This role sits at the intersection of proposal strategy, technical solutioning, and program design, as well as ensuring offerings are compliant, compelling, and aligned to both FEDSIM acquisition expectations and the customer agency’s mission outcomes.   The Senior Proposal Manager, FEDSIM partners closely with capture managers, solution architects, proposal managers, technical SMEs, contracts, subcontracts, operations, graphics, and pricing to translate customer needs into an integrated, executable solution that scores well under FEDSIM evaluation criteria.   Responsibilities: Proposal Management and Architecture * Lead the end-to-end proposal development process for large-scale, complex AAS-FEDSIM opportunities, ensuring compliance and clarity in technical, management, staffing, and governance submissions. * Translate FEDSIM RFP requirements into a cohesive, compliant response framework * Ensure alignment across volumes (Technical, Management, Transition, Staffing, Corporate Experience, KPMQs, and Cost/Price) FEDSIM-Specific Expertise * Mature ECS’ FEDSIM response capability as a Proposal Organization’s Center of Excellence (COE), championing new strategies and processes to create best practices for the company’s FEDSIM opportunities. * Interpret and apply FEDSIM acquisition strategies, evaluation criteria, and compliance requirements * Design solutions aligned to GSA contract vehicles (e.g., Alliant, OASIS, etc.) * Account for multi-stakeholder environments (FEDSIM + customer agency) Collaboration & Leadership * Partner with Capture Managers during pre-RFP and shaping activities * Lead storyboarding sessions, and pink/red team preparations * Guide SMEs to ensure inputs are consistent, concise, and evaluation-focused * Support proposal reviews and address evaluator risks and weaknesses * Provide coaching and mentoring to writers and leads, reinforcing best practices for FEDSIM oral presentations and technical challenges. * Collaborate with ECS’ GWAC and IDIQ Center PMO and Contracts Department to shape, manage, and anticipate GSA AAS pipeline of opportunities. ECS is responsible for designing, building, deploying, operating, and maintaining a complete ‘Data Services’ solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. This position will work as part of an agile development team to conduct systems design, analysis, and development of the solution.   We are seeking a problem solver, who enjoys the challenge of tackling technical tasks and problems with little oversight, and connecting dots to think at the broader, solution level.  A strong desire and aptitude for learning is a must - our solution is rapidly evolving, along with new requirements, technologies, and the threat landscape.  Successful candidates will have demonstrated experience writing well-structured Python code using best practices to deliver enterprise-level applications.
