Manage communication and coordination between schools, transportation providers, and families to ensure proper student transportation services in compliance with policies and procedures. | A bachelor's degree or equivalent experience with at least four years in community-centered activities, strong communication, organizational skills, and proficiency in MS Office. | Position Summary: The Office of Pupil Transportation (OPT) is dedicated to providing the students of New York City with safe, clean, dependable, efficient, cost-effective, and prompt transportation. OPT is responsible for supporting the educational process through the provision of services which are essential for the education of the children but occur outside of the classroom. Under the oversight of the OPT, the Transportation Coordinator assists in ensuring that children are transported in accordance with their IEP and A1p transportation authorizations. The Transportation Coordinator provides important community services and liaison functions between OPT, school transportation providers, schools, and the parents and families of students. The Coordinator disseminates critical information regarding New York City Public Schools (NYCPS) provided General Education (GE), Special Education (SE), and Pre-K/Early Intervention (E.I.) services. The Transportation Coordinator facilitates necessary communication between schools, the Committees on Special Education, both CSE and CPSE, and OPT. The Coordinator is responsible for advising school-based personnel on NYCPS transportation procedures and policies and provides targeted support for specific schools, including field inspections/observations, as needed. The Coordinator will be the primary resource for schools on transportation procedures and policies. Performs related work. Reports to: Executive Director Direct Reports: N/A Key Relationships: Relationships will be fostered with OPT administration, school bus transportation providers, school-based administration, and representatives from the Office of School Health, Special Education Office, Committees on Preschool Special Education, and the Office of Students in Temporary Housing, as well as community-based organizations (CBOs) and parents. Responsibilities Support to the Office of Pupil Transportation • Manages communication between the district Committees on Special Education, both School Age and Pre-school, schools, and the Office of Pupil Transportation regarding students approved for transportation services. • Ensures that schools CPSEs and CSEs enter data in a timely and accurate manner. Fosters collaboration and process integration across the Office of Pupil Transportation and with special education personnel. • Ensures that schools submit appropriate documentation on a timely basis for the transportation needs of Special Education, General Education, and Pre-K/E.I students. • Conducts route inspections and observations. • Reviews and handles suspension exceptions. • Responds to inquiries and concerns from parents, schools, and school bus transportation providers. Community Support/School Support • Provides information and guidance to parents/guardians of students in relation to transportation accommodations associated with student placement. • Coordinates contact with various offices within the NYCPS and school bus transportation providers, as well as with outside agencies and CBOs in relation to transportation accommodation requests. • Performs difficult and responsible support operations in the area of transportation services for general education and special education students. • Collaborates with OPT Account Managers, school bus transportation providers, schools, and other interested parties in responding to inquiries from schools regarding yellow bus and MetroCard services. Support to the Committees on Special Education School Age & Pre-School • Provides guidance to school personnel and parents on Specialized Transportation policies and procedures and provides targeted intervention in schools to ensure that specialized transportation and accommodations guidelines and procedures for the medical review of transportation needs are followed. • Provides assistance and support to schools with the use of the Pre-K/ E.I. Rider System. • Reviews all documentation to support requests for specialized transportation, identifies missing requirements, and communicates with individuals responsible for obtaining this material. Support to the Office of School Health • Manages communication between the regional Committees on Special Education, schools, the Office of School Health, and CBOs, as needed. • Ensures that medical documentation is completed in a timely manner before it is sent to the Office of School Health, as needed. Qualification Requirements Minimum • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above. Plus In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above Preferred • Knowledge of NYCP’s general rules, regulations, and organizational structure. • Thorough familiarity with OPT’s transportation policies, procedures, and operational systems. • Excellent computer skills, knowledge and demonstrable experience with all basic MS Office 365 applications. • Success in an indirect management role within large organizations. • Knowledge and understanding of overall organizational strategy. • Ability to prepare written reports and presentations clearly and concisely. • Ability to make critical analyses in determining courses of action. • Experience as a persuasive and persistent advocate for customer needs. In February 2015, the New York City Public Schools (NYCPS) created the Office of Community Schools (OCS). Community Schools are places where children have opportunities to learn, gain skills, create joy, and have the experiences that ignite curiosity and allow children to discover their passions and talents. Community Schools support the social, emotional, physical, and academic needs of students by offering a coordinated approach to increasing opportunities for young people and improving the academic performance of students through partnerships among principals, parents, teachers, and community-based organizations (CBOs). Schools enter into a partnership with a local CBO to offer a “whole child, whole community” approach, looking holistically at students, families, and communities to ascertain their most pressing needs and decide which services will best address those needs. The Program Manager, Community Schools will drive policy decision-making around fiscal management and program design to provide support to a cohort of Community Schools with a high level of customer service. This support will help community