DUTIES & RESPONSIBILITIES: • Lead planning and preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract(s). Influence contract acquisitions, negotiations and modifications. • Responsible for the planning, managing and technical performance of one or more Research and Development (R&D) program(s) or tasks contained at a single location. • Manage all phases of the program(s) from conceptualization through completion, including acquisition, planning, and managing technical performance to ensure quality, business, and financial objectives are attained. • Lead cross functional technical team and diverse support team from a matrixed organization to meet program requirements and business processes. • Apply innovative technology and creative solutions to solve customer’s technical challenges. • Participate with engineering to establish design concepts, criteria, and engineering efforts for product research, development, testing, and integration. • Ensure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent. • Interact with internal and external stakeholders at various levels concerning resolution of technical and scheduling issues. • Act as the primary contact for program activities, business processes, and lead program reviews to include cost, schedule, and technical performance. • Manage the development of and ensure the security of proprietary technology, and maintain the strict confidentiality of sensitive information. • Manage and maintain Bid and Proposal (B&P), Independent Research and Development (IRAD) and capital budgets. • Monitor, manage and ensure compliance to the At-Risk process for QRC Programs • Participate with technical staff and/or Division/Group executive management to develop and implement current, annual, and long-term technical, schedule, quality, business, and financial objectives for the program(s). Reviews, evaluates, and approves purchase requisitions, transfer of stock, shortages, and expedites. Interacts with all levels of employees and external customers, including purchasing, production planning, warehouse, contracts, engineering, and manufacturing to ensure project and production requirements are met on schedule and within budget. This position involves the exercise of independent judgment and discretion about matters of significance. DUTIES AND RESPONSIBILITIES: • Reviews, evaluates and approves MRP requirements, purchase requisitions, and inventory transfers to ensure project and production requirements are met. Reviews cycle count results and resolves inventory discrepancies. • Analyzes and resolves routine and non-routine obsolete and excess inventory issues.
