DRPM MIB is responsible for: The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of War. The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD). The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates. The DRPM MIB concept unifies once diverse submarine and surface vessel-related activities into a single organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the research, development, acquisition, and maintenance communities. Provides daily program, analytical, and acquisition management support to senior level executives. Works with multiple stakeholders across the region to expedite evaluation, determine critical areas, and assess how to fund MIB efforts that produce optimal return on investment. Work with the MIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments. Preparation of analysis products, trip reports and periodic reports in support of the above duties. This role is both an individual contributor and a team leader supporting and overseeing software engineering activities on one program. The Software Engineering Lead works with the Systems Engineering Lead and Chief Engineer to translate system designs into software designs. The Software Engineering Lead translates these designs into stories and tasks within JIRA and assigns these to members of the Software Team. The Software Engineering Lead oversees, reviews, and directs the work of the Software Team and ensures that stories/tasks are completed on time and that deliverables are compliant with the contract. The Software Engineering Lead also coordinates with the Test Team Lead to ensure that software products are testable and well documented. The Software Engineering Lead also interfaces with the DevSecOps Team to ensure that Software developed is compliant and compatible with the DevSecOps pipeline. This is an agile program using 2-week sprints and tracking work and bugs in JIRA. Responsibilities include: • Cross team collaboration is required with system engineers to understand the design, test engineers to understand test results and bugs, and the DevSecOps team to ensure software is compliant with the DevSecOps pipeline • SW Development is done in AWS using the following: Java Spring Boot, Golang, ReactJS/HTML/CSS, Maven, Git, Visual Studio Code, Docker, Developing on Linux, Jira. Qualifications To be Successful in the role, you will have: • Active DoD Secret security clearance investigated within the last 5 years. • A Master's degree and 15 years of relevant experience • Software development experience in C, C++, C# and/or Java in Linux and/or Windows environment • The ability to travel up to 25%. Research and Technology (R&T) – assist FCAT in researching and assisting in development of technology through discovery, sponsorship, candidate studies and analysis, maturation, prototyping, experimentation, demonstration, and transition for relevant technology solutions for consideration and prioritization to transition into the F-35 PoR. Strategic Acquisition and Transition Planning (SATP) – assist FCAT in developing strategy for incorporating capability requirements defined by the Air Systems Requirements (ASR) team and technology developed by the R&T team into an acquisition program that is ready to be incorporated into the PoR and transitioned to the PMOs for execution. Program Strategy – assist FCAT in integrating research and emerging policy in National Defense Strategy, global geo-political domains, warfighting tactics, operations, kill chain, applied technology domain, global business, and market practices into F-35 JPO Program Strategy as well as in providing effective coaching and maintains strategic dialogue with JPO and external stakeholders. Governance Structure – assist FCAT in leading Requirements Working Group (RWG), Operational Advisory Group (OAG), Senior Warfighter Group (SWG), JSF (Joint Strike Fighter) Executive Steering Board (JESB) and in assisting with Configuration Steering Board (CSB) and requirements portion of the U.S. Executive Steering Group. Transfer requirements from the FCAT to the PoR – assist FCAT in providing applicable acquisition documentation and planning materials to the PMOs for execution, in collaboration with the PMOs. Qualifications To be successful in this role, you must have: An active DoD Secret security clearance. Bachelor’s degree in related fields, or an Associate degree with an additional four years of experience in international acquisition programs. The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. Experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management. Minimum of four years out of six years of recent work experience related to analysis and planning. At least two eyars in support of a Major Defense Acquisition Program (MDAP). Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment and life cycle managment. Knowledge in DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook. Provide subject matter expertise to support F-35program in delivering the weapons system. Assist with task support of acquisitions, financialmanagement, risk management, systemsengineering, total ownership cost determination,acquisition coordination, and communications. Demonstrated knowledge of the principles,policies, and practices of system acquisition toplan, organize, and coordinate critical aspects of the development, production, and deployment ofsystems, subsystems, and equipment. Demonstrated knowledge of the systemequipment life-cycle phases and thedocumentation, analyses, and reviews associatedwith those phases. To travel up to 10%. Additional Desired Skill: Microsoft Office to include: Outlook, Teams, SharePoint (more advanced that the basics), Excel (more advanced understanding than the basics), Word, and PowerPoint.
