Responsibilities Byers Engineering, a MasTec company, is seeking a full-time experienced OSP Planner Engineer with strong Fiber-to-the-Home (FTTH) design experience to support the planning, engineering, and documentation of outside plant networks. The ideal candidate will have hands-on experience with desktop GIS tools (QGIS or ArcGIS Pro), a solid understanding of aerial and underground construction methods, and familiarity with right-of-way (ROW) permitting processes. This role will support network expansion projects from conceptual design through construction handoff. Essential Duties and Responsibilities: • Develop detailed OSP/FTTH designs, including fiber routing, splice plans, and network layouts. • Create and update GIS-based design maps using QGIS or ArcGIS Pro. • Evaluate field data, as-built records, and surveys to produce accurate design packages. • Apply established underground and aerial construction best practices, including NESC design considerations and ROW, easement and encroachment permitting requirement. • Review vendor/contractor deliverables for completeness and compliance with engineering standards. • FTTH – GPON Network components and various architectures (consolidated, distributed, etc.). • Maintain project documentation and ensure adherence to timelines and quality standards. Qualifications Required Skills: • 3+ years of experience in OSP Engineering, with specific experience in Fiber-to-the-Home (FTTH) network planning. • Proficiency in QGIS or ArcGIS Pro for OSP design and mapping. • Strong understanding of underground (trenching, boring, conduit systems) and aerial (pole attachments, make-ready considerations) construction methods. • Knowledge of ROW permitting, including local, state, or utility-specific requirements. • Ability to interpret utility maps, as-builts, landbase data, and field notes. • Strong communication and documentation skills. • Experience working with engineering standards, construction specifications, and OSP design guidelines. Preferred Qualifications: • Familiarity with NESC codes and local construction regulations. • Experience with fiber management systems or OSP design tools (e.g., 3-GIS, Vetro, OSPInsight). • Knowledge of municipal permitting portals and utility coordination processes. • Prior experience supporting FTTH network builds at scale. Skills: • Possess STRONG communication & PEOPLE skills • Strong language skills are required, both oral & written • Show a “sense of urgency” to get the job done to meet all due dates • Follow-up with our customer and provide a status of any and all assigned work • Proven ability to communicate effectively at multiple levels: from team members to executive management.
