The role involves evaluating contractor performance, planning maintenance for naval ships, and supporting naval vessel overhauls. | Requires evaluating contractor performance, planning maintenance, and specialized experience in naval ship maintenance, which are not reflected in your administrative background. | Duties • You will develop goals and objectives that are assigned to subordinates based on priorities and considering the experience required and the capabilities of the assigned employees. • You will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. • You will take corrective actions to eliminate conflicts and prevent work stoppages. • You will identify employee developmental needs and provide or arrange for training, both formal and on-the-job, to maintain and improve job performance. • You will promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA). Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating contractor performance and quality, and planning of maintenance availabilities (e.g., cost, schedule, materials, quality) supporting maintenance or overhaul of naval ships and vessels. Assists command in achieving quality K-12 options. • Ensures the development and implementation of a comprehensive training program for CYP staff and CDH providers to ensure the operation of developmentally appropriate programs and to provide opportunities for professional growth. • Ensures the implementation of a comprehensive child abuse and neglect recognition and prevention program. • Establishes and implements policies pertaining to the admittance of children with special needs to centers and/or homes, including handicapped children and children with chronic illness. • Develops and implements long and short range operational and facility plans. • Responsible for the completion and submittal of all regularly scheduled program reports and the development, execution and evaluation. • Studies needs and develops, adapts, and expands program activities to meet changes in program requirements and/or specific situations. Budgeting and Financial Management • Develops and establishes the Region's CYP Non-appropriated fund (NAF) and Appropriated Fund (APF) budgets including CDC, CDH, SAC, YP and R&R budgets. • Analyzes financial data, reviews budgets, and submits reports and recommendations. • Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. • Conducts on-going reviews of financial CYP overall financial status, analyzes and takes corrective action as necessary to ensure the financial soundness of the overall CYP, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Personnel Management • Provides for adequate staffing, effective training and appropriate supervision of all CY Programs in the Region. • Exercises direct supervision over Regional CYP Directors, Regional Resource and Referral Director, other regional CYP positions and indirectly a staff of professional, technical and skilled and unskilled employees. • Ensures proper and timely initiation and implementation of all personnel actions and assures quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. • Evaluates personnel performance, recommends appropriate personnel actions, and initiates disciplinary action as necessary. • Coordinates suspected child abuse reports in accordance with established policies and continues with follow up on all reports until closed by investigating agency. • Supports and carries out all established EEO objectives and policies in matters of personnel management and supervision and communicates support of these policies to CYP employees. Policies and Procedures • Responsible for maintenance, security, and safety of all records, reports, files and information for the region and ensures all applicable Navy assets and interests are protected. • Continuously evaluates management procedures and programs by analysis of financial plans and projections of the various services and activities, analysis of inspection reports, auditing and accounting inspections/visits and by personal visits to activities under the cognizance of Commander Navy Installations Command (CNIC) or other Department of Defense (DoD) components. Communication • Represents Commander Naval Region (CNR) Program Manager at military and civilian community conferences or meetings at various locations in relation to regional child and youth programs and services. • Serves as liaison to local institutions, community and state colleges, State and Federal agencies, national organizations, departments, command and echelons of higher authority to obtain assistance and ensure maintenance of state of the art programs. • Serves as a member of the Regional Advisory Board (RAB). As a member of the RAB, responsible for communicating information between CNIC and the CY program directors within their region. • Maintains liaison and communications with other Fleet & Family Readiness Programs, regional headquarters, CNIC, and echelons of higher authority through informal correspondence and personal contact as an advisor on matters of child and youth nature. • Originates and/or reviews official and unofficial correspondence pertaining to the CDC, CDH, SAC, YP and R&R program and reviews and releases technical and administrative reports as required. Compliance • Ensures compliance with fire, safety, sanitation and security regulations. • Responsible for coordinating and maintaining documentation of program inspections in accordance with cited regulations. • Ensures timely corrective action necessary to obtain and retain DoD Certification. Qualifications Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Appropriate education and 3 years of specialized experience in professional management, financial management and administration. Extensive knowledge of budgeting, financial management and planning and a working knowledge of project planning and initiation including knowledge of construction and special projects. In-depth knowledge and background in child and youth development programs and services including principles, practices and techniques of early childhood and youth development. Knowledge of facility design, functional use and maintenance concepts, and other regulations and instructions relative to military CDC, CDH, SAC, and Youth programming, in addition to R&R services. Knowledge of EEO program and objectives. Skill to lead and influence the actions of others in obtaining cooperation and assistance to accomplish the CYP mission. Skill in program planning and projection, organizing, management, and administration to devise and carry out the variety of exceptionally complex program components and services in the Region. Ability to supervise others, exercise sound business skills, and provide positive personnel management. Ability to formulate management techniques or practices to accommodate unique or special problems or situations related to the CYP. Ability to conduct comprehensive analysis of organizational structures, methods, and procedures. Ability to negotiate agreements, settle disputes, obtain and maintain good relations, ensure bargaining in good faith is recognized and accepted by labor units. Ability to communicate in English, both orally and in writing, and possess strong interpersonal communication skills. Education 4-year degree in field related to business management, school administration, leadership and management, early childhood management or communication AND a minimum of 3 years of professional management, financial management and administrative experience. • Transcripts must be included with application for consideration* Additional information Executive Order 12564 requires a Federal workplace free of illegal drugs. Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test. All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05. Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
