Job Summary The Transit Service Manager, Light Rail oversees and coordinates the daily activities of Light Rail Vehicle Operators within the MetroLink Operations division. This position provides leadership, guidance, and support to ensure safe, reliable, and efficient rail service. Job Responsibilities • Reviews and assesses daily operating activities, recommending improvements to enhance service efficiency, including during special events. • Prepares comprehensive daily reports covering attendance, absenteeism, on‑time performance, and security and fare enforcement coverage. • Produces incident and special reports related to train service activities, including safety issues, vehicle accidents, and employee or passenger injuries. • Conducts investigations into accidents and customer complaints. • Monitors stations, platforms, elevators, escalators, emergency telephones, and ticket vending machines, reporting defects and responding to emergency alarms. • Trains employees on operating procedures, equipment usage, and emergency protocols. • Plans, directs, coordinates, and oversees the work of employees within the section, preparing periodic observation reports. • Ensures non‑Metro personnel comply with safety standards and rules. • Reports delays and operational problems promptly and take corrective action to maintain schedules and service reliability. • Assists passengers and ensures the delivery of safe, efficient, and courteous service. • Conducts grievance hearings in accordance with applicable labor agreements. • Develops and implements procedures and schedules governing light rail operator activities. • Supports the development of performance standards and evaluates employee productivity against established metrics. • Assists in preparing safety procedures, operational rules, and regulations. • Participates in emergency response involving vehicles, equipment, or passengers, notifying appropriate personnel. • Supports emergency passenger accommodations by operating commercial passenger vehicles to provide public transit services. Knowledge, Skills, and Abilities • Ability to learn the daily operations of a light rail system, including the collective bargaining agreement governing LRV Operators, safety regulations, agency policies, operating schedules, and fare structures. • Ability to evaluate employee performance, develop procedures, rules, and schedules, and provide instruction on operating and safety protocols. • Ability to conduct quarterly observations of LRV Operators, complete Manager Observation of Employee Forms, and review results with each operator. • Ability to perform Rules Compliance Checks, document findings using the Manager Observation of Employee Form, and discuss rule violations with operators. • Ability to conduct Temporary Work Zone Compliance Checks in alignment with Daily Operating Clearance requirements. • Ability to monitor work orders and flagging personnel along the alignment to ensure safe operations. • Ability to identify discrepancies and take immediate corrective action in coordination with appropriate personnel. • Ability to evaluate program effectiveness and provide recommendations for improvement. • Strong verbal and written communication skills, with the ability to work effectively under pressure. • Must successfully complete the Light Rail Vehicle (LRV) Operator training course and requalify as required.
