The IT Operations Director provides senior-level leadership and strategic direction for the IT Operations section within the Information Technology Services Division (ITSD). This role involves managing the division’s operational budget, including oversight of the Department of Information Resources (DIR) Shared Technology Services (STS) and Data Center Services (DCS) portfolio, while developing policies, procedures, and performance standards. The Director coordinates program activities, evaluates outcomes, and ensures alignment with agency goals. This position supervises staff and operates with extensive latitude for independent judgment. ESSENTIAL DUTIES Lead and coordinate ITSD operational activities including budget, communications, audits, and performance monitoring. Develop and manage the ITSD operations budget and associated projects using industry-standard methodologies. Oversee the full lifecycle of ITSD services and contracts, ensuring compliance with procurement laws and timely delivery of contract deliverables. Prepare and submit legislatively required reports such as the Information Resources Deployment Review (IRDR), Biennial Operating Plan (BOP), and Modernization Plan. Ensure timely and accurate internal and external communications regarding outages, releases, and scheduled maintenance. Monitor compliance with operational deadlines, audit responses, training requirements, and performance indicators. Evaluate and improve operational processes to enhance efficiency and effectiveness. Compile and distribute operational reports and budget data to ITSD leadership, TxDMV executives, the board, and other stakeholders. Represent TxDMV at meetings, hearings, legislative sessions, conferences, and on panels or committees. Foster collaboration across ITSD sections and with business partners. Supervise and mentor staff. May travel up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Perform other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: • State and federal laws related to IT project administration, procurement, and information security. • Operations management principles and practices. • Vendor performance evaluation methods. • State of Texas IT procurement and reporting requirements. • DIR Shared Technology Services and Data Center Services planning and oversight. Qualifications MINIMUM REQUIREMENTS Education and Experience Bachelor’s degree from an accredited college or university in IT Management, Computer Information Systems, Management Information Systems, Business Management, Accounting, or a related field. Minimum five (5) years of progressively responsible experience in IT operations or a similar role involving budget management. Minimum three (3) years of full-time experience in a leadership or supervisory role with direct reports. Substitution Note: Relevant experience may substitute for education. Education cannot substitute for required experience. PREFERRED REQUIREMENTS Experience managing IT operations and budgets within a Texas state agency. Experience overseeing IT procurements in a Texas state agency environment. Familiarity with DIR Shared Technology Services. Performs advanced professional assistance for the Texas Department of Motor Vehicles Finance and Operations (FAO) Division. Provides support for the Chief Financial Officer (CFO) and Internal Audit Division Director, and secondary support to the department's executive office. Work involves coordinating high-level administrative operations of the division, including administrative procedures, scheduling meetings, and composing and tracking correspondence. Ensures customers receive needed information on the initial contact and responses comply with state and federal laws, rules, and regulations. May review, plan and implement the work of others. Prepares and monitors FAO purchase requisitions to ensure items are acquired timely in accordance with State guidelines. Assists TxDMV staff across the department by troubleshooting requisition errors or making corrections. Coordinates confidential and time-sensitive correspondence, emails and phone communications. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Essential Duties Provides administrative and technical support to the Chief Financial Officer, the FAO Division directors and managers, and the Internal Audit Division Director. Provides back-up support to the executive office, as requested. Provides technical assistance to executive and administrative assistants across the department with the purchase requisition module in the departments financial system. Makes travel arrangements, develops travel itineraries, and processes travel reimbursement requests for FAO staff. Provides administrative oversight of division contracts, including property leases, copy machines, contractors, publications, lock boxes and professional certifications. Ensures appropriate customer service is provided by FAO. Answers phones, provides assistance to customers and routes calls to appropriate agency staff. Provides assistance to the public and greets external visitors. May greet visitors and attendees of general board meetings and other public meetings, as requested by the executive office. Assists with processing mail, evaluates content and routes to appropriate staff. Schedules, coordinates and monitors daily operations and executive activities. May compose and respond to correspondence; composes letters, memos and reports; proof and edit for grammar, punctuation, sentence structure and clarity. Orders office supplies, books and publications, completes purchase requests, coordinates purchases, and processes payments for the FAO Division. Maintains asset inventory for FAO division equipment. May schedule and coordinate meetings and division training, notify attendees, develop agenda, prepare meeting information, secure meeting space, draft meeting minutes, document decisions and action items. Manage special projects as assigned, develops timelines, reports status, identifies risks and issues, and escalates issues as needed. May serve as division representative for department special purpose committees, including the State Employee Charitable Campaign. Schedules interviews for hiring managers.
