The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC SPA has a need for a Senior Program Analyst - Submarine Industrial Base Strategy #MC Responsibilities The Analyst will serve as a senior strategic advisor and trusted agent for a high profile client organization, focusing on rigorous efforts to strengthen the submarine manufacturing and sustainment industrial base. The Analyst will apply expert level familiarity with defense manufacturing, shipbuilding, strategic planning, and initiative assessment to help identify, develop, and execute new strategies and initiatives to support submarine and maritime industrial base development. In this role, you will navigate complex stakeholder relationships across government and private industry, manage standup and execution of new initiatives, perform detailed analysis of industrial base and strategic environments, and regularly communicate progress and challenges through briefs, analytic products, and decision support for senior client leadership and officials. This position is fully remote, with some travel to client and stakeholder locations. Qualifications Required Qualifications: • Bachelor's degree in engineering, operations, management or other relevant field. • 10+ years supporting Navy programs, with a preference for submarine shipbuilding or defense acquisition program initiatives. • Expert level ability to assess, navigate, and coordinate efforts between government and industry stakeholders. • Proven ability to use Microsoft Office, including Excel, Word and PowerPoint, to perform complex strategic analysis and communicate to decision makers. • Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment. Additional Qualifications Desired, but not required: • Experience developing or implementing supply chain, industrial base, or manufacturing/sustainment improvement and risk reduction initiatives. • Advanced degree in engineering, operations, management or other relevant field.

Requirements • Bachelor's degree. • Minimum 3 years of demonstrated expertise evaluating cyber compliance of a system against current Risk Management Framework (RMF) policies including experience conducting assessments using ACAS, STIGs and SRGs. • Proficiency with MS Office suite to include MS Visio. • DoD Cybersecurity Workforce (CSWF) IAT II certification (i.e. Security+ CE). • Must hold and maintain an active Department of Defense (DoD) Secret Clearance. Nice-to-haves • Fully Qualified Navy Validator (FQNV) Level II or above. • DoD 8570 Information Assurance Management (IAM) III or IAT III Certification. • Experience working in a DoD acquisition program office environment. Responsibilities: The candidate will play a critical role in extracting, structuring, cleansing, analyzing, and visualizing data from test events and operational demonstrations. In addition to traditional data analysis, the candidate will contribute significantly to the development, implementation, and refinement of test models—including analytical and statistical models used to evaluate system performance against defined test objectives. Will collaborate closely with test engineers, systems analysts, and government stakeholders to ensure that modeling and data analysis efforts support rigorous, evidence-based assessments of technology effectiveness and operational suitability. Extract and integrate data from structured test events, field trials, and operational demonstrations. Cleanse, transform, and manage data to prepare it for analysis and modeling. Conduct statistical and computational analysis to identify trends, variances, and performance metrics. Develop and apply test models to simulate, predict, or evaluate system performance under various conditions. Support design, validation, and refinement of test models in alignment with test objectives and evaluation frameworks. Build dashboards, visualizations, and reports to clearly communicate analysis and model results to technical and non-technical audiences. Collaborate with T&E teams to ensure models and data analysis align with system requirements and operational scenarios. Assist in the development of test plans, modeling strategies, data collection methodologies, and post-test reporting. Develop viewsheds and provide accurate waypoints for test execution.
