Monitor milestone accomplishment and budget/resource use. Review and re-estimate work plans and project resources based on contingencies, changing priorities, and budget-to-actual comparison regularly, updating the organizational forecast at least quarterly.  * Create generalized project cost estimates based on work plans, loaded average labor rates, and other direct costs. Upon contract award, work with proposal development staff to finalize estimates. Manage expenditures consistent with project and organizational fiscal year budgets.  * Negotiate resources for execution of the work plan with functional managers, Project Directors/Principal Investigators, and Program Directors ensuring a clear understanding of project objectives and timelines.  * Work directly with assigned project staff (of all functions) to ensure appropriate work plan understanding and progress.  * Ensure the preparation of all projects related products and tasks, including programming tasks, analyses, research reports, progress reports, presentations, graphics, and tables; assist Project Directors/Principal Investigators in ultimately being accountable for the quality of these products. Be proactively aware of issues affecting program area and/or individual projects.  * Serve as the day-to-day liaison to client or funding agency’s scientific or program leadership (e.g., project officers, program officers).  * Provide customers (including Project Director/Principal Investigator, Program Director, and funder) with required project progress and budget reports, as appropriate or required for each audience.Provide up to date reporting on financial and operational performance of projects on a monthly basis. * Assist the Senior Contracts Manager with contracts, including scope of work, budget, etc.  * Contribute to program area strategic discussions and initiatives.  * Work with the Project Management Office (PMO) leadership to lead the development of project management standards, including tools, processes, and best practices.  * Serve as proposal Project Manager and conduct the above activities during the proposal phase, as needed. Work closely with the proposal team to ensure all necessary requirements are met for the proposal submission.  * Provide mentorship to Project Coordinator(s) and Project Associate(s) and serve as a resource for Project Managers.  * Serve as Project Manager for a variety of projects, including different contract types, funding sources, scientific content, and across programs. Additionally, serve as Project Manager for large scale projects that are scientifically and organizationally complex.  * Be functionally responsible and provide supervision for more than project management.        QUALIFICATIONS  REQUIRED * Bachelor’s degree in related field (public health, quantitative social science, or management) with ten (10) years progressively more responsible experience managing projects, including at least two years managing at least five of the following areas: timelines, budgets, risks, communications, deliverables, and required reporting  * PMP certification or equivalent  * Experience in the direct and indirect management of large teams of people working toward complex goals  * Excellent organizational and planning skills  * Strong supervisory and mentoring skills  * Demonstrated strong verbal/written communication skills  * Proficiency with Microsoft Office Suite programs  * Health services or public health research background    PREFERRED QUALIFICATIONS: * Non-profit experience  * Experience managing government grants and contracts for research  * An understanding of biostatistical, technical programming, and clinical issues related to health care research in general  * Advanced proficiency in Microsoft Word, Excel, and PowerPoint  * Proficiency with project management software  * Experience with Earned Value Management (EVM)      ENTITY: Arbor Research Collaborative for Health WORK ARRANGEMENT: Remote LOCATION: Must be physically located in one of the following states: *Alabama, Colorado, Connecticut, Washington D.C., Florida, Georgia, Idaho, Illinois, Maryland, Massachusetts, Michigan, Minnesota, North Carolina, Ohio, Oregon, Pennsylvania, South Carolina, Texas, or Virginia FAIR LABOR STANDARDS ACT STATUS: Exempt REPORTS TO: PMO Manager HOURS PER WEEK: 40 SUPERVISES OTHERS: No OVERNIGHT TRAVEL: Minimal, no more than 5% (this is position dependent) SALARY RANGE: $91,200 - $148,400 (US National Average)  *Base Compensation is determined by market range and geographic location pay zones. In addition to full-stack web development, this position works with project-specific data structures and relational database design, applying the standardized coding, data architecture, and analytic programming practices used across Arbor Research's funded projects. The developer collaborates with business stakeholders and technical leads to understand needs and translate them into technical requirements, growing toward full ownership of application and data architecture decisions.   