Designing and developing organizational information systems with a focus on security and legacy system upgrades. | Requires 10+ years in full lifecycle web applications, experience with Cold Fusion, JavaScript, HTML, SQL, and active security certifications. | About the role Concept Plus is seeking a Sr. Software Developer/Engineer/Programmer to be an integral part of the development team (e.g., integrated project team) designing and developing organizational information systems or upgrading legacy systems. What you'll do Capture and refine information security requirements and ensure requirements are effectively integrated into IT products and information systems through purposeful security architecting, design, development, and configuration. Employ best practices when implementing security controls within an information system including software engineering methodologies, system/security engineering methodologies, system/security engineering principles, secure design, secure architecture, and secure coding techniques. Coordinate security-related activities with positions identified in the process including but not limited to Information Security Architects (ISA), Senior Information Security Officers (SISO), Information System Owners (ISO), Common Control Providers (CCP), Information System Security Managers (ISSM), and Information System Security Officers (ISSO). Support of the following systems: Attain and maintain DoD IAT Level 2 certification prior to gaining system access. Code review is intended to find and fix mistakes and flaws that were overlooked in the initial development of client systems. In addition, the code review is intended to check and validate the adherence of coding standards, the quality of the comments, and consistency of the overall design. This will directly improve the overall quality of the software. Web-based application to check for end-of-life software and ensure record management of support agreements are in-place for major system software components. Qualifications US Citizen Active Secret Clearance IAT Level II Certification (i.e. CompTIA Security+ Certification) Required Minimum of ten (10) years’ practical in full life cycle web-applications and software development (i.e. software programming/coding, software modification, database management & analysis) and tailored system sustainment. Minimum five (5) years’ practical software experience in Microsoft IIS Web Server, Cold Fusion language, Java Script, Hypertext Markup Language (HTML) and Structured Query Language (SQL). Lead and manage enterprise transition projects for military human resource management, ensuring compliance and effective implementation. | Must have 10+ years of project management experience, PMP certification, expertise in Agile, and military HR project experience. | About the role Concept Plus is seeking a Program Manager (PM) as the single management lead and the technical lead to serve as the primary interface with a federal client and shall attend status meetings and ad hoc meetings with stakeholders as required, accompanied by the technical lead when necessary. The PM will ensure that all work on this contract complies with contract terms and conditions. What you'll do Ensure overall productivity and operational effectiveness through continuous improvement and utilization of resources and assets. Ensure compliance with federal government regulations and mandates. Ensure flexibility and agility of systems to adapt quickly and cost-effectively to support changes in business mission and operational environment. Prevent IT obsolescence, reduce IT maintenance & operations costs, and free-up budget resources for investing in new IT projects and capabilities. The PM will schedule a weekly meeting, along with a weekly DevSecOps meeting, with the development team, helpdesk, and government client to review status of builds, bug fixes and enhancements. Strong verbal, written, organizational and documentation skills. Qualifications US Citizen Secret Clearance required. Must have master’s degree (or MBA) in strategic/change management, business administration or equivalent. Project Management Professional (PMP) certification. A Minimum of ten (10) years’ practical and professional experience in project management to include enterprise transition planning and implementation as it relates to military human resource management in the areas of organization, leadership, personnel, and facilities.
