This role supports capture efforts from early opportunity identification and qualification through the development and submission of RFIs, white papers, and RFP responses, with an emphasis on network modernization, network infrastructure, and real-property-related opportunities across the Department of War and other Federal Agencies. Opportunity Identification & Pipeline Management: Monitor federal procurement platforms (e.g., GovWin, SAM.gov, Prosal, LRAFs) to identify and track opportunities aligned with CHIEF strategic priorities, ensuring capture milestones and deadlines are updated Apply structured go/no-go criteria (capability alignment, PWin, resource requirements) to qualify opportunities and maintain a validated, prioritized CHIEF opportunity pipeline Ensure opportunity records are complete, accurate, and current within the CHIEF Pipeline, BD Planner Board, Salesforce, and Prosal, supporting leadership forecasting, portfolio visibility, and real-time capture readiness Capture & Business Development Support: Support CHIEF Capture Manager in developing and executing capture strategies, including maintaining capture plans and checklists, tracking pre- and post-RFP actions Coordinate and document customer and teaming partner engagements, including scheduling meetings, capturing notes, and updating Salesforce records Collect and organize competitive, market, and customer intelligence to inform capture strategies and decision gates Proposal Development Support: Support capture and proposal efforts from early shaping through submission, including assisting with responses to RFIs, sources sought, white papers, and RFPs Contribute to proposal development activities by supporting content coordination, and integration of technical, management, and past performance inputs Assist in preparing capture and proposal artifacts, internal briefings, CRBs, and leadership review materials to support timely, compliant submissions Data, Tools & Process Execution: Maintain capture dashboards and performance metrics within the CHIEF Power BI/SharePoint/Salesforce/BD Planner Board environments; validating weekly updates and monitoring key indicators such as win rate, pursuit cost, and lead assignment Ensure disciplined use of BD and capture tools (e.g., Prosal, CHIEF Pipeline, Salesforce) to maintain data integrity across opportunities, contacts, and capture artifacts Qualifications Skills & Qualifications: Strong analytical and organizational skills with the ability to manage multiple pursuits, maintain data integrity, and meet competing deadlines in a fast-paced capture environment Excellent written and verbal communication skills, including the ability to support RFIs, white papers, and RFP responses with clear, well-structured content Proficiency with Microsoft Office (Word, Excel, PowerPoint) and CRM/capture tools used to track opportunities, contacts, and pursuit activities Working knowledge of the federal contracting lifecycle, including opportunity identification, qualification, capture planning, and proposal development Education & Experience: Bachelor’s degree from an accredited institution Minimum of 5 years of experience supporting federal business development, capture management, proposal development, or related delivery efforts Experience supporting Department of Defense or federal civilian agency pursuits is strongly preferred Work Location: The Senior Capture Analyst will be required to work onsite three days per week, co-located with the CHIEF line of Business Development Team to support collaboration and alignment on capture activities. This position is 100% on-site. The ideal candidate has experience implementing defense acquisition policy and is a self-starter, capable of seamless work in an individual or team setting. Develop optimized data management and transformation strategies to execute more efficient management of and visibility into acquisition programs. Review and provide input or recommendations for correction of required acquisition reports, such as Defense Acquisition Executive Summary, Selected Acquisition Report and Acquisition Program Baseline, and EVM. Independently draft and analyze written DoW and Navy communications and issuances on acquisition policy. Provide suggested changes and improvements aligned with both Department policy and formatting guidelines. Support governance, policy, and stakeholder outreach efforts to senior leaders and Navy components. Understand the Department’s formal coordination process and follow policy and procedures for policy creation, coordination, revision, cancellation, and approval within the DoW and Navy. Provide coordination support and analysis of ASN (RD&A) responsibilities under the Two-Pass/Seven-Gate Review process in accordance with the Secretary of the Navy Instruction (SECNAVINST) 5000.02G and Joint Capabilities Integration Development System directives. Support the gate review process by stakeholder outreach, schedule coordination, and input consolidation towards briefs and reviews. Provide recommendations on process efficiencies within the existing framework of the Two-Pass/Seven gate review process. Perform analysis and develop output reports for various acquisition-related special projects or activities as required. Review and analyze documents related to acquisition and budget execution. Employ graphic tools for data visualizations as needed. Qualifications Skills/Qualifications: The ideal candidate is familiar and has experience with the following technical knowledge, skills, and abilities: Outstanding verbal and written communication skills, especially with high level stakeholders. Experience interpreting DoD or Navy acquisition statutes, regulations and/or policy statements and demonstrated understanding of the acquisition process. Self-motivated and self-monitoring, exceptional oral and written communications, and ability to multi-task. Highly proficient in Microsoft Office Suite, including Word, PowerPoint, and Excel. Strong understanding of acquisition law, policy frameworks, and governance. Analytical abilities to synthesize complex regulatory and program data. Written and oral communication skills for briefing senior executives. Ability to coordinate across diverse offices and stakeholders. Education and Experience: This position requires a bachelor's degree from an accredited college or university and 5-7 years of experience in the implementation of acquisition policy directly with defense acquisition or sustainment programs. Experience in DoD or DON policy review and an understanding of the acquisition program procurement process is required. Experience working in an Echelon 1 organization and working with SES/FO/GO is highly recommended. Clearance: Active Secret. Must be a U.S. citizen.
