Lead efforts to activate health plans to invest in the drivers of health, develop strategies, and oversee team execution. | At least 7 years of experience engaging with health plan leadership, deep knowledge of Medicare, Medicaid, and commercial payment policies, and experience leading cross-functional teams. | ABOUT THE HEALTH INITIATIVE: It is well-established that 80% of a person’s health is determined by factors outside the doctor’s office — healthy food, safe housing and a livable income. Yet our healthcare system is built backwards, with more than 99% of US healthcare dollars spent on medical care alone. The amount of money going toward healthcare is huge — the US government and private health insurance companies spend $10.7B on healthcare every day. This is projected to grow 6% annually through the next decade, despite recent safety net cuts. But what exactly do we get for all this healthcare spending? Right now, the US has some of the worst health outcomes across all high-income countries, including for preventable heart disease and obesity, which cost the system nearly $500B each year. This is inefficient and leaves people behind, especially low-income children and families. But what if our healthcare system was built to pay for health, not just healthcare? What if it moved dollars upstream to pay for the basics people need to get and stay healthy, like safe housing and nutritious food? The result would be a win-win-win: Children and adults would have better access to healthy food and safe housing and, as a result, have better health outcomes. When healthier patients use less care, the government saves money – and insurance companies’ revenues increase – incentivizing both to pay for these basics. The Health Initiative (THI) is a national organization that crosses political divides, taps market forces and activates stakeholders to shift dollars toward health. By providing strategic guidance and technical assistance, we activate healthcare institutions to move dollars into the hands of patients and communities to pay for food and housing— improving health outcomes for those most at risk and reducing overall healthcare costs. Since 2018, THI has used our playbook to spur healthcare institutions to spend nearly $1B in healthcare dollars on food, housing and other basics. For example, we supported North Carolina to use Medicaid dollars to provide patients with groceries, rental assistance and other basics, keeping them out of the hospital and saving the state a net $1,020 per person per year. THI also advised a Fortune 25 insurance company on how to provide food and housing benefits for 22K high-risk patients (87% living on less than $20K a year) and to design an evaluation which found that those receiving higher benefits have lower healthcare costs. THI maintains a diversified revenue base which enables staff stability, long-term planning, and meaningful impact. ABOUT THE POSITION: The Senior Director, Health Plans, is a key member of the THI Leadership Team and responsible for efforts to unlock existing dollars within health plans to invest in the drivers of health. This role will be creative in re-imagining how plans can move towards that goal and persuasive in communicating this approach to others. The Senior Director will lead a cross-functional team (aka a ‘swim lane’) to achieve THL’s goal within various plans and has three primary responsibilities: Lead THI’s effort to activate health plans including generating creative yet practical ideas on how to invest in the drivers of health, establishing the business case and securing contractual agreements with plans to conduct the work. Set swim lane goals and strategies to achieve those goals, adapting as necessary. Mentor team members and ensure activities are flawlessly executed. A successful candidate will thrive in the fast-paced context of issue-based campaigns and/or start-up environments. They must demonstrate excellence in relational instincts, attention to detail, and communication skills. The position reports to the Chief Operating Officer on an interim basis, and works closely with the Co-Founders and Co-CEOs, Rebecca Onie and Rocco Perla. As part of a small organization, the Senior Director, Health Plans may or may not have direct reports at any given time but will be responsible for leading a cross-functional team to ensure the strategy is executed well. This includes program staff such as Research Associates and a to-be-hired Director of Research & Analytics to support technical content development, Project Managers to achieve timelines, and operations staff on systems. The role is responsible for the performance and retention of team members, regardless of reporting relationships. They will also partner with other swim lane leaders (e.g. Fed, States) and specialists (e.g. Communications, Development /Partnerships) to achieve cross-cutting organizational goals as a member of the THI Leadership Team. In the latter capacity, this role will contribute actively to both culture and organizational evolution as needed. KEY RESPONSIBILITIES: Lead THI’s effort to activate health plans to invest in the drivers of health, generating practical ideas and establishing the business case for doing so, & getting leaders to go on the record with the sector and policymakers about the importance of this approach. Support identification & recruitment of potential health plan partners for THI & engage other health plans if/as needed to achieve THI’s goals. Develop, secure, and successfully execute THI’s contractual agreements with health plans. Define quarterly, annual, & multi-year swim lane goals with corresponding milestones. Create and execute plans to meet those goals, identify key stakeholders & define analysis and artifacts that will compel action. Oversee the creation and finalization of all swim lane deliverables, e.g. briefings, articles, public