This position applies analytical and technical expertise to design, implement, and maintain secure, efficient, and scalable solutions that support audit coordination, data analytics, payment integrity, and fraud risk management efforts. This role is responsible for advanced system analysis, design, development, integration, and technical advisory support, ensuring alignment with federal security standards and agency Standard Operating Procedures (SOPs). Key Responsibilities • Lead technical analysis and integration efforts, ensuring interoperability between systems and compliance with federal requirements. • Develop, test, and deploy analytics tools, dashboards, and automated reporting solutions to meet program performance goals. • Design, implement, and maintain API-based data automation processes for efficient and secure information exchange. • Perform advanced data analysis, identify patterns and anomalies, and provide recommendations to improve program efficiency and compliance. • Support fraud risk assessments and payment integrity reviews through data-driven analysis and technical solutions. • Collaborate with program managers, auditors, and security teams to ensure audit readiness and technical compliance. • Document system processes, technical specifications, and integration workflows in accordance with government standards. • Mentor junior analysts and technical staff, providing guidance on best practices and compliance requirements. Requirements Qualifications • Education: Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related discipline. Master’s degree preferred. • Experience: Minimum 8 years of relevant technical analysis and systems integration experience, with at least 5 years in a federal contracting or government environment. • Certifications: CISSP or equivalent credential preferred; other relevant certifications (Security+, AWS Certified Data Analytics, CDMP) a plus. • Demonstrated expertise in API development, data integration, and automation technologies. • Proficiency with analytics and visualization tools (Power BI, Tableau, Qlik) and related data management software. • Experience with database systems, data modeling, ETL processes, and scripting languages (Python, SQL, JavaScript). • Familiarity with federal security and compliance frameworks (FISMA, FedRAMP, NIST). • Strong analytical, communication, and technical documentation skills. This role is essential for implementing fraud risk management initiatives, supporting automation and data integration efforts, and driving process improvements across OPAC systems and operations. Key Responsibilities Fraud Risk Management • Support implementation of fraud risk management tools and techniques as outlined in the HHS Fraud Risk Management Implementation Plan. • Complete and review fraud risk exposure assessments, supporting the Fraud Risk Assessment Portal (FRAP). • Monitor FRAP, track potential improvements, and develop training/education materials. • Maintain an online Fraud Risk Management Community of Practice in SharePoint. • Assist in addressing GAO and OIG recommendations and updating policies or processes accordingly. Automation & System Enhancements • Support automation of audit coordination, single audit resolution, and payment integrity management. • Identify inefficiencies and gaps in existing processes and propose solutions. • Validate system issues and develop recommendations for resolution. • Review current processes and support the design of improved workflows and system enhancements. Meeting & Reporting Coordination • Coordinate internal/external meetings and prepare agendas, meeting notes, and presentations. • Solicit, review, and recommend updates to PaymentAccuracy.gov high-priority program pages. • Draft and review responses to OMB data calls and support the development of training materials • Review and edit improper payment reports, root cause analyses, and corrective action plans. • Track auditor documentation requests and review supporting materials. Data Integration & Analytics • Support strategic approaches to advancing analytics maturity within OPAC. • Collect and integrate data from various sources using APIs and other methods. • Analyze data for completeness, accuracy, and reliability • Identify and resolve issues related to data capture, reporting, and publishing. • Recommend and support tools for data capture, analysis, storage, and reporting. • Provide analysis and reporting expertise to support Single Audit improvements. Process Documentation & Improvement • Participate in standard/ad hoc meetings and prepare/distribute minutes. • Document current and future processes (e.g., SOPs) to support consistency and operational efficiency. • Recommend process improvements based on industry best practices. • Prepare white papers, SOPs, and project plans to support OPAC leadership decision-making. • Manage reporting submissions, ensure compliance with HHS requirements, and maintain proper documentation in HHS shared systems. • Provide weekly status reports including assignment updates, risk assessments, and recommended solutions. Key Competencies • Strong understanding of Improper Payments, Payment Integrity, and federal audit processes. • Experience with process mapping, automation, and system improvements. • Proficiency in data integration and analytics tools (e.g., APIs, Power BI, Tableau). • Excellent communication, documentation, and stakeholder coordination skills. • Ability to manage tasks in a federal compliance-driven environment.
