Key responsibilities: Project & Program Leadership • Lead end-to-end delivery of complex Oracle-based IT projects and transformation initiatives. • Manage project lifecycles including planning, budgeting, execution, risk management, and delivery. • Establish project governance, timelines, milestones, and success metrics. Oracle Technology Oversight • Drive implementations, upgrades, or integrations involving Oracle ERP / Oracle Cloud / Oracle Financials / Oracle SCM / related enterprise applications. • Collaborate with architects, functional leads, and technical teams to ensure scalable and compliant solutions. Stakeholder & Executive Management • Act as a trusted interface between business leaders, finance teams, and IT stakeholders. • Communicate project health, risks, financials, and progress to senior leadership. Financial & Budget Management • Manage large project budgets and ensure alignment with financial planning. • Track costs, forecast spending, and ensure projects remain within financial targets. • Work closely with finance teams on ROI tracking and investment justification. Life Sciences Awareness • Understand regulatory environments such as GxP, validation processes, and compliance requirements relevant to life sciences organizations. • Ensure projects align with quality and regulatory standards where applicable. Team Leadership • Lead cross-functional teams including developers, business analysts, QA teams, and external vendors. • Mentor junior project managers and delivery leads. Risk & Compliance Management • Identify project risks early and implement mitigation strategies. • Ensure adherence to enterprise governance, compliance, and security standards. Required Experience/Skills/Education: • 15+ years of experience in IT, with significant exposure to enterprise project management. • Strong experience managing Oracle-based implementations or transformation programs. • Experience with Oracle ERP / Oracle Cloud applications. • Demonstrated experience managing large, multi-stakeholder enterprise projects. • Solid understanding of IT financial management, budgeting, and cost governance. • Exposure to Life Sciences / Pharma / Healthcare IT environments preferred. • Experience managing global teams and vendor partners. • Strong stakeholder management and executive communication skills. • Familiarity with regulated environments and compliance frameworks. • Knowledge of Agile, Waterfall, or hybrid project delivery models. • Certifications such as PMP, PRINCE2, or equivalent are a plus. Position Overview: The team is looking to hire a Technical Program Manager to join their Cybersecurity Threat Management team. The Technical Program Manager, reporting to the Director of Cyber Threat Management, will be responsible for managing projects related to improving Cyber Threat Management capabilities, metrics, and procurement. Key Responsibilities: • As a Program Manager, this person will manage the entire process, gather requirements, work with the internal team and stakeholders, create the roadmap, and ensure they meet the procurement. • Drive delivery of cybersecurity initiatives across threat management domains including detection/response, vulnerability management, insider risk and threat intelligence. • Establish and manage structured intake processes for program requests, ensuring transparency, prioritization and timely execution. • Develop and automate metrics and report that demonstrate risk reduction, resilience improvements, and business impact for executive stakeholders. • Lead cross-functional projects to advance the capabilities of Cyber Threat Management, including SOC operations, incident response, security automation, insider risk and converged threat monitoring. • Identify opportunities for processing automation and tool optimization to reduce manual effort and enhance efficiency across the team. • Serve as program lead for goals, SLA development, and stakeholder coordination across IT, OT, Legal, HR, and enterprise risk functions. • Monitor program risks and interdependencies, implement mitigation strategies, and provide regular updates to stakeholders and leadership. • Create governance frameworks, playbooks, and dashboards that ensure scalable, repeatable, and measurable delivery of cyber programs. • Partner with Finance and Sourcing to manage procurement lifecycles, including vendor evaluations, contracts, purchase orders, and renewals for critical security services and platforms. Required Qualifications: • 4+ years of program management experience with a focus on cybersecurity environments. • 3+ years of experience in program or project management within cybersecurity, technology, or risk management functions. • Strong background with Cyber Security Threat management, Vulnerability management, Incident response. • Candidates from Manufacturing sector who are familiar with the regulations are highly preferred. • Familiarity with threat detection, incident response, insider risk, and vulnerability management functions. • Experience leading procurement, vendor management, and technology adoption in complex security programs. • Professional certifications such as CISSP, CISM, PMP, or GIAC in program/operations management. • Seeking an influencer who can effectively engage stakeholders, a strong collaborator who works well within a team, and a driver who can guide the team toward the right direction • Understanding of regulatory and compliance frameworks (SOX, SEC, NIS2, and related standards). • Strong organizational skills with the ability to manage multiple initiatives simultaneously under tight timelines. • Excellent written and verbal communication skills, including the ability to present metrics and outcomes to executive audiences. • Bachelor’s degree in computer science, Information Security or related discipline, or equivalent professional/military/government experience.