Essential Duties and Responsibilities  Full-Stack Web Development * Provide programming support for web applications, using Azure-based Microsoft technologies such as ASP.NET, C#, HTML/CSS, JavaScript/jQuery libraries, and relational SQL databases, including Microsoft SQL Server. * Build data visualizations (charts, graphs, dashboards) using tools similar to D3.js, Plotly, or Tableau. * Build and maintain APIs using technologies such as ASP.NET Web API or Azure Functions, with guidance from senior staff on authentication and scalability requirements. * Build responsive, mobile-friendly application interfaces that meet Section 508 / WCAG 2.1 AA accessibility standards, consistent with current federal contract requirements. * Leverage AI (e.g. Claude Code) as both a tool to aid software development and a component for solutions, following organizational guidance and controls. Data & Database Architecture * Develop and utilize advanced knowledge of project-specific data structure and organization, study protocol, and research design; analyze user requirements and translate them into implementation design. * Implement code using relational database theory and technologies, including database design, views, functions, stored procedures, and security controls, with referential integrity in mind. * Assist in making technical decisions and implementing logic plans for projects of medium complexity for a technical audience, using pseudo code as necessary. * Work as part of a team to analyze and respond to questions posed by data requesters and funding sources; independently and efficiently accomplish quick-turnaround data requests for funding sources and the public. * Take initiative in leading new data-related and full-stack development projects as capability grows. Data Engineering & Cloud * Support data pipelines, data acquisition, and transformation tasks for funded projects, under the direction of senior staff. * Support cloud-hosted application and data environments, primarily on Microsoft Azure, building familiarity with AWS as project needs require. Collaboration & Development * Work collaboratively with both internal and external research personnel, including co-investigators of varying backgrounds and expertise, to understand needs and implement agreed-upon interface and data requirements. * Collaborate with analysts and supervisors to ensure accuracy of data analyses and dataset creation, and with other programming staff to maintain and enhance major project products. * Achieve quality in software development work through well-defined testing and verification procedures; follow the application development staging process; effectively debug their own code and other programmers' code. * Discuss projects of medium complexity with technical and non-technical audiences; contribute to the discussion and planning of more complex projects. * Develop and utilize leadership skills; take initiative in mentoring more junior team members as experience grows. * Display a professional and exemplary work and research ethic. Additional Duties Completed by Those Serving in a Technical Lead Capacity * Serve as technical lead programmer for one or more projects. * Provide technical oversight to programmers with assignments on the project. * Coordinate with members from other teams to ensure the project requirements are met. * Formulate a written project plan, which ties the technical tasks to the project scope.     Qualifications  REQUIRED * Bachelor's degree with at least five (5) years of progressively more responsible programming experience, including web application development and either SAS or SQL-based relational database technologies. * Familiarity with Microsoft ASP.Net coding (including design and debugging). * Working knowledge of HTML, XML, JSON, CSS, JavaScript/jQuery, and RESTful APIs. * Working knowledge of T-SQL and relational database structure and referential integrity, including database design, views, functions, stored procedures, and security controls. * Demonstrated ability to write code that is clearly readable and efficient, and to analyze and translate user requirements into implementation design. * Exposure to Python or a comparable language for data engineering, automation, or ETL pipeline tasks. * Basic familiarity with cloud application hosting concepts (Microsoft Azure preferred). * Excellent understanding of statistical concepts and fluency in analytical approaches for health care outcomes. * Excellent organizational skills; ability to work as part of a team. * Proficiency in Microsoft Office.   PREFERRED QUALIFICATIONS: * Exposure to Microsoft Azure cloud services and DevOps; familiarity with AWS is a plus. * Exposure to Plotly.js/D3 client-side charting and mapping frameworks. * Exposure to content management tools, such as WordPress. * Exposure to Tableau web-based data visualization software. * Familiarity with Microsoft SharePoint configuration and information management. * Experience with SAS (Base, Macro processing, PROC SQL) for statistical/analytic programming. * Experience with health insurance claims data. * Exposure to HL7/FHIR standards for clinical and administrative health data transfer. * Non-profit experience; health research background. * Experience with formal software development lifecycle processes.   ENTITY: Arbor Research LLC.
