Job Highlights The Assistant Director (AD) is responsible for: • Working to prevent injuries and loss of livelihoods among the public and workers by leading the Contractor Compliance, Electrical, Elevator, Factory Assembled Structures, Plumber Certification and Pressure Vessels programs. • Coordinating initiatives to detect and respond to fraud and abuse in the workers’ compensation system and producing strong results by leading the Field Audit, Firm Appeals, Collections, and Investigation programs. • Effective Customer Service management and operation in the 19 statewide offices. The Customer Service, Compliance, and Public Safety Division (CSCPS) is the second largest division in the Department of Labor & Industries (L&I) with more than 700 employees. Together, they support the agency’s strategic vision, five major goals, and mission to “keep Washington safe and working.” The AD of CSCPS is a member of the agency’s Executive Leadership Team, reports to a Deputy Director, and leads the CSCPS Leadership Team to effectively and efficiently lead the work of the division. This position manages the division operations and administration, providing oversight and leadership of the strategic, operational, and business outcomes, along with policy and legislative initiatives. Some of what you’ll do: • Develop, maintain, and execute a systematic and innovative approach to keep accomplish the agency mission to keep Washington safe and working. • Promote divisional partnership in a manner that promotes teamwork and exceptional customer service and provides leadership to influence the direction of staff and related resources to meet the agency’s mission and goals. • Inspire and lead divisional leaders and provide strategic direction for legislative and rule-making initiatives and implementation, financial analysis, information technology, facilities functions, risk management, and agencywide issues affecting the division. This work is done in partnership with other members of the agency’s Executive Leadership Team. • Provide leadership through setting goals, performance targets, action plans, operational and policy initiatives, and advocating for agency support and resources for the division. • Lead a strategic approach to detecting and deterring fraud and abuse by employers, workers, and health care providers in Washington’s workers’ compensation system. • Lead public safety programs to ensure licensing and registering of tradespeople, and inspections of the work are safe and comply with relevant safety standards. • Provide strategic oversight and leadership for customer service operations in 19 offices around the state. • Participate in or lead agencywide teams in working on coordinated actions, law or rule development, and data sharing. • Collaborate with interested parties impacted by policies and legislative proposals. Required: Equivalent combination of experience and education totaling 10 years. • Progressively responsible and challenging management experience in public administration, business, workers’ compensation, or other lines of insurance, state or federal tax compliance, auditing or accounting, investigation, construction inspection, or related fields. • Knowledge and experience in public policy, human resources management, leadership principles, and strategic planning practices. • Ability to lead and inspire an organization in a manner that promotes teamwork, exceptional customer service, and provide leadership to influence the organization in offices throughout the state to meet agency mission and goals. • Effectively communicate with diverse individuals and groups and mediate conflicts to resolution. • Develop and maintain effective working relationships with interested parties, leadership, other professionals, and agency staff. • Bachelor’s degree in business administration, criminal justice, law, public administration, or closely related field or equivalent relevant experience. • Valid unrestricted driver's license and have private insurance if driving a privately owned vehicle on state business. The EDP is built within Amazon Web Services (AWS), and includes operational databases, a data lake, Enterprise Data Warehouse (EDW), extract transform load (ETL) tools, enterprise data visualization tools, and metadata management tools. About the position: This position is funded by grants for Mental Health and Substance Use Disorder (MH&SUD) programs, and, accordingly, this position prioritizes work on data products that are used by program staff to ensure compliance of external organizations with contractual obligations related to MH&SUD. This position serves as a data engineer supporting the pipeline from the Behavioral Health Data Consolidation (BHDC) operational database to end-user data products. As a technical expert supporting both data pipelines, and user-facing data products, this position requires a strong understanding of database development, expertise on data transformations, and a strong grasp on business intelligence tools. This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework. Required qualifications: Qualifying candidates will satisfy all of the following criteria: • Three (3) years of experience with developing data pipelines from multiple data sources in different formats. • Three (3) years of experience writing queries and performance tuning using SQL. • One (1) year of experience