comments, presentations, reports for a diverse set of stakeholders including policymakers, health plan executives, researchers, and funders. Ensure quality of content and process. Direct, mentor, & coach the cross-functional team members supporting the swim lane. Manage a subset of external relationships and support other THI executives in managing additional stakeholders. Monitor the healthcare landscape/ecosystem for developments relevant to THI goals, efficiently communicate internally or externally as appropriate, & integrate into prioritization. Collaborate with other THI swim lane leaders to achieve organizational goals, including partnership / development initiatives. Actively participate in the THI Leadership Team to strengthen organization-wide operations and culture. KEY COMPETENCIES: There are innumerable ways to learn, grow, and excel professionally. At least 7 years of prior employment with direct engagement of senior leadership at a health plan and/or at CMS working closely with plans. Experience in a core business function and/or government affairs leading a division or team required; experience leading cross-functional team members preferred. Sufficient fluency in Medicare, Medicaid, and commercial payment policy required; Actuarial experience or direct involvement with bid development for the MA market and/or rate development for the Medicaid market preferred. Ability to understand current constraints, think creatively about how to achieve THI’s objectives within these or by altering them, & to persuade others to take action consistent with this approach Experience supporting senior executives/leaders (e.g., preparing oral and written briefings). Ability to manage up, down, and across peers. Skill in activating stakeholders and facilitating complex, multi-party discussions. Strategic goal-setting and execution in dynamic environments. Experience leading change management efforts preferred. Baseline knowledge of the impact of drivers of health on outcomes, cost & utilization. In this role, you will own the full-cycle book order management process—from placement through delivery and reconciliation—that keeps books flowing to our 6,500 clinic sites and reaching 4.6 million children annually. This is not a books editorial role. You won't select titles, work with literary agents, or curate collections. Instead, you'll be the backbone of our operations, managing a large number of orders per month (with seasonal peaks reaching higher volumes), tracking shipments, reconciling invoices, and coordinating with our vendor operations teams to ensure everything stays on schedule and in balance. You'll work primarily with vendors' accounts payable and operations staff—the people managing logistics, not literature. If you excel at managing complex data systems, have a strong eye for accuracy, think systematically through operational challenges, and are motivated by contributing to a mission-driven organization, this role offers the opportunity to make a meaningful impact. Your Key Responsibilities Will Include: • Book Ordering Processing & Management (75%): You will be the operational engine of our book ordering system: • Place and process book orders on approved vendor websites for Reach Out and Read National programs, affiliate sites receiving National funding, and new geography affiliates—following detailed direction from your manager. • Own the full order-to-delivery cycle: Monitor vendor order confirmations, track shipments from warehouse to destination, pull delivery/tracking information from vendor emails, and forward that information to clinic sites on time so they know when books are arriving. • Manage high volume efficiently: Handle fluctuating order volumes across seasons while maintaining regular coordination with vendors and internal stakeholders via email and direct communication. • Monitor inventory and vendor relationships: Ensure vendor inventory is sufficient to cover planned orders; flag shortages and coordinate with vendors as needed. Be prepared to attend vendor meetings as a key member of the Books Team. • Manage the Books Team email account: Monitor for vendor communications, shipping notifications, and delivery confirmations; distribute information to the right people so nothing falls through the cracks. • Support grant-funded orders: When directed by your manager, coordinate book orders tied to specific grant deliverables, ensuring quantities and timing align with grant requirements. • Invoice Reconciliation & Administration (25%): You will keep our financial records accurate and complete: • Reconcile invoices monthly: Pull incoming invoices from the books team email, match them against purchase orders in our master Excel sheet, and ensure every dollar is accounted for. • Flag and investigate variances: When invoices don't match orders or quantities don't align, investigate, report findings to stakeholders, and follow up with order requestors to resolve discrepancies and ensure grant deliverables are met. • Maintain accurate records: Update and manage our year-to-date master Excel sheet with all book orders and purchase orders, ensuring data integrity and easy reference. • Post monthly reports to finance: Compile reconciliation totals and submit to the finance department so leadership has visibility into spending and commitments. • Support continuous improvement: Assist in implementing, updating, and creating book processing documentation; look for opportunities to streamline workflows within the Books Team. • Support additional projects and activities as requested by the National Senior Director of Books Strategy and Partnerships. The role requires occasional travel for team retreats and for one to two national meetings each year. Some overnight travel will be necessary to accommodate these events. Compensation and Benefits: The salary range for this position is $68,000-73,000, commensurate with experience.
