Gilead Sciences is seeking a dynamic and detail-oriented professional to lead our Political Action Committee (PAC) operations and support federal and state Government Affairs efforts. This role reports directly to the Vice President, Federal Government Affairs and is responsible for designing and executing strategies to expand the PAC and ensure compliance with all federal and state regulations governing political contributions. The PAC Director will be responsible for PAC management and compliance activities, coordinating employee solicitations and outreach, and collaborating with both internal cross-functional partners and external trade associations. The Director will also manage the Federal Government Affairs annual budget, supervise disbursements and collaborate with state government affairs, legal and finance cross functional partners on internal budget processes. Key Responsibilities · Work with executive leaders and consultants to develop and implement strategies to increase employee engagement and expand participation in the Gilead PAC, including PAC campaigns, employee solicitations, enhanced communications with employees and PAC ambassador programs. · Prepare meeting agendas, performance reports, KPI dashboards and recommendations on marketing, fundraising and disbursement strategies for the Gilead PAC Board. · Draft PAC communications, including newsletters, presentation materials, and intranet content. · Manage day-to-day PAC operations, including overseeing donor database, disbursements, governance, and vendors. · Supervise PAC budget, track expenditures and direct engagement with financial institutions. · Prepare and file relevant compliance materials, including FEC and applicable state reports; collaborate with legal partners and outside counsel to ensure adherence to campaign-finance, pay-to-play, and ethics rules. · Work with consultants and law firms to ensure compliance with lobbying disclosure requirements. · Represent Gilead PAC at political events and fundraisers (may require travel and evening/weekend availability). · Collaborate with Government Affairs leadership on strategic initiatives to improve engagement with federal and state lawmakers. Qualifications · 12 years of relevant experience with a Bachelor’s degree in Political Science, Communications, Public Policy, or related field or 10 years related experience with a master's degree in these fields. · 6–8+ years in PAC management, political compliance, or campaign/committee operations (corporate PAC experience preferred). · Experience collaborating with federal/state lobbying teams and aligning PAC giving with corporate policy priorities. · Knowledge of FEC regulations and state/local campaign-finance rules; proficiency with PAC databases and reporting tools. · Strong project management and stakeholder engagement skills; ability to exercise sound judgment in dynamic political environments. · Excellent written and verbal communication skills. · Data visualization and analytics skills for PAC performance reporting and forecasting. · Experience working with Excel and cloud based systems to manage accounting, budget and financial processes. · Proficiency in Microsoft Office Suite (Word, PowerPoint, Outlook). · Location: Washington, DC (In-office position), with occasional travel and evening/weekend events. The Associate Director of U.S. Virology Strategy and Policy will conduct policy analysis and research, build evidence-based messaging and argumentation, inform and develop policy and advocacy materials for internal and external audiences, and serve as a resource to therapeutic area (TA) policy leadership regarding U.S. government policies that impact patient access to Gilead’s innovative virology medicines. Job Description This is an opportunity to work in a dynamic role to support the clinical development of novel drugs for viral infectious diseases for children. The Executive Director, Clinical Development, will provide expertise in pediatric drug development and oversee the design, conduct, and evaluation of Phase 1, 2, and 3 clinical trials. You will liaise robustly with the Gilead Asset Teams and support the Pediatric Development Leads as they liase with the Development Evidence Teams. Additional leadership or oversight responsibilities include, but are not limited to, clinical development inputs into regulatory documentation, publications, and scientific presentations. Job Description This is an opportunity to work in a dynamic role to support the clinical development of novel drugs for viral infectious diseases for children. The Executive Director, Clinical Development, will provide expertise in pediatric drug development and oversee the design, conduct, and evaluation of Phase 1, 2, and 3 clinical trials. You will lead a portfolio of pediatric programs in virology clinical development for HIV treatment and PrEP, viral hepatitis, viral respiratory diseases, and other antiviral indications. You will supervise Pediatric Development Leads