Oversee facility operations, manage administrative and clinical services, and ensure compliance with healthcare standards within a federal healthcare setting. | Must have federal healthcare management experience, GS-14 level qualifications, and specialized experience in healthcare administration. | This position serves as the Assistant Medical Center Director located within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) 8, Lee County VA Clinic, Cape Coral, Florida. The Assistant Medical Center Director exercises line authority for multiple administrative and allied health services and sections and is directly responsible for facility operations.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement,12/19/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: GS-14: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Administrator- Assistant Director. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: (1) Management ability to delegate authority, evaluate and oversee people and programs, recognize, and adapt to changing priorities; and (2) Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. At this level, applicants would provide executive leadership with insight in establish organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development; work on the development of a balanced financial plan designed to meet realistic needs of the facility and the network; establish and maintain public relations with a variety of institutions and groups; apply performance standards to measure program performance and health care activities are meeting established goals and objectives; and plan and execute major projects concerned with the analysis and evaluation of programs and operational effectiveness. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Work Environment: Work is sedentary. There are no special physical demands. It is also a part of the Sunshine Healthcare Network (VISN 8), which includes facilities in Florida and Puerto Rico. It also supports 8 Community Based Outpatient Clinics throughout Florida and provides a wide range of primary care and community based outpatient mental health services.Qualifications:Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. • English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. • Experience and Education. Experience. Assignments: The Advanced MSA specialized administrative judgment and flexible use of a wide range of clinical processes relating to access to care across multiple clinics, specialties, and/or care in the community resources. Expertise in utilizing numerous advanced patient systems in support of multiple clinics, coordinate with the patient care team to review clinic appointment/availability, ensure schedules/appointments are closely monitored to effectively support the needs of the clinics. MSAs at this level develop and/or maintains communication with patients, coordinate care delivery model teams w/ VA medical centers, and other agencies, assist with communications during inpatient to outpatient discharge, communicate with non-VA medical facilities, prepare correspondence to notify patients of lab results, manage system for follow-up care such as consults, tests, etc. Other assignments at this level include, but are not limited to: processes incoming patient secure messaging through MyHealthyVet, participates in team huddles/meetings, problem solve, and follow-up with patients care, collaborating with the interdisciplinary teams, setting priorities and deadlines, identifies incomplete encounters and communicates findings to providers, enters appropriate information into the electronic record, monitors pre- appointment information and/or requirements to assure readiness for patient visit/procedures., AND Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below: 1. Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations. 2. Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels. 3. Advanced knowledge of the technical health care process as it relates to access to care. 4. Advanced knowledge of managing a clinic. Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process. 6.
