Founded in 2015 through a collaboration between Oceana, SkyTruth and Google, Global Fishing Watch uses cutting-edge technology to create open-source map visualizations, data and analysis tools that enable scientific research and drive a transformation in how we manage our ocean. Our major focus is on commercial fishing because it is the most widespread human activity at sea, the most impactful on ocean health and the most crucial for global livelihoods and food security. By 2030, we aim to monitor and visualize the impact of all human activity at sea. We believe human activity at sea should be common knowledge in order to safeguard the global ocean commons for the common good of all. The Position This is an exciting opportunity to join Global Fishing Watch and work with a dynamic international team of communications professionals at the intersection of artificial intelligence, open data, ocean protection and media engagement. The successful candidate will help turn data into stories and translate complex analyses into clear compelling narratives that engage journalists. The role seeks to advance our efforts in growing Global Fishing Watch’s media outreach capabilities and will function as the technical expert for all media relations related to Global Fishing Watch’s data and tools such as the map, Vessel Viewer and Marine Manager. The position sits within the Global Fishing Watch communications team and reports to the senior manager, communications. The role will support the delivery of Global Fishing Watch’s media outreach program, including leading quarterly in-person and virtual data journalism workshops designed to train journalists on Global Fishing Watch open data and tools for media investigations. The data analyst will also be responsible for crafting and curating the technical curriculum for these sessions as well as supporting incoming queries related to data analysis and Global Fishing Watch tools. The data analyst, media relations requires well-developed analytical skills and an understanding of data journalism and media relations. The successful candidate will equip media partners with key visualizations and evidence that can help bring transparency and accountability to human activity at sea. The position requires a range of communication skills to work effectively between media outlets, journalists and Global Fishing Watch teams. Domestic and/or international travel is anticipated with this position, with up to five trips per year. Principal Duties and Responsibilities • Provide technical support to Global Fishing Watch’s senior manager, media relations in responding to media inquiries related to analysis of data within the Global Fishing Watch map and relevant tools. • Lead the production of technical reports, visualizations and static imagery in response to media requests. • Engage with external stakeholders, including data journalists and graphic leads, and service media requests in a timely manner. • Engage with internal stakeholders, including Global Fishing Watch technical and regional teams to acquire and share datasets and technical knowledge. • Plan, curate and deliver technical trainings to media and press with the goal of encouraging uptake of Global Fishing Watch technology. • Support the senior manager, media relations with the development of media pitches that promote, evidence and help scale and Global Fishing Watch technology. • Support the communications team in drafting web and editorial content as needed. • Identify opportunities to streamline data extraction processes and improve the efficiency of media response workflows. • Other duties as assigned. About You Required • Bachelor's degree required, preferably in data analytics or other related disciplines, such as fisheries science, or equivalent professional experience. • Proven track record of independently executing data analysis projects or interactive data visualizations. • Fluency with analytical coding languages, such as R, SQL or Google BigQuery. • Experience combined with a genuine interest in working on fisheries and ocean biodiversity and marine management issues in the nonprofit and/or international sector. • Excellent written and verbal communication skills in English; strong writer familiar with Associated Press style • Experience communicating complex information to expert and non-expert audiences. • Highly organized, analytical, detail oriented and self-motivated. • Ability to work independently and asynchronously with colleagues in a global remote work environment while partnering with the manager to receive direction on core objectives. • Ability to work quickly and efficiently to a very high standard of detail. • Ability to take ownership of projects and communicate project updates to stakeholders in a transparent and proactive manner. • Ability to manage multiple priorities under tight deadlines while performing in a fast-paced, collaborative environment. • An understanding of the complexities and internal communications surrounding collaboration in a global matrix and remote organization. • Strong interpersonal skills and readiness to embrace electronic ways of remote working are required. Preferred • Master's degree in a relevant area