with Object Oriented Programming or script development. May include experience with programming languages such as C#, Java, C++ etc. or scripting languages such as python, JSON, PowerShell, and Unix shell scripts. • One (1) year of experience with version control systems (VCS) such as Git. The Opportunity WSDOT is currently seeking a Design & Field Team Lead (Transportation Engineer 3) to support the Department’s mission by leading a team of engineers and technicians in performing skilled engineering tasks in the development of Plans, Specifications, and Estimates (PS&E) and the inspection and quality oversight of construction projects, ensuring highway projects are designed and constructed in compliance with established standards. The Transportation Engineer 3 reports to the Assistant Project Engineer (APE) in the Port Orchard Project Engineering Office (PEO), and is critical to WSDOT’s long-term success by mentoring and providing on-the-job training for subordinate staff, assisting the Project Engineers (PE) and APE with various aspects of project management, and representing WSDOT at public meetings and open houses, and with external stakeholders to include local agencies, contractors, and consultants. What to Expect Among the varied range of responsibilities held within this role, the Design and Construction Engineer will: • Be responsible for all phases of Design Build project construction to include tracking project materials; inspecting for quality and workmanship; developing and maintaining project documentation; coordinating support group activities; serving as WSDOT’s representative to the contractor; and participating as a key member of the office management team. • Lead a construction inspection and quality verification team. • Review and comment on the Design-Builders Quality Organization’s construction documentation and inspection/testing procedures. • Provide supervision and guidance to designers and technicians; evaluate deviations from established standards or practices and oversee the preparation of supporting documentation for approval authorities. • Plan, prioritize, assign, and review the work of assigned staff; ensure staff perform assigned job duties timely, accurately, and within established guidelines and communicated expectations • Manage design teams in the preparation of project PS&Es. • Review and comment on submittals, project schedules, and monthly payments. Field engineer work is performed outdoors in inclement weather on construction sites, both during the day and at night. Qualifications To be considered for this opportunity, the following competencies are required: • Engineering Expertise: Demonstrated knowledge and application of transportation engineering principles, methods, and practices, including construction practices, contract administration, and quality review of engineering plans, specifications, and estimates. • Leadership & Supervision: Ability to lead and supervise a diverse workforce by fostering collaboration across boundaries, building and maintaining effective teams, coaching and mentoring staff, and encouraging engagement and professional growth. • Technical & Digital Proficiency: Ability to effectively operate Windows-based systems and engineering software, including MS Office Suite (Excel, Word, SharePoint, Outlook), MS Teams, computer-aided engineering applications, cloud-based platforms, and system databases for project tracking and information management. • Contract Management & Administration: Demonstrated experience identifying, evaluating, and implementing contract changes, while applying knowledge of contractor/owner relationships and basic contract law to ensure effective project execution. • Project & Design Oversight: Ability to oversee and review engineering designs and documentation to ensure accuracy, compliance with standards, and constructability, while supervising the preparation of plans, specifications, and cost estimates. In addition to the above competencies, the following are also required: • A valid driver’s license and ability to operate a state vehicle. • Ability to traverse rough, steep and uneven terrain. • Ability to perform duties low to the ground or at ground level, and stand for extended periods of time. • Certification as a Certified General Inspector or obtained within six (6) months of appointment. It is preferred that qualified candidates also have: • Bachelor’s degree in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field. • Engineer in Training Certification or Professional Civil Engineering License. • Experience supervising a team of engineers or technicians. Make recommendations and aide in the writing of proposals regarding expenditure of funds on approved capital projects, personnel management costs, multi-million-dollar contracts, preparation, and execution of contracts with state and outside vendors related to physical plants and services. • Develop and manage agency capital projects with the budget established. The Opportunity: We are searching for an experienced Knowledge Management and Training Specialist who will create knowledge management content and design and deliver role-based training for the cloud-based pension administration solution that will replace our aging computer systems. This project-based role is funded through the end of 2027 but has the potential to be extended for additional projects.
