The Children’s Services Department launched inaugural programming to serve unaccompanied children in 2021. In 2025, in partnership with the Office of Refugee Resettlement (ORR), CWS provides home study and post release services throughout the United States. Purpose The Program Manager, HSPRS, is a key member of the Program Implementation team. This position is responsible for managing program delivery and directly supervising a team of geographically disbursed case managers whose primary responsibility is conducting Post Release Services (Level 1 and 2) and Home Studies as assigned. The Program Manager is responsible to ensure a high performing and well-supported team. This position is responsible to promote service delivery that is trauma-informed, strengths-based and culturally and linguistically appropriate, while maintaining compliance with core policies and procedures. The position is also responsible to engage with community stakeholders to promote effective relationships that facilitate access to resources for clients. Responsibilities Program Implementation Maintain up-to-date knowledge on ORR Policy and Procedures and CWS policies and procedures. Ensures compliance as it relates to the delivery of Post Release Services and home studies (as assigned) with attention to timeliness and accuracy of core service delivery. Manages the oversight of virtual and in-person PRS services. Manages the oversight of home studies, as assigned. Supports team to reach capacity goals, assign and manage caseloads. Reviews and approves all PRS reports in a timely manner and ensures quality of care to clients. Ensures timely submission of required Notices of Concerns, reports and other documentation to the donor. Supports staff in responding appropriately to crisis situations (abuse, trafficking, exploitation, etc.) that arise and seeks technical support as needed. Identifies and reports trends in service delivery. Actively participates in network meetings and activities and contributes to content creation that is responsive to client needs and trends. Ensures staff meet donor requirements and satisfactory completion of required trainings. Contributes content to training and standard operating procedures and socializes changes timely to ensure compliance with ORR and CWS expectations. Conducts monitoring efforts for core service delivery and leads the response efforts to address gaps in compliance that may arise. Prepares for monitoring by CWS and ORR and responds accordingly to monitoring reports and corrective actions, as needed. Works collaboratively with HSPRS team to create and implement continuous quality improvement initiatives. Provides data for quarterly and annual reporting to the donor. Community Engagement: Oversees resource linkage and ensures resources are viable and relevant Elevates the visibility of the HSPRS program within the local communities in the areas of their geographic responsibility to increase access to supportive services for clients Conducts outreach and education among local service providers and systems to improve awareness and understanding of population and PRS services. People Management: Promotes positive team morale, staff safety and well-being. Provides direct supervision to a team of 8-10 Case Managers and creates opportunities for mutual sharing of expertise across teams. Supports direct reports to create goals, learning and development and manage performance. Leads hiring efforts for vacant positions as needs arise. Other: Serves as a mandated reporter and ensure reporting of suspected abuse or neglect in accordance with CWS policies and procedures. Other duties as assigned. Qualifications Education/Certifications Bachelor’s degree in social work, psychology, sociology, or other relevant behavioral science fields required. Master’s degree in social work, psychology, sociology, or other relevant behavioral science highly preferred. Licensed or license eligible highly preferred but not required. Experience Minimum 3 years of experience conducting home studies and writing assessment reports, working with children and youth, family reunification/ preservation, and or foster care/child welfare and previous work experience and interest working with foreign born populations is required. Minimum 1 year of prior supervisory experience required. Experience supervising large teams geographically disbursed highly preferred. Demonstrated experience building and maintaining external partnerships required. Skills Fluency in written and verbal English and Spanish required Superior written and verbal communication skills. Purpose The Program Officer, Supplemental PC Programs is responsible for assisting with the delivery of high-quality resettlement and integration services for refugee populations, served through the Preferred Communities Supplemental Programs across the CWS affiliate network. This position has responsibilities assisting primarily with the programmatic implementation and compliance of the Preferred Communities Programs. This position also has responsibilities related to monitoring, data collection and analysis, program development, training, technical assistance and proposal and report writing. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to carry assignments through to completion. Domestic travel is required. This position is anticipated to be funded through September 29, 2026 with possibility of extension pending funding availability. Responsibilities Essential Duties: Maintain up-to-date self-education about resettlement and integration programs and develop specific expertise in the Supplemental PC Programs. Ensure other unit colleagues are informed as appropriate. Regularly review PC, MG and R&P policies, forms, and manuals in order to stay abreast of changes in program implementation. Review, compile and analyze narrative and data reports submitted by implementing sites for submission to ORR In collaboration with colleagues, develop and provide needs-based technical assistance and training; this may be provided through e-learning modules, webinars, in-person trainings, communities of practice and one-on-one phone calls. In coordination with supervisor, analyze funding guidelines to ensure agency compliance; as necessary, assist in the development or revision of CWS policies, standard operating procedures, and training materials to ensure high quality service provision by CWS affiliates. Contribute to the development of the CWS PC proposals and other proposals related to resettlement and integration when requested. In collaboration with supervisor and colleagues, review affiliate proposal budgets and written narratives. Contribute to required PC semi-annual and annual narrative and monthly data reports and other reports as requested. Maintain day-to-day contact and provide technical assistance to an assigned portfolio of affiliates on overall PC program implementation and services to PC populations, particularly for clients enrolled in PC Supplemental Programs. Utilize established indicators and develop additional indicators, where appropriate, to measure achievement and evaluate outcomes; through regular review of qualitative and quantitative data, identify program trends, promising practices and areas for improvement and make recommendations for program development and enhancement; assist CWS HQ colleagues in assembling outcomes reports for CWS affiliate staff knowledge. Support supervisor with development and curation of tools, resources and trainings on themes relevant to the CWS network. Provide ongoing training to the CWS network regarding Preferred Communities