schools achieve greater fidelity of the implementation of the community school framework and will support these schools in becoming centers of opportunity within their neighborhoods. Program Managers will support the growth of the Community School strategy in schools throughout New York City. Performs related work Reports to: Senior Executive Director, Office of Community Schools Direct Reports: N/A Key Relationships: Works closely with Community School team members, Attendance, Research, and Innovation team, school based leaders, UFT, superintendent teams, other Central Offices as needed. Works with key external stakeholders, specifically community-based organization partners. Responsibilities • Oversees the implementation and management of various CBO partnerships in a cohort of schools supported by the Office of Community Schools. Responsibilities include: • providing project management support to Community School Directors and/or CBO liaisons in each one of the cohorts of schools; • conducting regular school visits to ensure quality programming and adequate student attendance; • connecting schools to NYCPS resources from different divisions, to help meet specific needs; • ensuring that the cohort of schools has baseline fidelity assessment, a functioning and collaborative school leadership team, a developed budget and work scope, including a plan for expanded learning and mental health services; • facilitating data-driven meetings with partnership teams (or Community School teams if applicable), including the Principal, Community School Director, and other members of the school leadership team at each site; • supporting a results-focus at each school, providing feedback and assistance to have school teams hold themselves and one another accountable; • coordinating with City partner organizations that fund program components, such the Department of Youth and Community Development (DYCD). • helping to identify and/or coordinate resources to support community school activities; • coordinating with the Family and Community Outreach team to ensure that the cohort of schools adheres to protocols for implementation around parent engagement; • Makes fiscal policy decisions regarding school/CBO level resource allocation, work scope approval, and vendor contracts. • Develops and implements policies for innovative and creative external programs within a cohort of schools, specifically to support schools in reaching outlined benchmarks around mentoring and family engagement. • Communicates with internal and external stakeholders on a variety of areas, including troubleshooting and following up on open issues. Works with the Office of Community Schools Leadership team to prepare reports and presentations for internal and external stakeholders to present on programmatic content at schools and for partner organizations, and to ensure that evaluation results inform program practice and program practices, including collecting qualitative data on operations and closely monitoring operational benchmarks. • Provides support in a broad range of administrative and operational areas, including assisting with the preparation of professional development training for Community School Directors, Principals, and school teams from the cohort of schools supported by the Office of Community Schools, including agenda development, copying and collating of meeting materials, A/V setup, note-taking, and disseminating follow-up information. If applicable, supports reporting and compliance within specific NYSED and NYS OCFS funding streams, including: • working closely with evaluators, schools and CBOs to ensure that annual performance reports are submitted to NYSED for district 21CLCC, or other related grants; and • working with the Director, School Support to ensure that resources are efficiently utilized in compliance with grant requirements and grant proposals. Qualification Requirements Minimum • A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or • A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or • A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or • Education and/or experience equivalent to “1”, “2”, or “3” above. NYCPS anticipates a need to increase recruitment and training for new teachers, in order to meet the hiring demands presented by the new class size mandates and to ensure teacher quality as the number of teachers hired into the system grows. Increasing the number of eligible teacher candidates is a critical part of the path for NYCPS to remain in compliance with the class size mandate. TRQ accomplishes its work through a strategic, data-driven approach that focuses on the following efforts: • Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, to recruit a large, high-quality, equitable and diverse pool of candidates. • Design and manage recruitment and preparation programs, and pipelines for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas. • Select a diverse and high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes. • Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways. • Provide inclusive best practices and support to schools to help them make optimal, local hiring decisions. • Lead pipeline and pathways to teacher certification for diverse candidates within our communities to promote an equitable distribution of teachers across all schools. • Support new teachers with consistent onboarding experiences across the system when they are hired and throughout their first year. TRQ is looking for a Recruitment to Retention Senior Program Manager to lead the planning and execution of the Citywide Recruitment to Retention Partnership which supports districts in strengthening recruitment efforts and designing induction models that will lead to increased teacher retention. This role will be responsible for scaling the Recruitment to Retention Partnership from an initial cohort of 25% of districts to citywide by 2028 in alignment with the Class Size Reduction Law. This crucial work supports the expansion of the teacher workforce from 75,000 to 91,000 teachers across 1,600 schools. The Senior Program Manager, Recruitment to Retention will play a critical role in codesigning strategies and strengthening relationships with district teams and leadership to ensure the sustainability of efforts along the full Recruitment to Retention Continuum. Performs related work. Reports to: Director of Data, Operations and Communications Direct Reports: Community Coordinators and Consultants Key Relationships: Works closely with district teams, school leaders, and vendors. Other key relationships will include other teams within the TRQ, and other internal and external partners where applicable.
