Key Responsibilities: * Define high-level technical blueprints and system architecture to meet complex operational requirements. * Ensure all proposed solutions align with enterprise-wide IT strategy, security standards, and federal compliance requirements (e.g., NIST/FISMA). * Perform technical trade-off analyses, evaluating cost, performance, and maintainability for proposed investments. * Manage the full project lifecycle, including scope, schedule, budget, and resources. * Establish and maintain project governance, ensuring milestones are met while managing dependencies across multiple internal and external teams. * Implement Agile, Waterfall, or Hybrid methodologies as appropriate to the mission requirements, ensuring transparent reporting to agency leadership. * Proactively identify technical, schedule, and resource risks, developing actionable mitigation plans to prevent mission disruption. * Serve as the bridge between technical engineering teams and non-technical stakeholders, translating architectural decisions into clear project impacts. * Oversee vendor contracts and technical deliverables to ensure compliance with contract specifications and agency standards. Required Qualifications: Experience/Skills: * Ten (10) years of combined experience in IT architecture and large-scale IT program/project management. * Proven experience in system design, cloud migration, enterprise integration, or modernizing legacy infrastructure. * Demonstrated ability to manage complex, multi-year IT programs; expertise in resource allocation, procurement, and performance tracking. * Strong understanding of federal IT acquisition processes, project management frameworks (e.g., PMBOK, Agile), and cybersecurity compliance requirements. * The ability to make "architectural calls" that balance immediate operational needs with long-term technical debt reduction. * Strong rigor in tracking progress, managing budgets, and ensuring high-quality, on-time delivery. * Ability to lead cross-functional teams (developers, network engineers, security analysts) toward a unified project goal. Certification(s): * Combination of technical (e.g., AWS/Azure Architect) and management (e.g., PMP, PgMP, CSM) certifications is highly preferred. Salary and Benefit Information: The likely salary range for this position is $125,000 - $180,000. This is not, however, a guarantee of compensation or salary.
