We're seeking a Senior Resource Management Manager to play a key role in our Resilience and Emergency Management (REM) team. We offer flexibility-this role can be fully remote or hybrid if you're near one of our U.S. offices. The candidate will support the strategic planning, recruitment, development, and management of resources across the Resilience and Emergency Management (REM) market. This role oversees the resource management function, ensuring optimal allocation and utilization of personnel, and drives collaboration with subcontractors and internal teams to meet project delivery goals. The position requires strong leadership, analytical skills, and the ability to inform resource strategy at a market level. Your role • Strategic Resource Planning: • Develop and implement resource management strategies aligned with business objectives. • Forecast resource needs and create capacity plans for multiple projects and programs. • Leadership & Team Development: • Manage and mentor a team of resource coordinators and analysts. • Drive professional development initiatives for internal resources. • Process Optimization: • Oversee implementation and continuous improvement of resource management processes and tools. • Establish governance for resource allocation and utilization tracking. • Subcontractor & Vendor Coordination: • Negotiate and manage subcontractor resource agreements. • Ensure compliance with contractual obligations and performance standards. • Reporting & Executive Insights: • Deliver executive-level dashboards and analytics on resource utilization, forecasting, and performance. • Provide recommendations for workforce planning and cost optimization. About You • Bachelor's degree in Business Administration, HR, Project Management, or related field (Master's preferred). • 10+ years of experience in resource management, workforce planning, or operations leadership. • Proven experience managing teams and implementing resource management systems. • Strong negotiation, analytical, and strategic planning skills. • Good technical writing, analytical ability and computer skills. • Candidate background in data analysis and key financial metrics a plus. • Familiar with Oracle and/or CRM/Vision a plus. • Ability to deal effectively and harmoniously with people at all levels of the organization and the ability to communicate effectively, both verbally and in written form. How will you contribute to the team? • Support business development efforts within the central US region (primarily the Oklahoma and Texas markets), with a focus on the Oklahoma City including the development of a marketing and strategic plan for the region with a multi-step tactical plan to assess and report progress. • Ideal candidate would have worked with or has prior experience with the City of Oklahoma City, Oklahoma Department of Transportation or other local city and counties adjacent to OKC. • The identification and pursuit of a pipeline of potential project/program opportunities. • Prior experience working as a Program Manager or similar position managing a portfolio of projects on large infrastructure programs more than $500M. • Ability to drive teams effectively for deliverables for senior executives with our program management clients. • Experience developing best practice reporting and monitoring capabilities through development of standardized reports and dashboards focused on project delivery and program management. • Experience in capital infrastructure planning and programming including development of annual budgets, 10-20-year capital improvement programs, funding requests, and other financial activities. • Ability to relocate to set-up or start-up a program and willingness to travel up to 50% of the time for business development and project delivery purposes. • Willingness to serve in both lead and support roles on large programs across Water, Buildings & Places, Cities, Aviation, Transit, and other markets. • Demonstrated experience leading or supporting program management best practices or centers of excellence within an engineering organization. • Willingness to travel once to twice monthly for business development and project delivery purposes. What will you contribute? • A bachelor's degree in field of practice. Graduate degree preferred. Management coursework and/or Master of Business Administration or master's in public administration a plus. • A professional license i.e., PE, PLA, PLA desired but not mandatory. • Certification as a "Project Management Professional" (PMP) or "Certified Construction Manager" (CCM) desired within one year of assuming this position. • Typical candidate has a minimum of fifteen years of experience managing large infrastructure projects/programs.