reporting, compliance, program management, database use, best practices in generating matching funds, and other key PC or Integration topic areas. As needed, conduct desktop, on-site and ongoing monitoring of affiliates and sub-offices for compliance with resettlement and integration program requirements. Assist with implementation and overall compliance of the Preferred Communities Programs in consultation with supervisor, including evaluation of programmatic changes and review of impacts to the grant. Assist with grant writing, reporting, data collection, and PC affiliate budget reviews for Preferred Communities semi-annual and annual reports and for responses to annual federal requests for proposals. Regularly review statistical reports to analyze data trends and respond appropriately. Assist with planning, preparation, and implementation at CWS conferences and training events. Present at conferences when requested. As needed, train and guide program monitors to assess compliance and support successful implementation of PC Supplemental programs. As requested, represent CWS at internal and external conferences, meetings, committees and working groups with CWS colleagues, national Resettlement Agencies, federal partners, and other stakeholders. This position is an integral team member supporting CWS to meet annual case acceptance goals. The positions primary responsibility is to accept Home Study and Post Release Service cases from the U.S. Government database and assign referrals to direct service staff and management across CWS’ HSPRS Network. Case Acceptance includes internal and external case transfers. This role is also responsible to complete administrative functions that range from data entry and data tracking in CWS and U.S. databases, tracking key sets of data, contributing data for reports and compliance activities. In addition to close collaboration with the direct services team, the Associate will work in close collaboration with the HSPRS Deputy Director, Monitoring and Evaluation to contribute to quality assurance activities which include contacting clients about their service delivery experience. Responsibilities Case Acceptance and Data Activities: Maintain up-to-date knowledge of ORR’s referral trends, priorities and requirements and CWS’ HSPRS network capacity and geographic priorities. Applies this knowledge when accepting, assigning and transferring cases. Remains nimble to shifting priorities and urgent requests from ORR and CWS. Maintains up-to-date knowledge on CWS and ORR guidelines and criteria and adapts quickly to changes in policy. Completes daily case acceptance activities. Purpose The Manager of the Executive Office operationalizes the Chief Executive Officer's strategic objectives. Working hand in hand with the CEO and Chief of Staff, the Manager leads internal cohesion initiatives, invests in alignment with senior leadership across the organization and serves as the voice of the organization and its leaders both internally and externally. The person in this role is also a champion of the CWS staff and their priorities, communicating emerging needs and concerns with the Executive Leadership Team for consideration and action. Responsibilities Executive Communications The Communications Manager of the Executive Office will: • Serve as the voice of the Chief Executive Officer including: • Drafting mass internal emails. • Drafting letters from the CEO for resources such as the Annual Report, staff handbook and funds development assets. • Curating and crafting talking points for CEO engagements. • Reviewing and copyediting CEO Reports to the Board. • Creating visuals for CEO presentations. • Reviewing and/or approving public statements crafted by other staff and attributed to the CEO to ensure alignment of voice and messaging. • Create and execute an annual CEO communications plan to maximize his strategic public presence. • Represent the CEO and Executive Office in working groups and other internal settings. • Participate in CEO projects by keeping notes, establishing timelines or managing projects. • Serve as the written voice of members of the Executive Leadership Team when appropriate to support mass internal communication. Internal Communications The Manager of the Executive Office will: • Craft and maintain guidelines for internal communications, including mass calendar invitations, internal mass emails and virtual meeting logistics. • Support Executive Leadership Team members to send all-staff emails when needed. • Convene town halls and other all-staff calls, including scheduling, managing invitations and providing technical support. • Support the Chief of Staff in employee care initiatives. • Assist the Chief of Staff in communication and logistics related to Governance and Covenant member reports, meetings and convenings. • Schedule and convene the Tour of Teams. • Manage the State of Play planning team. • Curate and design the quarter Accomplishments newsletter for staff. • Maintain the Executive Office presence on the CWS intranet. • Offer support and technical expertise to other teams in setting their internal integration priorities and strategies. • Maintain positive relationships with senior leadership and staff across the organization. Other Responsibilities The Communications Manager of the Executive Office will: • Assist the Chief of Staff in projects as assigned. • Support the Chief of Staff in Executive Leadership Team communications. • Support the Chief Operations Officer to manage the Senior Leadership Team. • Collaborate with teams across the organization, including most prominently the Human Resources team, to improve employee onboarding and create opportunities for staff to engage with each other and with organizational leadership. • Continually seek out new ways to build organizational cohesion and culture. • Schedule and support planning of in-person CWS leadership meetings. • Support teams across the organization to build and maintain their sections of the CWS intranet. • This role also includes other duties as assigned. Qualifications Education: A Bachelor's degree or equivalent is required, ideally in nonprofit management, communications or international relations. Experience: • Seven years of experience with a nonprofit organization's communication strategy is required. • Extensive experience understanding and quickly adapting to the organizational structure and communication flow is essential. • The ability to build a positive working relationship with the CWS CEO and Chief of Staff is essential. • Experience working with colleagues from across time zones and cultures is required. • Experience working with a remote supervisor is preferred. • Experience and comfort with the following platforms are required: • Microsoft PowerPoint (or similar platforms including Canva or Sway). • The rest of the Office Suite (Word, Excel, Outlook). • Experience and comfort with the following platforms are preferred: • Adobe Illustrator • Adobe InDesign • Adobe Premiere Pro • Experience in social media management is preferred. • Experience managing staff is preferred. Skills and qualities: • This position will be remote with a remote supervisor. Special Requirements • This position will require travel within the United States a few times a year. • This position will require occasional travel outside of the United States. • This position will require occasional meetings outside of working hours. • The person in this position must be able to work with sensitive information and maintain confidentiality. • This position can be hybrid or remote within the United States.
