The position focuses on building scalable SOA-based web services, implementing secure data exchange frameworks, and supporting full lifecycle software development from design through deployment. Duties: Design, develop, test, and deploy enterprise-level Java/J2EE web applications and SOA-based services. Build and maintain secure web services leveraging Spring Security, OAuth, and OpenID Connect (OIDC) protocols. Contribute to end-to-end architecture, design, development, and delivery of secure data exchange infrastructure solutions. Develop web services using Spring Web Services and implement SOA design and integration patterns. Develop front-end components using modern frameworks such as Vue.js or Angular. Execute test plans, troubleshoot defects, and perform advanced debugging and performance optimization. Implement applications on JBoss, Tomcat, and other JEE application servers across multiple environments. Design and develop database integrations using JDBC, ORM frameworks (Hibernate/OpenJPA), and SQL with Oracle or PostgreSQL. Apply SOA governance practices including reusable module design, standards-based business objects, and code compliance reviews. Manage source code, builds, and dependencies using Git or Azure DevOps and support CI/CD processes. Develop and maintain web service and application security using Java security frameworks and best practices. Produce and contribute to system delivery and technical design specifications. Participate in all phases of the software development lifecycle including analysis, development, testing, deployment, and support. Manage individual assignments and deliverables to ensure projects are completed on schedule. Align development activities with enterprise architecture standards, principles, and frameworks. Collaborate closely with development teams and provide technical leadership during implementation efforts. Support strategic initiatives related to system enhancements and modernization efforts. Required Skills: 10+ years of experience in object-oriented development using Java/J2EE technologies. 6+ years of experience developing applications using Hibernate and Spring Boot frameworks. 6+ years of experience in web service design and development. 5+ years of experience developing front-end solutions using JavaScript, HTML5, CSS3, and modern frameworks such as Angular, React, or VueJS. 5+ years of experience working with CI/CD processes and automated deployment pipelines. Preferred Skills: Experience working with cloud technologies is highly desired.

Support and optimize complex software delivery programs by establishing and governing delivery frameworks, methodologies, and tools. | Extensive experience in PMO, software delivery, and delivery tooling, with hands-on expertise in Agile, Waterfall, Hybrid environments, and specific experience with Azure DevOps, SAP BRIM, and Microsoft Dynamics. | About the position This role serves as a senior delivery methodology and PMO leader supporting a large, complex software delivery program, with responsibility for designing, governing, and optimizing end-to-end delivery frameworks across agile, waterfall, and hybrid environments. Responsibilities • Serve as a core contributor within the Program Management Office, supporting a complex back-office software delivery program • Define, implement, govern, and continuously improve software delivery methodologies across multi-team technology initiatives • Design and manage delivery lifecycle models, including intake, planning, execution, release management, and operational transition • Establish and maintain PMO standards, playbooks, templates, and governance frameworks aligned with PMBOK, Agile, and enterprise best practices • Partner with program leadership, project managers, product owners, engineering teams, and vendors to optimize delivery outcomes • Provide hands-on coaching and training to project teams on applying delivery methodologies at scale • Collaborate with Scrum Masters to translate PMO standards into actionable delivery guardrails, including Definition of Done, sprint goals, and release criteria • Serve as a subject matter expert for Azure DevOps, defining best practices for work item hierarchy, backlog management, iteration planning, dependency tracking, and cross-team alignment • Design, govern, and maintain delivery dashboards, metrics, and reporting using Azure DevOps and Power BI • Define and standardize delivery performance metrics such as velocity, throughput, cycle time, predictability, milestone performance, and resource utilization • Conduct delivery health checks, audits, and governance reviews to ensure adherence to PMO standards and identify risks or gaps • Support program planning, forecasting, and executive reporting through integrated schedule, backlog, and performance data • Facilitate delivery governance forums, cadence reviews, and executive briefings using data-driven insights • Identify systemic delivery risks, bottlenecks, and inefficiencies and recommend process and tooling improvements • Support organizational change management and adoption of new delivery practices, tools, and standards • Ensure delivery methodologies align with enterprise architecture, operational readiness, and compliance requirements • Fully document all work products, including designs, diagrams, test artifacts, impact analyses, and lessons learned, in accordance with established templates and standards • Build and maintain effective working relationships with technology teams, business stakeholders, sponsors, and vendors • Lead and participate in project team activities related to enterprise system initiatives • Adhere to all organizational standards, policies, and procedures and perform additional duties as assigned Requirements • 10+ years of experience in PMO, program delivery, or delivery excellence roles supporting complex software initiatives • Demonstrated deep expertise in PMO methodology, complex software delivery, and delivery tooling, with a hands-on ability to collaborate effectively across cross-functional teams • Proven experience establishing delivery methodology for SAP BRIM implementation projects • Proven experience establishing delivery methodology for Microsoft Dynamics implementation projects • Strong hands-on experience delivering solutions in Agile, Waterfall, and Hybrid delivery environments • Demonstrated ability to scale delivery practices across multiple teams, vendors, and parallel workstreams • Expert-level experience with Azure DevOps (ADO), including backlog management, work item governance, dependency tracking, and delivery reporting • Demonstrated ability to translate complex PMO and software delivery methodologies into clear, practical guidance that can be understood and adopted by technical and non-technical stakeholders • Bachelor’s degree in Information Technology, Information Systems, Business Management, Engineering, or a related field, or equivalent professional experience • Lean Agile or Delivery Excellence–related certifications
