Job Summary The Senior Manager, Technology Programs leads the delivery of large-scale enterprise IT initiatives within a fast‑paced telecommunications environment. This role oversees a team of Project Managers responsible for executing complex projects across enterprise applications, platforms, infrastructure, and system integrations. As a key technology leader, the Senior Manager ensures initiatives are governed effectively, aligned with technical and business strategies, and executed with strong delivery discipline. This position partners closely with engineering, architecture, operations, and business stakeholders to drive projects that are delivered on time, within scope, and in support of enterprise priorities Essential Duties and Responsibilities: The Essential Duties and Responsibilities listed below are a range of duties performed by the employee and not intended to reflect all duties performed. Team Leadership & Talent Development • Lead, coach, and develop a team of Project Managers delivering enterprise technology initiatives. • Set performance expectations and ensure consistent execution standards. • Support professional development, workload balancing, and team capacity planning. • Foster a culture of accountability, collaboration, and continuous improvement. Program & Delivery Management • Oversee a portfolio of 70–100 enterprise technology projects. • Lead delivery of complex initiatives including application modernization, platform upgrades, infrastructure programs, and system integrations. • Ensure project plans clearly define scope, milestones, dependencies, and delivery sequencing. • Drive execution across multiple concurrent workstreams with complex technical dependencies. Cross-Functional Orchestration • Partner with IT, engineering, infrastructure, network, security, operations, and vendor teams. • Act as an escalation point for delivery risks, dependencies, and execution challenges. • Ensure alignment between technical delivery, architectural standards, and operational readiness. Governance & Milestone Tracking • Establish and enforce project management standards and delivery governance. • Ensure accurate tracking of milestones, risks, dependencies, and deliverables. • Provide clear visibility into project health, timelines, and risks to leadership. • Support release planning, deployment coordination, and go-live readiness. Risk Mitigation & Technical Readiness • Identify and manage delivery risks across technical, operational, and resource domains. • Ensure mitigation and contingency plans are in place for high-impact initiatives. • Oversee environment readiness, cutover planning, and post-implementation stabilization. • Ensure non-functional requirements such as performance, security, and availability are addressed. Financial Stewardship • Support budgeting, forecasting, and resource planning across the portfolio. • Monitor delivery performance against financial and staffing plans. • Support vendor oversight and delivery accountability. Stakeholder Management • Serve as a key point of contact between technology teams, business stakeholders, and leadership • Communicate delivery status, risks, and dependencies clearly and consistently • Translate technical concepts into actionable business insights Other Duties • Performs other duties as required to support the business and evolving organization. Required Qualifications: • High school diploma or GED. • Minimum of ten (10) years of experience in enterprise IT, telecommunications, or technology project management. • Minimum of five (5) years of experience leading, coaching, or mentoring project managers or technical professionals. • Demonstrated experience managing complex programs involving multiple teams, dependencies, and stakeholders. • Ability to bring structure, clarity, and execution discipline to ambiguous or highly technical initiatives. • Strong organizational, communication, and stakeholder management skills. • Proven ability to operate effectively in fast-paced, highly integrated environment. • Strong analytical, problem-solving, and troubleshooting skills. • Ability to manage multiple priorities effectively in fast-paced, changing environments. • Strong organizational, time-management, and prioritization capabilities. Preferred Qualifications: • Experience with network modernization or large infrastructure programs. • Strong understanding of enterprise systems, application delivery, infrastructure, and network platforms. • Solid understanding of the software delivery lifecycle and enterprise technology operations. • Hands-on experience with project management tools such as Smartsheet, Jira, and Confluence. Knowledge, Skills, and Abilities: • Ability to work independently and apply sound judgment and reasoning skills to a variety of situations. • Ability to multi-task and collaborate effectively with other personnel to meet deadlines.