or equivalent experience. • Experience with data journalism, storytelling, data visualization or information design and/or knowledge of the global media landscape. • Knowledge of and experience analyzing vessel tracking data, such as automatic identification system (AIS), and other satellite data sources for vessel detection including Synthetic Aperture Radar (SAR), optical imagery, and Visible Infrared Imaging Radiometer Suite (VIIRS). • Experience analyzing vessel tracking, identity and activity data using SQL, Google BigQuery and/or R programming software. • Experience working with and an understanding of fisheries compliance and/or monitoring, control and surveillance operations. • Experience as a trainer is desired. • Knowledge of Spanish and/or other languages is preferred. Compensation: A compensation range for this position is US$ 80-95k per year for US-based employees, CAD 135-145k for Canada based, GBP 55-63k for UK based, EUR 65-75k for Ireland, and XOF 35-40m for Senegal based. Compensation is commensurate with experience and will vary depending on the hired candidate’s country of residence, in accordance with local laws and regulations. By creating and publicly sharing map visualizations, data, and analysis tools, we aim to enable scientific research and transform the way our ocean is managed. We believe human activity at sea should be public knowledge to safeguard the global ocean for the common good of all. Background We are seeking a qualified fisheries Monitoring, Control and Surveillance (MCS) and legal expert to develop a comprehensive training module that will supplement our existing course on Applying Open Data and Technology for Effective MCS. The module will focus specifically on the use of vessel tracking data in legal proceedings and illegal, unreported, and unregulated (IUU) fishing investigations. This new module will be integrated into our current capacity development program for fisheries enforcement officers, legal professionals, and compliance personnel working in marine resource management. Deliverables The consultant will deliver the following: • Development of a standalone training module (4-6 hours) covering the effective use of vessel tracking data, in fisheries enforcement and legal contexts. • A presentation of the training package given to Global Fishing Watch staff Module content requirements Detailed content areas will be developed to achieve the following learning objectives: After taking this module, trainees will be able to: • Recall example national regulatory frameworks governing the admissibility of electronic monitoring evidence • Understand the legal admissibility requirements for electronic monitoring evidence • Recognize general practices of data flow, from capture to storage and analysis. • Clarify general roles and responsibilities for data review and validation • Analyze tracking data to identify potential fishing violations (fishing, fishing-related activities such as transshipment) • Plan and manage a case - by collecting, preserving, and documenting vessel tracking data for investigations • Present tracking data evidence effectively in legal proceedings, highlighting key data components and competencies of personnel giving evidence. • Communicate in an accessible manner how vessel tracking systems work, when and why they should be relied upon and present key moments in time relative to violative behaviour to explain what a track shows Deliverable specifications Training materials • Training facilitator session plan: comprehensive teaching notes, timing guide, and facilitation tips • Participant workbook: containing exercises, templates, and written reference material • Presentation material: professional slide deck (Google Slides format) with speaker notes, content of both align with the written reference material in the participant workbook • Interactive exercises: 3-5 hands-on activities using sample cases • Assessment tools: knowledge check quiz questions • Resource library: a glossary, legal references, a quick reference guide for analysing vessel tracks, and additional reading material • Module pre-requisites: list of required prior knowledge, skills, or materials for participants Format requirements • Written in English using Google Workspace tools (Google Docs, Slides, etc) • Materials suitable for live in-person or virtual delivery • Modular approach to allow for flexible scheduling (half or full day option) • Culturally neutral and globally relevant content, with specific areas designed to be adapted for a culturally responsive delivery that is locally relevant • Professional layout and design consistent with adult learning principles, organisational brand guidelines, and existing course content The training module will be delivered by Global Fishing Watch staff and shared with trainees. POC: Adel Heenan The proposal should consist of: • A CV and cover letter with requested education, and training credentials and a description of past fisheries MCS, and training experience • A list of all staff members working on the consultancy if more than one and their CVs • A narrative proposal outlining how the provider intends to fulfil the deliverables outlined in the previous section.
