaluates programs. Directs and supervises operational administrative activities. Maintains casework standards and caseload control. Conducts employee performance evaluations and recommendations for personnel actions. Assists with development and initiation of training programs. Consults and trains staff concerning veteran's claims work and related problems. Prepares or assists in the preparation of administrative reports, studies, and specialized projects. Provides technical assistance to staff and agency partners to ensure the efficient and effective operations of the program. Serves as agency liaison to other agencies concerned with veteran rights and responsibilities. Works with and speaks to community and professional groups to coordinate, improve, and stimulate interest in the program and to secure support for local programs. Develops and recommends program guidelines, procedures, policies, rules, and regulations, and monitors compliance with policies and procedures. Participates in the development of program goals and objectives. Performs related work as assigned. Work hours other than 8-5 may be required. Minimum Experience: One (1) year of specialized experience assisting with documentation to determine basic eligibility for benefits or programs. Preferred Experience and Qualification: · Honorably discharged veteran. · Experience in filing benefit claims with the Department of Veteran Affairs. · Knowledge of laws, rules, and regulations applicable to the processing of veterans’ claims; and of assessment techniques. · Fluent in Spanish Knowledge, Skills and Abilities: · Knowledge of VA laws, regulations, and the claims process. · Skill in identifying measures or indicators of program and staff performance and in operating a computer and applicable software. · Ability to supervise staff and be able to direct operations with little supervision. · Ability to gather, assemble, correlate, and analyze facts, to devise solutions to problems; to prepare concise reports; to develop and evaluate policies and procedures. Environmental & Physical Conditions: Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
