Lead strategic technology programs ensuring on-time, on-scope delivery with executive stakeholder visibility. | 7+ years in technology project/program delivery, bachelor's degree, proficiency in delivery frameworks, financial management, and executive communication. | Your Role The Technical Delivery organization serves as the execution engine for Stellarus’s strategic technology portfolio, managing delivery across six platform towers: Core Health Plan, Membership & Support, Digital, Care Management & Quality, Pharmacy, and Technology Enablement. The Technical Delivery Lead will report to the Sr. Manager of Technical Delivery. In this role you will serve as the on-the-ground execution owner for one or more strategic technology programs, driving initiatives through planning, implementation, and closure while maintaining executive-ready delivery visibility for Blue Shield of California stakeholders. Your work directly determines whether Stellarus’s highest-priority technology investments land on time, within scope, and with the organizational confidence they deserve. Design, develop, and deploy secure software solutions with a focus on security and automation in Azure environments. | Bachelor's degree with 4-7 years development experience including 3+ years in Microsoft Azure, proficiency in C#/.NET, Java, or Python, and experience with containerization and API security. | Your Role The Application Services team plays a critical role in enhancing customer and technical collaboration while delivering all application development through a Platform and Technology Product Operation Model. The Full Stack Engineer (Azure) will report to the Senior Manager, Product Line Manager. In this role you will be deeply involved in the design, development, and deployment of secure, high-quality software solutions. Your role will focus on integrating security and automation throughout the software development lifecycle (SDLC), with an emphasis on writing clean, maintainable code and building infrastructure that supports CI/CD pipelines, automated testing, and cloud-native delivery. You'll implement and enforce DevSecOps best practices tailored for Azure, contribute to infrastructure as code, and work closely with developers, testers, and cloud engineers to ensure code is secure, scalable, and production-ready from day one. Lead and evolve the SOC to monitor and respond to cybersecurity threats in real time, focusing on patient data protection and system resilience using automation and AI. | Bachelor's degree with 10+ years experience including 4 years management and deep knowledge of SIEM, incident response, MITRE ATT&CK, and NIST frameworks. | Your Role  The Information Security Threat Detection and Response team uses advanced technologies like  AI-driven threat detection and automated response platforms to monitor and respond to  cybersecurity threats in real time. It acts as the hub for defense strategies, security tool  integration, and rapid, data-driven decisions to protect the organization’s digital ecosystem.    The Manager, Incident Response will report to the Senior Manager, Threat Detection & Response.
