Creative Technology Solutions LLC, is seeking a highly skilled Systems Engineer (must be US Citizen) who has the business knowledge and technical expertise including software development experience, to implement strategies, evaluate technologies, and build upon an infrastructure that supports the changing needs of our customers and their mission. In this role, the Systems Engineer will design, develop, and help integrate complex work systems for every stage of a lifecycle. The ideal candidate will be able to reliably deliver mission-critical solutions, provide clients with recommendations on the best strategy to support their mission and support solutions for users that are optimized, secure and cost-effective. Objectives of this Role • Manage and monitor IT systems including infrastructure and systems installations, including configuration, testing, and maintenance • Implement and maintain strategies for development, deployment, backup, security, and redundancy • Proactively identify technical risks and issues, recommend mitigation strategies and implement solutions • Develop market analysis or analysis of alternatives to develop technical solutions and provide recommendations • Lead technology modernization efforts including utilization of innovative solutions such as RPA, AI/ML, etc. to improve and automate user workflow processes • Engage regularly with upper management, providing reports on project status, activities, and achievements Responsibilities • Communicate with executive leadership, clients and stakeholders to provide status, risks, issues and recommended strategies for systems implementations and sustainment • Implement IT solutions that meeting business mission and requirements including SLAs, cyber security and availability requirements • Develop documentation including Word, PowerPoint, Excel and Visio to support technical communication with stakeholders • Review documentation provided by third-party vendors / developers and provide feedback and recommendations • Able to install COTS/GOTS applications on Windows or Linux environments to confirm functionality and documentation including operating systems, software and scripts • Provide troubleshooting support including leading efforts across multiple teams to resolve IT issues • Test software routinely for bugs, redundancies, and security issues • Conduct high-level root-cause analysis of service interruptions and establish preventive measures Required Skills and Qualifications • U.S Citizenship • Bachelor's degree (or equivalent) in technology, information systems or computer science • 1+ year of experience in system integration or a related field • 1+ year of software development experience in .NET, Java and / or Salesforce • Experience with Windows and Linux server operating systems • Experience working in agile development utilizing processes such as Scrum and SAFe and using tools such as Jira and Serena ALM • Experience with or knowledge of programming languages and operating systems, monitoring tools, trouble ticket systems and COOP / DR solutions • Experience in managing application design and integration, and cloud computing (specifically AWS or Microsoft Azure) • Experience with system architecture and design principles Preferred Skills and Qualifications • Current Public Trust or higher clearance • 3+ years of software development experience • Experience working with application monitoring tools such as AppDynamics, Splunk and / or Microsoft System Center • Experience with Salesforce and/or OpenText products • Professional certification such as CISSP, Security+, AWS, etc.

Successful candidates will be capable of applying their experience and knowledge to create innovative Application Lifecycle Management (ALM) solutions to support both digital modernization and legacy initiatives associated with a variety of health care applications. Candidates will possess demonstrable skills in analyzing business problems, creating solutions to eliminate customer pain points as well as the ability to develop complex ALM solutions. Candidates will be expected to work with senior-level systems and software architects, engineers, and developers to gather requirements, develop and build enterprise ALM solutions based on business needs with robust testing and documentation within an agile environment. An understanding of DoD and government security standards and policies are needed to ensure all deployed changes are highly secure and available. Qualifications: 5+ years' experience in the knowledge and adoption of Serena Business Manager (SBM) ALM solutions or similar solutions (Appian, JIRA, etc.) 3+ years' experience in an ALM admin/engineer role. Ability to establish and champion SBM standards, and best practices to peers and program leaders that align with program goals. Typical Duties/Abilities: Work with Technical/Solutions Architects and Business Analysts to translate business requirements and develop consistent ALM strategies into well architected solutions. Work closely with functional team to determine feasibility of requirements and collaborate on design ideas and improvements. Taking a supporting role in collaborations between the business, architecture, development, and testing teams. Execute test plans to ensure quality delivery using test code and unit tests. Follow coding standards and participate in code reviews during projects to ensure appropriate design patterns are followed. Soft Skills Experience working with Agile methodologies (Scrum, Lean Startup, XP) and cross-functional teams (Product Owners, Scrum Masters, Developers, Designers, Business Analysts) Strong communication and collaboration skills with a track record of taking solution ownership. Possess Design Thinking certifications such as those offered through IDEO, Stanford, Cornell, MIT, or a host of other organizations. Communication skills key! Demonstrate an ability to effectively communicate with leadership and key stakeholders. Ability to articulate design and configuration choices and bring about consensus.
