Position Summary The Software Developer role supports the Marine Species Modeling Team (MSMT) within NUWC Newport’s Ranges, Engineering, and Analysis Department. This position focuses on translating complex mathematical and statistical algorithms into production‑ready Java code, maintaining alignment with engineering design standards, and ensuring algorithmic accuracy critical to environmental compliance modeling and Navy test/training operations. The role requires strong collaboration with MSMT modelers, engineers, and analysts, and includes contributing to broader acoustic modeling, signal processing, and system sustainment efforts. MSMT Modeling & Algorithm Development * Translate and implement mathematical and statistical modeling algorithms from MATLAB into optimized, production‑ready Java code * Collaborate with MSMT modelers, acoustic analysts, and senior engineers to validate algorithm behavior, integrate new modeling changes, and ensure scientific accuracy. * Apply advanced mathematical concepts—including statistics, Monte Carlo methods, signal processing, and numerical analysis—to support algorithm design, refinement, and performance optimization. * Participate in technical design discussions involving data structures, computational efficiency, and model architecture. Additional Functional Responsibilities * Develop, test, debug, and maintain NAEMO and other MSMT software components using Java and modern software engineering principles. * Utilize Linux and Windows development environments, command-line tools, and IDEs (e.g., Eclipse) to support full‑stack development workflows. * Apply industry best practices such as modular design, version control, code reviews, and unit testing to ensure reliability and maintainability. * Implement and optimize data processing routines, databases, and modeling utilities to support Navy test and training analysis. * Work within Agile and DevSecOps workflows, contributing to sprint planning, iterative software updates, and secure development pipelines. * Produce clear, well‑structured documentation, design artifacts, and software notes to support configuration management and long‑term system sustainment. Team Dynamics & Work‑Environment‑Driven Functions * Operate effectively in NUWC’s highly interactive USB workspace, maintaining productivity amid continuous discussions, fast‑moving priorities, and frequent task re‑alignment. * Engage actively with MSMT teammates via Microsoft Teams, Outlook, and other collaboration tools to support real‑time communication and coordination. * Use daily software engineering toolsets including Java SE, MATLAB, Eclipse IDE, PowerShell, Git, Spork (GitLab), Jira, Cameo Systems Modeler, and Microsoft 365 applications. * Coordinate with engineers, scientists, and analysts to clarify requirements, validate outputs, and ensure alignment between software behavior and mission needs. Required Education and Experience * Ability to obtain a DoD Secret clearance. * Bachelor’s Degree in computer science, computer engineering, or a related technical field. * Two (2) to five (5) years of professional software development experience. * Strong working knowledge of Java; familiarity with MATLAB is highly preferred. * Experience using modern development tools (Eclipse, Jira, Spork/GitLab, Git); experience with Cameo Systems Modeler is a plus. * Working knowledge of probability, statistics, and general computational concepts. * Familiarity with Agile and DevSecOps development practices. Preferred Education and Experience * Active Secret DoD clearance. * Master’s Degree in computer science, computer engineering, or a related field. * Eight (8) years of software engineering experience. * Experience supporting U.S. Navy programs, NUWC Division Newport, NAVSEA, or related DoD engineering activities—including undersea warfare systems or Navy test/training operations. * Prior military experience in modeling, simulation, training ranges, or marine species/environmental analysis. * Experience developing computational algorithms or modeling software for scientific, engineering, or research teams. * Experience collaborating with professional software engineers in Agile or DevSecOps environments. * Education or hands‑on experience demonstrating comfort with advanced mathematical concepts (statistics, Monte Carlo methods, signal processing) and core computer science topics (data structures, algorithm design). * Proficiency with Windows and Linux environments and command‑line tools. * Strong understanding of secure development workflows, version control, and modern CI/CD practices. * Relevant professional certifications such as Oracle Certified Java Developer (OCP‑JP), MATLAB Certified Programmer, Certified Scrum Developer (CSD), or CompTIA Security+ (CE). Due to the dynamic and fast-paced nature of MSMT tasking, day-to-day priorities may shift, and the employee must be able to adjust workflow in real time. Position Summary KMS solutions, LLC is seeking a highly motivated individual for an Information Systems Security Manager (ISSM) position providing senior-level cybersecurity leadership, oversight, and Risk Management Framework (RMF) support to the Naval Special Warfare (NSW) and expeditionary systems managed by PMS 340. PMS 340’s mission encompasses manned and unmanned undersea systems, surface systems, air operations, visual augmentation systems, small arms, diving systems, and Special Operations Forces (SOF) maritime capabilities. The ISSM will serve as the cybersecurity authority for PMS 340, responsible for system accreditation, cybersecurity engineering, vulnerability management, and ensuring compliance with DoD, DoN, NAVSEA, NIST, and CNSSI cybersecurity requirements. Essential Functions Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. * Lead development, maintenance, and submission of RMF accreditation packages for PMS 340 systems, ensuring compliance with DoD, DoN, NAVSEA CS‑DoN SOPs, and business rules. * Oversee cybersecurity documentation including SSPs, POA&Ms, validation procedures, and risk assessments, ensuring systems meet information assurance and security requirements. * Conduct and oversee security control assessments in accordance with NIST SP 800‑53, 800‑53A, CNSSI 1253, and RMF requirements. * Perform and direct vulnerability assessment and compliance reviews using ACAS, SCAP, and Nmap for PMS 340 systems. * Manage cybersecurity workflows and accreditation artifacts using eMASS. * Support cybersecurity Test & Evaluation phases including cooperative vulnerability identification, adversarial testing, penetration assessments, and adversarial assessments. * Identify and mitigate cybersecurity risks across PMS 340 systems; ensure risk treatment, compliance, and monitoring throughout the system lifecycle. * Coordinate cybersecurity activities across NAVSEA, NSW, SOCOM, NUWC, and other stakeholders, supporting IPTs, Working Groups, and program reviews. * Prepare cybersecurity reports, briefs, and documentation, clearly articulating cybersecurity requirements to PMO leadership and technical teams. * Provide cybersecurity guidance, engineering support, and subject matter expertise for PMS 340 systems, including undersea, maritime, surface, air, and expeditionary technologies. * Support PMS 340 leadership in ad hoc cybersecurity meetings and engagements, including those requiring travel. Required Education and Experience * Bachelor’s degree in cybersecurity, information systems, engineering, mathematics, or related discipline. * Minimum 5 years of cybersecurity or RMF-based experience supporting DoD systems. * DoD 8570.01M IAT/IAM Level II or III certification (e.g., Security+). * Operating Systems certification (Windows or Linux). * Experience with RMF, A&A processes, and cybersecurity validation of DoD IT systems. * Experience using eMASS. * Equivalent combinations of education and experience will be considered. Preferred Education and Experience * Master’s degree in cybersecurity, information systems, or engineering. * 6–8+ years of cybersecurity experience supporting DoD or Navy cybersecurity programs (NSW/SOF or undersea systems preferred). * Navy Qualified Validator (NQV). * Experience with NIST RMF, Navy cybersecurity policy, and DIACAP-to-RMF transitions. * Systems engineering or system integration experience.