across the assigned project portfolio. You will be accountable for the design, conduct, evaluation, close-out and reporting of clinical trials across your project portfolio. MINIMUM EDUCATION & EXPERIENCE MD or equivalent with 8+ years’ experience OR MS, PharmD or PhD in clinical research or clinical pharmacology with 14+ years’ experience in drug development in the biopharma industry Experience in pediatric drug development is strongly preferred; experience performing clinical research studies in HIV treatment or prevention, viral hepatitis, respiratory or other viral diseases is also an asset. Extensive experience leading high-complexity cross-functional drug development strategies and plans, including short- and long-range strategic planning, governance, and oversight. Extensive experience taking the lead on clinical study plans, protocol design, regulatory filings, clinical publications, and presentations. Understanding of Clinical Pharmacology/Clinical Pharmacokinetics principles and familiarity with using modeling and simulation to support pediatric drug development Line management (direct reports) experience of at least 5+ years in in drug development in the biopharma industry is required. Extensive experience interacting with and presenting to executives is strongly preferred. KNOWLEDGE & OTHER REQUIREMENTS Has an expert-level of knowledge of drug development, as evidenced by proven track record in setting short- and long-range drug development strategies and plans. Leadership experience with cross-funcational organizations and strong EQ. Has thorough understanding of pharmaceutical regulatory requirements for pediatric drug development globally and impact on development and execution of clinical trials. Job Description Position Overview The Executive Director, Global Commercial Product Strategy for Lenacapavir for Prevention is responsible for shaping and leading the global commercial vision, strategy, and execution for one of Gilead’s most important long-acting‑ HIV prevention portfolio. This leader will oversee global commercial launch of lenacapavir for HIV prevention and guide early commercial planning for future lenacapavir prevention assets in the pipeline. The role drives cross functional‑ alignment, regional partnership, market development, and launch excellence to enable sustained global growth. This position requires a strategic, collaborative leader with deep global commercial expertise, strong cross‑functional leadership capabilities, and a passion for advancing HIV prevention worldwide. Key Responsibilities Global Strategy & Leadership • Lead a cross-geography commercialization strategy and execution team to define and deliver the global commercial vision, ‑long range‑ strategy, and integrated annual plans for the lenacapavir prevention portfolio. • Serve as Commercialization Team Leader, enabling decision making‑ across Medical Affairs, Clinical Development, Value & Access, Public Affairs, Government Affairs, Regulatory, Legal, and Insights partners. • Lead the development of the Indication Strategic Plan (ISP) and Global Plan of Action (GPOA), ensuring clear linkage to regional and country HIV prevention plans. Leadership & People Development • Lead, coach, and develop a high performing global team, fostering a culture of inclusion, accountability, collaboration, and innovation‑. • Manage and shape external partnerships, agency relationships, and global marketing investments. Evidence, Lifecycle & Portfolio Strategy • Provide commercial leadership into clinical development, lifecycle planning, evidence generation, and publication strategy to support future label, payer, and customer needs. • Contribute to long‑range planning, scenario planning, asset valuation, and enterprise strategy discussions. Executive Reporting & Enterprise Contribution • Develop executive level‑ materials for Earnings Calls, LE guidance, long range‑ plan (LRP), governance forums, and strategic reviews. • Represent Global Commercial Strategy in enterprise initiatives related to HIV, prevention, long-acting platforms, and access expansion. Qualifications Required • 15+ years of biopharmaceutical commercial experience, including extensive global or regional strategy leadership. • Proven experience leading cross functional teams and influencing‑ senior executive levels. • Experience working within or across multiple key markets • Demonstrated success in global launch planning, market development, or brand strategy for specialty or prevention focused‑ therapeutics. • Strong strategic thinking, analytical skills, and ability to translate insights into actionable strategies. • Excellent leadership, communication, and stakeholder management‑ capabilities. Preferred • HIV, infectious disease, or prevention ecosystem experience. • Consumer/Direct to Consumer experience. • Prior responsibility for evidence strategy, lifecycle planning, or shaping policy/market access environments. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
